REGULAR AGENDA ITEMS: USE PERMIT NO. 89-65 Applicant: Gary Hoisington American Cycle Promotions, Inc. 411 Main Street Huntington Beach, CA 92646 Request: Temporary Outdoor Event to permit a one -day bike show on Sunday, December 3, 1989. Location: 411 Main Street Environmental This request is covered by Categorical Exemption, Status: Section 15304, Class 4, California Environmental Quality Act, 1986 Staff reported that this event includes a bicycle show, bicycle accessory items, foods and drinks. The event will take place on December 3, 1989 from 7:00 a.m. through 4:00 p.m. Staff recommended approval of the request. Gary Hoisington, applicant, was present and spoke in support of the request. USE PERMIT NO. 89-65 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The temporary outdoor event will not be detrimental to: a. The general welfare of persons residing or working in the vicinity. b. Property and improvements in the vicinity of such use or building. ZA Minutes 11/29/89 -1- 5468h 2. The granting of Use Permit No. 89-65 will not adversely affect the General Plan of the City of Huntington Beach. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan received and dated November 16, 1989 shall be the approved layout. 2. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 3. A detailed site plan shall be submitted to the Huntington Beach Fire Department for approval (show table locations, tents, barriers, etc.). 4. The applicant shall obtain clearance from the Public Liability Claims Coordinator, Administrative Services Department, and/or shall provide a Certificate of Insurance and Hold Harmless Agreement to be executed at least five (5) days prior to the event. INFORMATION OF SPECIFIC CODE REQUIREMENTS: 1. The event shall comply with all applicable provisions of the Ordinance Codes, Building Division and Fire Department. 2. The applicant shall meet all applicable local, State and Federal Fire Codes, Ordinances and standards. 3. The Zoning Administrator reserves the right to revoke Use Permit No. 89-65 if any violations of these conditions or the Huntington Beach Ordinance Code occurs. USE PERMIT NO. 89-64 Applicant: Robert H. E. Richards Pacific T-Top, Inc. 15241 Transistor Lane Huntington Beach, CA 92649 Request: To permit a maximum 5,700 sq. ft. adjunct office area within an existing 30,063 sq. ft. industrial building. Location: 15362 Electronic Lane Environmental This request is covered by Categorical Exemption, Status: Section 15301, Class 1, California Environmental Quality Act, 1986 Staff reported that Pacific T-Top, Inc. is relocating its current operation to the proposed site because the proposed site provides a larger facility. The applicant's initial plans did not provide adequate parking on -site for the proposed use of the floor area as noted on the floor plans. Staff requested the applicant modify the floor plans to accommodate parking for 5,700 sq. ft. of office space and 24,363 sq. ft. of warehouse/distribution floor area. Staff recommended approval of the revised plans with a covenant that the parking and floor area be held at the approved ratio per approved floor plans and be recorded to insure that adequate parking always be provided on -site. ZA Minutes 11/29/89 -2- 5468h The public hearing was opened and Cecil Carney, architect, was present and spoke in support of the request. He stated that he would amend the plans per City's request for parking. There was no one else present to speak for or against the request so the public hearing was closed. USE PERMIT NO. 89-64 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: FINDINGS FOR APPROVAL: 1. The establishment, maintenance and operation of the maximum 5,700 sq ft. adjunct office area within an existing industrial building for an automobile accessories warehouse will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The maximum 5,700 sq. ft. adjunct office area within an existing industrial building for an automobile accessories warehouse is consistent with the goals and objectives of the City's General Plan and Land Use Map. 3. The location, site layout, and design of the proposed maximum 5,700 sq ft. adjunct office area within an existing industrial building for an automobile accessories warehouse properly adapts the proposed structures to streets, driveways, and other adjacent structures and uses in a harmonious manner. 4. The combination and relationship of one use to another on site are properly integrated. 5. The access to and parking for the proposed uses does not create an undue traffic problem. Adequate parking is provided on —site by limiting the office use to a maximum 5,700 sq. ft. and the warehousing use to a maximum 24,363 sq. ft. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated November 9, 1989 shall be the conceptually approved layout with the following- modifications: a. The second floor office area shall be revised and limited to 3,326 sq. ft. b. The total office area shall be limited to a maximum 5,700 sq. ft. c. The total warehouse/distribution area shall be limited to a maximum 24,363 sq. ft. 2. Prior to issuance of building permits, the following plans and items shall be submitted and/or completed by the applicant: a. Two (2) sets of revised plans pursuant to Condition No. 1. 3. All proposed signs require separate permits and shall be in compliance with Article 961 (Signs). 4. An automatic fire sprinkler system shall be approved and installed pursuant to Fire Department regulations. ZA Minutes 11/29/89 —3— 5468h S. Service roads and fire lanes, as determined by the Fire Department, shall be posted and marked. 6. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 7. There shall be no outside storage of vehicles, vehicle parts, equipment or trailers. 8. A Declaration of Protective Covenants for Parking shall be recorded by the property owner prior to issuance of permits or occupancy. A copy of the legal instrument shall be approved by the City Attorney as to form and content and, when approved, shall be recorded in the office of the County Recorder. A copy shall be filed with the Department of Community Development. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. COASTAL DEVELOPMENT PERMIT NO. 89-41 Applicant: Richard Anderson 128 S. Glassell Avenue Orange, CA 92666 Request: Construct a one -thousand one hundred and forty-four (1,144) sq. ft. second story addition to an existing two -thousand eight hundred and fifty-seven (2,857) sq. ft. two-story single family dwelling. Location: 3291 Falkland Circle Coastal Status: APPEALABLE Environmental This request is covered by Categorical Exemption, Status: Section 15301, Class 1, California Environmental Quality Act, 1986 Staff reported that the request is to add approximately 1,144 sq. ft. to an existing two-story single family residence. Staff stated that the proposal meets the development standards of the R1 and CZ zoning classification. Staff recommended approval of the request. The public hearing was opened and Richard Anderson, applicant, was present and spoke in support of the request. There was no one else present to speak for or against the request so the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 89-41 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS: ZA Minutes 11/29/89 -4- 5468h FINDINGS FOR APPROVAL: 1. The proposed 1,144 sq. ft. second story addition to an existing two-story single family residence conforms with the plans, policies, requirements and standards of the Coastal Element of the General Plan. 2. Coastal Development Permit No. 89-28 is consistent with the CZ suffix zoning requirements, the Rl Zoning District, as. well as other provisions of the Huntington Beach Ordinance Code applicable to the property. 3. At the time of occupancy, the proposed 1,144 sq. ft. second story addition to an existing two-story single family residence will be provided with infrastructure in a manner that is consistent with the Coastal Element of the General Plan. 4. The proposed 1,144 sq. ft. second story addition to an existing two-story single family residence conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated November 1, 1989 shall be the conceptually approved layout with the following modifications: a. All eave overhangs shall comply with the Uniform Building Code. b. The required side yard setback along the northeast property line shall be maintained for all proposed additions. 2. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 3. Proposed structures shall be architecturally compatible with existing structures. 4. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 5. Low -volume heads shall be used on all spigots and water faucets.
