MINUTES: The Minutes of the June 20 & 27, 1990 Zoning
Administrator Meeting were approved by the
Zoning Administrator as submitted.
REGULAR AGENDA ITEMS:
ITEM 1: TENTATIVE PARCEL MAP NO. 90-209/ADMINISTRATIVE REVIEW NO.
90-7/ENVIRONMENTAL ASSESSMENT NO. 90-15
Applicant:
Windrose Development Company
Request:
To construct three (3) industrial buildings.
Location:
Northeast corner of Gothard Street and Cedar Avenue
Herb Fauland,
Staff Planner, reported that the request was to
consolidate
eight (8) lots into four (4) parcels of land for
development
of three (3) industrial buildings. Staff reported that
the project
had gone through the twenty-one day environmental review
process and
that no comments had been received. Staff also reported
that the three
(3) proposed speculative industrial buildings
substantially
complied with the ordinance code but recommended that
the parking
spaces adjacent to any wall shall be increased in width
by 3' 0".
Staff further explained that the industrial buildings are
part of the
overall project area which includes the Slater House
renovation.
Staff recommended approval with findings and suggested
conditions
of approval.
THE PUBLIC HEARING WAS OPENED.
David Simmons, representing the applicant, was present; and
concurred with staff's recommendation.
There were no other persons to speak for or against the request and
the public hearing was closed.
ENVIRONMENTAL ASSESSMENT NO. 90-151TENTATIVE PARCEL MAP NO.
90-209/ADMINISTRATIVE REVIEW 110. 90-7 WERE APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
CALENDAR (10) DAYS.
FINDINGS FOR APPROVAL• ADMINISTRATIVE REVIEW NO, 90-7
1. The establishment, maintenance and operation of the use will
not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity;
b. Property and improvements in the vicinity of such use or
building.
2. The granting of Administrative Review No. 90-7 will not
adversely affect the General Plan of the City of Huntington
Beach.
3. The proposal is consistent with the goals and objectives of the
City's General Plan and Land Use Map.
4. The location, site layout, and design of the proposed use
properly adapts the proposed structures to streets, driveways,
and other adjacent structures and uses in a harmonious manner.
FINDINGS FOR APPROVAL: TENTATIVE PARCEL MAP NO. 90-209
1. The proposed consolidation of eight (8) lots into four (4)
parcels of land for purposes of industrial use is in compliance
with the size and shape of property necessary for that type of
development.
2. The General Plan has set forth provisions for this type of land
use as well as setting forth objectives for implementation of
this type of use.
3. The property was previously studied for this intensity of land
use at the time the land use designation for General Industrial
allowing industrial buildings was placed on the subject
property.
4. The size, depth, frontage, street width and other design and
improvement features of the proposed subdivision are proposed
to be constructed in compliance with standard plans and
specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision
Ordinance.
SPECIAL CONDITIONS OF APPROVAL:ADMINISTRATIVE REVIEW NO, 90-7
1. The site plan received dated June 27, 1990 and the floor plans,
and elevations received and dated May 31, 1990, shall be the
conceptually approved layout with the following modifications.
a. All parking stalls adjacent a building wall or structure
exceeding 42" in height shall be increased in
width by 310".

