Mayor Mays called the adjourned regular joint meeting of the City
CouncillRedevelopment Agency of the City of Huntington Beach, the Art Center
Foundation, and the Allied Arts Board to order at 7 p.m.

Information packets dated January,:1990, entitled'Overyi-ew — Huntington Beach

De i n Plan had been provided to the City.Council by the Cultural Affairs
Division of the Community Services Department.
Michael Mudd, Manager of.the.Cult:ural Affairs Division of the Community
Services Department presented an overview of the plans for the Huntington
Beach Art Center and Celebration Plaza. He explained the structure of a
public/private partnership within'the.context of the Art Center Project.
Mr.. Mudd introduced Steve Schwartz, Chairman of the Allied'Arts Board who
presented background Information on the board's accomplishments citing past
festivities they had sponsored. He explained his vision of what he hoped the
Art Center would offer the community.
Mr. Bob Goodrich, Chairman of the Board of Directors of the Huntington Beach
Art Center:Foundation spoke regarding the foundations objective to implement
the City Council's mandate for a public/private partnership and their goal to
raise $900,000.

Mr. Chip Gulley and Mr. Jim Wilson, representing Thirtieth Street Architects
spoke regarding their proposed design for the Arts Center and Celebration
Plaza. He referred to drawings
Naida Osline, Art Center Director, spoke regarding the kinds of art works
which they hoped to display in the different galleries. She stated staff's
intent to educate people in the visual arts and also to hold workshops for
people to explore their own creativity; school tours are also planned as well
as exhibitions.
Leslee Temple, representing the firm of Cardoza, DiLallo, Harrington spoke
regarding their design of the plaza. Considerable discussion was held
regarding curb treatment and parking facilities. The City Administrator
reported on his recommendation on the alternative treatments.
Jan Halvorsen, Operations Supervisor of the Library, referred to the Library
Board minutes in their packet which state the Library Board's concern in this
area. She referred to the drawings of Thirtieth Street Architects and spoke
regarding the recommendation that the entrance to the., Library be changed to
face the Celebration Plaza. Discussion was held regarding this possibility.
Mr. Mudd spoke regarding the concept of the plaza's function.

The Mayor adjourned the adjourned regular meeting of the City Council/
Redevelopment Agency to 5:30 P.M., January 22, 1990, in Room B-8, Civic
Center, Huntington Beach, CA 92640
