ZONING ADMINISTRATOR: STAFF MEMBER: Hal Simmons, Acting Herb Fauland MINUTES: The Minutes of the May 16, and May 30, 1990 Zoning Administrator Meeting were continued to the June 13, 1990 Zoning Administrator Meeting. REGULAR AGENDA ITEMS: ITEM 1: TENTATIVE PARCEL MAP NO, 90-111 Applicant: City of Huntington Beach/Redevelopment Agency Request: A subdivision of Parcels 1 and 3 of Parcel Map No. 80-563 as shown on a map recorded in Book 185, Pages 17 and 18, of Parcel Maps, records of Orange County, California. Location: Northwest corner of Beach Blvd. and Cypress St. Herb Fauland, Staff Planner, reported that the request is a subdivision of two (2) existing lots which were approved by Tentative Parcel Map No. 80-563 and Conditional Exception (Variance) No. 82-02. The proposed lot configuation is the result of a Disposition and Development Agreement between the City of Huntington Beach Redevelopment Agency and the property owner. Staff reported that the existing lot widths for the parcels do not change and therefore the Conditional Exception (Variance) for minimum lot width as approved by Conditional Exception (Variance) No. 82-2 remains in effect. Staff recommended approval with findings and conditions of approval. TENTATIVE PARCEL MAP NO. 90-111 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. FINDING OF APPROVAL TENTATIVE PARCEL MAP NO. 90-111: 1. The proposed subdivision of two (2) parcels of land for purposes of residential and commercial use is in compliance with the size and shape of property necessary for that type of development. 1 1 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of use. 3. The property was previously studied for this intensity of land use at the time the land use designation for Medium Density Residential District and General Commercial allowing residential and commercial uses was placed on the subject property. 4. The size, depth, frontage, street width and other design and improvement features of the proposed subdivision are proposed to be constructed in compliance with standards, plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance. A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Tentative Parcel Map received by the Department of Community Development on May 31, 1990 shall be the approved layout (with the amendments as noted thereon). 2. A parcel map shall be filed with and approved by the Department of Public Works and recorded with the Orange County Recorder. 3. A seven (7) foot dedication along Cypress and Elm Street shall be dedicated to City standards. 4. Water supply shall be through the City of Huntington Beach's water system at the time said parcels are developed (if such systems exist within 200 feet of said parcels. 5. Sewage disposal shall be through the City of Huntington Beach's sewage system at the time said parcels are developed (if such systems exist within 200 feet of said parcels. 6. All utilities shall be installed underground at the time said parcels are developed. 7. Compliance with all applicable City Ordinances. 8. A copy of the recorded parcel map shall be filed with the Department of Community Development. 9. All vehicular access rights along Beach Blvd., Cypress Street, and Elm Street shall be dedicated to the City of Huntington Beach except at locations approved by the Zoning Administrator. ZA Minutes - 6/6/90 -2- (6025d) 10. Public right-of-way and street improvements shall be constructed to Public Works standards along Beach Blvd, Cypress Street and Elm Street. 11. A grading plan and soils report shall be submitted for review and approval to the Department of Public Works. 12. The storm drain system along Cypress Street shall be extended pursuant to Department of Public Works standards. 13. Construct one-half (1/2) to centerline street improvements along Cypress and Elm Street. ITEM 2: RECONSIDERATION OF ADMINISTRATIVE REVIEW NO, 90-4 Applicant: Southwest Diversified/Coscan Partners Request: Reconsideration to permit the sales trailer and two (2) model homes for tract 13714. Location: 18852 Quarter Horse Lane Herb Fauland, Staff Planner, reported that Administrative Review No. 90-4 was conditionally approved by the Zoning Administrator on May 9, 1990 to permit a sales trailer and two model homes for Tract 13714. Staff reported that subsequent to the ending of the appeal period a letter was received from the President of the Country View Estates Homeowners Association with concerns regarding access to the model homes through private streets and requested a reconsideration of the item. At the May 30, 1990 meeting, the Zoning Administrator agendized the reconsideration of Administrative Review No. 90-4. Hal Simmons, Acting Zoning Administrator, reported that staff had been advised by the City Attorney's office that the Zoning Administrator could not reconsider a request unless it was agendized at the next regularly scheduled Zoning Administrator meeting. Staff noted that no action was taken by the Zoning Administrator at the next scheduled meeting on May 16, 1990. The Zoning Administrator requested the applicant meet with staff and representatives of the association to mitigate concerns of the Homeowners Association. THE MEETING WAS ADJOURNED BY THE ZONING ADMINISTRATOR TO THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON JUNE 13, 1990 AT 1:30 PM.