2. Prior to submittal for building permits, the applicant/owner
shall complete the following:
a. Elevations shall depict colors and building materials
proposed.
b. If outdoor lighting is included, high-pressure sodium vapor
lamps or similar energy savings lamps shall be used. All
outside lighting shall be directed to prevent "spillage"
onto adjacent properties and shall be noted on the site
plan and elevations.
c. A detailed soils analysis shall be prepared by a registered
soils engineer. This analysis shall include on -site soil
sampling and laboratory testing of materials to provide
detailed recommendations regarding grading, chemical and
fill properties, foundations, retaining walls, streets, and
utilities.
d. The site plan shall include (or reference page) all
conditions of approval imposed on the project printed
verbatim.
e. All utility apparatus such as but not limited to back flow
devices and Edison transformers, shall be prohibited in the
front yard and exterior sideyards unless properly screened
by approved landscaping or any other method approved by the
Director of Planning. All such apparatus shall be depicted
on the site plan prior to issuance of building permits.
3. Prior to issuance of building permits, the applicant/owner
shall complete,the following:
a. Submit a copy of the revised site plan, floor plan and
building elevation pursuant to Condition No. la for review
and approval and inclusion in subject files.
b. A Landscape Construction Set must be submitted to the
Departments of Community Development and Public Works and
must be approved. The Landscape Construction Set shall
include a landscape plan prepared and signed by a State
licensed Landscape Architect and which includes all
proposed/existing plant materials (location, type, size,
quantity), an irrigation plan, a grading plan, an approved
site plan, and a copy of the entitlement conditions of
approval. The landscape plans shall be in conformance with
Section 9608 of the Huntington Beach Ordinance Code. The
set must be approved by both departments prior to issuance
of building permits. Any existing mature trees that must
be removed shall be replaced at a 2 to 1 ratio with minimum
36-inch box trees, which shall be incorporated into the
project's landscape plan.

c. Prior to the issuance of a grading permit, a grading plan
shall be submitted to the City's Department of Public
Works. A plan for silt control for all water runoff from
the property during construction and during initial
operation of the project may be required by the Director of
Public Works if deemed necessary.
d. All applicable Public Works fees shall be paid.
e. The subject property shall enter into irrevocable
reciprocal trash, driveway and parking easement(s) between
the subject site and adjacent properties. A copy of the
legal instrument shall be approved by the Community
Development Department and the City Attorney as to form and
content and, when approved, shall be recorded in the Office
of the County Recorder. A copy shall be filed with the
Department of Community Development.
f. Tentative Parcel Map No. 90-209 shall be recorded prior to
final inspection and a copy submitted to the Department of
Community Development.
g. Rooftop Mechanical Equipment Plan. Said plan shall
indicate screening of all rooftop mechanical equipment and
shall delineate the type of material proposed to screen
said equipment.
4. Natural gas shall be stubbed in at the locations of water
heaters and central heating units.
5. Low volume heads shall be used on all spigots.
6. Existing mature trees on site shall be retained and
incorporated into the site plan if feasible. Any existing
mature tree that must be removed shall be replaced at a 2:1
ratio with 36" box trees which shall be incorporated into the
project's landscape plan.
7. If foil -type insulation is to be used, a fire retardant type
shall be installed as approved by the Building Department.
8. Information on equipment or facilities which may generate air
pollutants shall be submitted to the South Coast Air Quality
Management District staff for their review prior to the
issuance of a Certificate Of Occupancy for any use within the
industrial buildings.
9. If any hazardous materials are to be used on site, the business
must comply with Chapter 1758 of the City's Municipal Code
which requires any business that handles or stores hazardous
materials, including waste, to inventory the hazardous
materials on site and prepare a business emergency plan in case
of an accidental release of toxic material. Additionally, all
hazardous materials, including waste, must be handled and
stored in accordance with the Uniform Fire Code. Waste oil is
considered a hazardous waste.

