MINUTES: Minutes of the February 7, 1990 Zoning
Administrator Meeting were approved by the Zoning
Administrator.
REGULAR AGENDA ITEMS:
ITEM 1: USE PERMIT NO. 90-4
Applicant: Eric Chen

Request: To permit a 5,100 square foot wholesale mail
order business and a 1,750 square foot personal
enrichment (dance, karate studio) use.
Location: 7481 Talbert Avenue
Environmental This request is covered by Categorical
Status: Exemption, Section 15301, Class 1, California
Environmental Quality Act, 1986
Herb Fauland presented the staff report. He said the proposed
project meets parking requirements for the wholesale and personal
enrichment uses with one extra parking space. The two proposed uses
are offset by the hours of operation; warehouse hours being 8:00 AM
to 3:00 PM and the dance/karate studio hours being 3:30 PM to 9:30
PM during the week and 9:00 AM to 6:00 PM on Saturday, and therefore
staff concluded that no parking problem would exist. Staff
recommended approval with findings and conditions.
THE PUBLIC HEARING WAS OPENED
George Olsen, owner of the building, spoke in support of the
request. He felt that there would not be a parking problem.
There were no other persons to speak for or against the request and
the public hearing was closed.
USE PERMIT NO. 90-4 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS
TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) DAYS.
FINDINGS FOR APPROVAL:
1. The establishment, maintenance and operation of the 5,100
sq.ft. wholesale mail order business and a 1,750 sq.ft.
personal enrichment use will not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity;
b. Property and improvements in the vicinity of such use or
building.
2. The proposed 5,100 sq.ft. wholesale mail order business and a
1,750 sq.ft. personal enrichment use is consistent with the
goals and objectives of the City's General Plan and Land Use
Map.
3. The combination and relationship of one use to another on site
are properly integrated.
4. The access to and parking for the proposed uses does not create
an undue traffic problem.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
February 5, 1990, shall be the conceptually approved layout.
2. The hours of operation for the proposed uses shall be limited
to the following:
A. Mail Order Business/Warehouse: 8:00 AM - 3:00 PM, Monday
through Friday.
B. Personal Enrichment Studio: 3:30 PM - 9:00 PM, Monday
through Friday, 9:00 AM - 6:00 PM, Saturday.
3. No retail sales'to the general public shall be permitted.
4. All proposed signs require separate permits and shall be in
compliance with Article 961 (Signs).

INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Use
Permit No. 90-4 if any violation of these conditions of the
Huntington Beach Ordinance Code occurs.
THE MEETING WAS ADJOURNED BY THE ZONING ADMINISTRATOR TO THE NEXT
MEETING OF FEBRUARY 21, 1990.
