Mayor Mays called the adjourned regular meetings of.the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 6 p.m.
ROLL CALL
PRESENT: MacAllister, Winchell, Green, Mays, Silva
Bannister arrived 6:25 p.m.
ABSENT: Erskine
CLOSED SESSION
The Mayor called a Closed Session of the City Council to consider personnel
matters pursuant to Government Code Section 54957.
RECESS RECONVENE �4a
The. Mayor called a recess. of Council at 6:10 p.m. The meeting was reconvened
at 8 p.m.
PUBLIC COMMENTS
Mary Shebell, member of Allied Arts Board, requested. moral support from the
Council for the fundraisers of the Municipal Arts Center and stated several
ways to raise funds to expedite construction.
Bill Anderson, Allied Arts Board member, spoke in support of having a facility
in Huntington Beach for the proposed Municipal Art Center.
Jill Irwin, restaurant manager and on behalf of tenants and the restaurant
corporation; urged Council support for the Municipal Arts Center.
Jim _Walsh, member of Art Association, spoke in support of the Municipal Arts
Center.
Rene Shannon, member of Allied Arts .Board, stated she believed that with a
well-rounded cultural center, Huntington, Beach. would grow into a mature,
dynamic, forward -moving city.

Ralph Bauer, Historical Resources Board member, sought support from. Council
for an allocated budget for personnel and operating expenses for the Histori-
cal Resources Board. He listed several projects that could be implemented to
provide historical enhancement of the city.
Shirley Braun, Art Association and Huntington Beach Art League member, spoke
in support of the Huntington Beach Cultural Arts Center.
George Chase, Art. Center Foundation Director, spoke in support of the art
center and listed ways to facilitate operation.
Gerald Chapman, Huntington Beach Art Center Foundation Director, spoke regard-
ing the different roles of the Foundation and the Council in regards to the
proposed art center and requested Council to honor their past commitment to
support the art center.
CULTURAL ARTS CENTER - ALTERNATIVES
The City Administrator suggested taking the Cultural Arts Center out of agenda
order.
A motion was made by Bannister, seconded by Mays to take the Cultural Arts
Center out of agenda order and to discuss it first. The motion carried by the
following roll call vote:
AYES: MacAllister, Winchell, Green, Mays, Bannister, Silva
NOES: None
ABSENT: Erskine
Jim Engle, Acting Director Community Services, presented a staff report.
Mike Mudd, Cultural Affairs Manager, gave a presentation using the slide pro-
jector to show organizational charts demonstrating the difference between
private nonprofit, public, and a public/private partnership/joint venture.
The three charts had been distributed.
A discussion was held between Council and staff regarding the relationship
between the City Council and the Huntington Beach Art Center Foundation.
Mike Mudd requested that the Council allocate $30,000 for a secretary for the
Huntington Beach Art Center Foundation to start immediately.
Councilman MacAllister directed staff to evaluate the feasibility of developer
fees to raise funds for the art center.
Councilman MacAllister directed the. staff to investigate the pros and cons for
an allotted Historical. Resources Board budget and the ramifications of the
budget on other boards and commissions.
FINANCIAL ISSUES
The City Administrator presented a staff report on the Goals and Objectives
and Fiscal Policy Statements for the proposed 1990/91 budget for the city.

Bob Franz., Deputy City Administrator/Chief of Administrative Services, pre—
sented a staff report on the need for an expanded revenue base for the budget.
Discussion was held regarding the use of the Community Enrichment Fee for the
art center. Ron Hayden, Library Director, read the Municipal Code 3.4.
RECESS — RECONVENE
The Mayor called a recess of Council at 9:10 p.m. The meeting was reconvened
at 9:35 p.m.
The City Administrator requested a Council committee to work with staff to
review proposals of two -firms who are to do a user fee study.
Mayor Mays appointed Councilmembers MacAllister, Winchell, and Green to the
committee pertaining to the user fee study.
Don Watson, Treasurer, presented a staff report on expanding the revenue base
by increasing the user fees and business license fees.
.Discussion was held regarding an equitable way to raise the business license
fees. The Treasurer recommended a study on the subject. Mayor Mays requested
the same committee of Councilmembers MacAllister, Winchell, and Green to
review with the staff the business license fee study.
MELLO-ROOS/COMMUNITY FACILITIES DISTRICT
Bob Franz, Deputy City Administrator/Chief. of Administrative Services,
presented a staff report.
Paul Thimmig, bond counsel from Jones, Hall, Hill, & White, explained the
Mello —Roos taxation.
LIBRARY EXPANSION PROJECT
Ji,m Engle, Acting Director Community Services, presented a staff report. He
reviewed Counci.IIs decision to insure that the. .architecture of the library
could be designed to enable construction to take place in phases.
Ron Hayden, Library Director, presented a staff report on the proposed library
expahsion.project.

Police Chief Lowenberg presented a staff report.

Mayor Mays adjourned the regular meetings. of the City Council and the
Redevelopment Agency of the. City of Huntington Beach to 5:30 p.m.,
June 18, 1990, Room B-8, Civic Center.