10. Should any abandoned oil wells or tanks be encountered, the
Fire Department shall be notified and current standards met as
required by Article 15 of the Huntington Beach Ordinance Code.
Any abandonment of existing wells must be to current standards
as well.
11. Should any cultural materials be encountered during the initial
site survey or during grading and excavation activities, all
activity shall cease and an archaeologist shall determine the
appropriate course of action.
12. Should any human bone be encountered during any construction
activities on the site, an archaeologist shall contact the
coroner pursuant to Section 5097.98 and 5097.99 of the Public
Resources Code relative to Native American Remains. Should the
coroner determine the human remains to be Native American, the
Native American Heritage Commission shall be contacted pursuant
to State Law SB 297.
13. During cleaning, grading, earth moving or excavation, the
applicant shall:
a. Control fugitive dust by regular watering, paving
construction roads, or other dust preventive measures.
b. Maintain equipment engines in proper tune.
14. During construction, the applicant shall:
a. Use water trucks or sprinkler systems to keep all areas
where vehicles move damp enough to prevent dust raised when
leaving the site,
b. Wet down areas in the late morning and after work is
completed for the day,
c. Use low sulfur fuel (.05% by weight) for construction
equipment,
d. Phase and schedule construction activities to avoid high
ozone days (first stage smog alerts),
e. Discontinue construction during second stage smog alerts.
15. Prior to initiation of construction, police and fire
departments shall be notified and the departments shall be kept
informed about duration and extent of construction throughout
the process.
16. Public Works Department shall provide alternate routes for
traffic during the construction phase, if necessary. Adequate
signage shall be provided to warn motor vehicles, bicyclists
and pedestrians of construction.

17. All oil facilities within the boundaries of the development
which are to be removed and abandoned, reabandoned or to remain
must meet all existing requirements of the City of Huntington
Beach and the State Division of Oil and Gas. Further
protective measures may be required, depending upon the
conditions and quality of the abandonments and reabandonments.
18. The Public Works Requirements are as follows:
a. The Tentative Parcel Map received by the Department of
Community Development on May 31, 1990 shall be the approved
layout (with the amendments as noted thereon).
b. A parcel map shall be filed with and approved by the
Department of Public Works and recorded with the Orange
County Recorder.
c. Gothard Street, Gothard Street at Cedar Avenue and Cedar
Avenue at Palmdale Street shall be dedicated to City
standards.
d. Water supply shall be through the City of Huntington
Beach's water system at the time said parcel(s) is/are
developed (if such systems exist within 200 feet of said
parcel(s).
e. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time said parcel(s) are
developed (if such systems exist within 200 feet of said
parcel(s).
f. All utilities shall be installed underground at the time
said parcel(s) are developed.
g. Compliance with all applicable City Ordinances.
h. A copy of the recorded parcel map shall be filed with the
Department of Community Development.
i. All vehicular access rights along Gothard Street, Cedar
Avenue, Palmdale Street shall be dedicated to the City of
Huntington Beach except at locations approved by the Zoning
Administrator.
j. All Street improvements along Gothard Street, Cedar Avenue
and Palmdale Street shall be constructed to Public Works
standards.
19. Fire Department requirements are as follows:
a. Automatic sprinkler systems will be installed throughout to
comply with Huntington Beach Fire Department and Uniform
Building Code standards.

b. Fire extinguishers will be installed and located in areas
to comply with Huntington Beach Fire Code standards.
c. Two (2) fire hydrants will be installed prior to
combustible construction.
d. Fire lanes will be designated and posted to comply with
Huntington Beach Fire Department standard No. 403.
e. Address numbers will be installed to comply with Huntington
Beach Fire Code Standards.
f. Dimensions for Fire Access, includes 24' or 27' fire lanes,
turnarounds and 17' by 45' radius turns.
g. Submit to the Fire Department for approval a Fire
Protection Plan containing requirements of Fire Department
Specifications No. 426.
20. Construction shall be limited to Monday - Saturday 7:00 AM to
8:00 PM. Construction shall be prohibited Sundays and Federal
holidays.
21. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material,shall be disposed of at an
off -site facility equipped to handle them.
22. For industrial centers, freestanding signs shall identify name
of center or major tenant only.
23. "Should a Traffic Impact Fee be adopted by the City Council,
the applicant/owner shall be responsible for paying such fee
prior to issuance of a Certificate of Occupancy and/or final
building permit approval."
24. Prior to the issuance of a Certificate of Occupancy, the
following shall be completed:
a. All improvements (including landscaping) to the property
shall be completed in accordance with the approved plans
and conditions of approval specified herein.
b. Compliance with all conditions of approval specified herein
shall be accomplished.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.

