A tape recording of this meeting is on file in the City Clerk's Office. Mayor Mays called the adjourned regular joint meeting of the City Council/Redevelopment Agency of the City of. Huntington Beach, the Art Center Foundation, and the Allied Arts Board to order at 7 p.m. ROLL CALL - COUNCILMENCY Present: MacAllister, Winchell, Green, Mays, Silva Absent: Bannister, Erskine ROLL CALL - H.B. ART CENTER FOUNDATION Present: Goodrich,- Baron,,Chapman, Chase, Geosano, Jankowiak, Lake Absent: Harris, Vollmer ROLL CALL-.ALLIED.ARTS BOARD Present: Anderson, Baron, Keeley, Hankin, Neal, Schwartz Absent:- Shannon, Shebell Information packets dated January, 1990, entitled Overview - Huntington Beach Art Center Conceptual Design Plan, and -Overview - Celebration Plaza Conceptual Design Plan had been provided to.the City Council by the Cultural Affairs Division of the. Community Services Department. Michael Mudd, Manager of the.Cultural.Affairs Division of the Commun-ity Services Department presented an overview of the.'plans for the Huntington Beach Art Center and'Celebration-Plaza. He explained the structure.of a public/private partnership. within the context of the Art Center Project. Mr. Mudd introduced Steve Schwartz, Chairman of the Allied Arts Board who presented background information_ on the board's accomplishments citing past festivities they had sponsored.. He explai'ned,hi't-'vision of what he hoped the .Art Center would :offerth'e community. Mr. Bob Good tic h,:' Chai rinan of the Board of Directors of the Hunt.i;ngton Beach Art Center Foundatfion spoke regarding the.foundat,ions objective to implement the City Cou.nci l' s. mandate, for a publ i.clpri v.ate ;partnership and their goal to raise $900;,OOp... ti^ Page 2 - Council/.Agency Minutes - 1/16/90 Mr. Chip Gulley and Mr. Jim Wilson, representing Thirtieth Street Architects spoke regarding their proposed design for -the Arts Center and Celebration Plaza. He referred to drawings. Naida Osline, Art Center Director, spoke regarding the kinds of art works which they hoped to display in the different galleries. She stated staff's intent to educate people in the visual arts and also to hold workshops for people to explore their own creativity; school tours are also planned as well as exhibitions. Leslee Temple, representing the firm of Cardoza, DiLallo, Harrington spoke regarding their design of the plaza. Considerable discussion was held regarding curb treatment and parking facilities. The City Administrator reported on his recommendation on the alternative treatments. Jan Halvorsen, Operations Supervisor of the Library, referred to the Library Board minutes in their packet which state the Library Board's concern in this area. She referred to the drawings of Thirtieth Street Architects and spoke regarding the recommendation that the entrance to the,Library be changed to face the Celebration Plaza. Discussion was held regarding this possibility. Mr. Mudd spoke regarding the concept of the plaza's function.