3. The Zoning Administrator reserves the right to revoke Negative
Declaration No. 90-15/Administrative Review No. 90-7 and
Tentative Parcel Map No. 90-209 if any violation of these
conditions or the Huntington Beach Ordinance Code occurs.
ITEM 2: USE PERMIT NO 90-26
Applicant: Balboa Imports
Property Owner: Martin Stern Jr. Trust
Request: To permit automobile sales.
Location: 19791 Beach Blvd. (southwest corner of Beach
Blvd. and Knoxville Ave.)
Herb Fauland, Staff Planner, reported that a letter had been
received from Balboa Imports requesting withdrawal of the request to
permit automobile sales. Staff indicated that the letter has been
accepted and recommended withdrawal of the application.
THE PUBLIC HEARING WAS OPENED.
There were no persons present to speak for or against the request
and the public hearing was closed.
USE PERMIT NO. 90-26 WAS WITHDRAWN BY THE ZONING ADMINISTRATOR.
ITEM 3: USE PERMIT NO 90-29
Applicant: Griffin and Banks
Request: To renovate an existing retail building and to
permit an automobile service center with 16,000
square feet of minor automobile service area and
36,400 square feet of retail floor area pursuant
to Section 9220(c)A of the Huntington Beach
Ordinance Code.
Location: 7227 Edinger Avenue
Mike Connor, Staff Planner, reported that the request is to renovate
an existing retail building and to permit an automobile parts and
minor service center for the Auto Giant. Staff noted that the
project was reviewed by the Design Review Board and their
recommendation included a change for the proposed color scheme for
the front facade to be more compatible with the existing businesses
and not to permit a front entrance. Staff said a letter dated July
10, 1990 was received from Lamp's Plus opposing the request due to
concerns that the use was not compatible with other uses in the
center.

Alan Osborn, representing the applicant, agreed to the conditions of
approval. He said that they are sensitive to the other tenants and
suggested that if tenants are concerned they should visit the San
Bernardino site.
Frank Roberts, representing the applicant, urged the Zoning
Administrator's approval of the request. He responded to the letter
from Lamps Plus stating that service work is performed inside the
building and that no heavy automobile repair work is performed. He
agreed to the color change recommended by the Design Review Board.
Helen Psaros, a resident in the area, said automotive is not
compatible in an area containing home improvement type stores and
the college. She was concerned that the automotive business would
drive the home improvement businesses out of the area.
David Nelson, W. Simmons Company, spoke in opposition to the
request. He stated concern regarding chemicals stored on the
property and excessive noise caused by working on automobiles.
Irwin Greenburg, Thomasville Store, stated that he had discussed his
concerns with the landlord and was paying rent under protest. He
said their main concerns were the noise from hydraulic lifts and
parking problems in the center. He reported that Thomasville
representatives had visited the San Bernardino store and noticed
customers working on automobiles in the front of the store in the
parking lot.
Donna French, Fine Finish Sash & Door, spoke in opposition to the
request. Her concerns centered around the noise and parking
problems. She said the owner visited the San Bernardino store and
noticed an individual changing oil in the parking lot.
Pauline Beauchamp, Lamps Plus, spoke in opposition to the request.
She stated that the business is not compatible with others in the
center. She was concerned about pollution discharged from such a
use.
Gene Bounds, Framemakers Gallery, was concerned that the use would
drive his customers away. He also was concerned that customers
would perform repairs in the parking lot and leave refuse on the lot.
Dolly Cartwright, Framemakers Galley, spoke in opposition to the
request. She said a lot of their customers shop with their children
and that an automobile parts and service center would draw clients
who may make their normal customers feel uncomfortable.
Jan Hanknow, Stylus Furniture, said she did not have concerns other
than those mentioned, but wanted to go on record as being opposed to
the request.
Mr. Roberts, applicant, said they run a very clean and quiet
business. He said would install two hour glass to buffer the noise
and a ventilation system that hooks directly to vehicles exhaust to'
eliminate pollution. Oil is sold by the case which should eliminate
customers adding oil in the parking lot and only charge $10 for an
oil change. He said the retail sales are of the high end - better
quality products drawing high quality customers.

USE PERMIT NO. 90-29 WAS DENIED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS. HE STATED THAT ALL ACTIONS TAKEN BY THE
ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN CALENDAR (10) DAYS.
FINDINGS FOR DENIAL - USE PERMIT NO 90-29:
1. The proposed automobile parts and service center would be
detrimental to the general welfare of persons working in the
vicinity because the proposed use is not compatible with
existing home improvement businesses in the existing center.
The existing retail shops would be impacted by noise from the
proposed service facility and by automobiles being driven to
and from the service facility.
2. The proposed automobile parts and service center would be
injurious to property and improvements in the vicinity of such
use or building due to the type of business compared to
existing businesses. The proposed use would impact the
existing businesses because it would generate a substantial
increase in the amount of on -site vehicular traffic and noise
from the service facility.
3. The proposed automobile parts and service center will not be
compatible with adjacent properties/uses because it would have
a negative impact on surrounding businesses due to aesthetics,
noise and on -site circulation of automobiles.
4. The location, site layout, and design of the proposed auto
parts and service center does not properly adapt to the
proposed structures to streets, driveways, and other adjacent
structures and uses in a harmonious manner, because the
location of the service area would increase the amount of
automobile traffic on the site. The location of the service
area would impact the adjacent retail businesses because of
noise, odors and aesthetics.
ITEM 4: COASTAL DEVELOPMENT PERMIT NO 90-23:
Mike Connor, Staff Planner, reported that the addition is for a
second story addition to a one story home in the Harbor. The
proposal meets all code requirements; however, there is an existing
roof on a cantilevered deck which is not permitted. Staff further
explained that the roof will have to be removed prior to issuance of
building permits as a condition of approval. The Huntington Harbour
Homeowners Association reviewed and recommended approval of the
request. Staff recommended approval with findings and suggested
conditions of approval.

Harold Hammonds, the applicant, spoke in support of the request.
There were no other persons to speak for or against the request and
the public hearing was closed.
COASTAL DEVELOPMENT PERMIT NO. 90-23 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
CALENDAR (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL
COMMISSION.
FINDINGS FOR APPROVAL/COASTAL DEVELOPMENT PERMIT NO, 90-23:
1. The request to permit the remodel and addition to an existing
two-story single family residence conforms with the plans,
policies, requirements and standards of The Coastal Element of
the General Plan.
2. Coastal Development Permit No. 90-23 is consistent with the CZ
suffix zoning requirements, the R1 Zoning District, as well as
other provisions of the Huntington Beach Ordinance Code
applicable to the property.
3. At the time of occupancy, the proposed remodel and addition to
an existing two-story single family residence will be provided
with infrastructure in a manner that is consistent with the
Coastal Element of the General Plan.
4. The proposed remodel and addition to an existing two story
single family residence conforms with the public access and
public recreation policies of Chapter 3 of the California
Coastal Act.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
June 28, 1990 shall be the conceptually approved layout.
a. The roof over the existing "Patio Room" shall be
permanently removed prior to issuance of building permits.
2. All proposed dock and ramp improvements shall require separate
permits for the improvements located within the public
waterways.
3. All proposed cantilevered deck improvements require separate
permits for the improvements.
4. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.

5. Proposed structures shall be architecturally compatible with
existing structures.
6. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
7. Low -volume heads shall be used on all spigots, shower heads and
water faucets.
8. The Public Works Department requirements are:
a. Remove raised tree wells in parkway.
b. Repair and replace curb and gutter, driveway and sidewalk
as needed.
c. Water service shall be upgraded pursuant to Public Works
standards.
d. The applicant shall pay all applicable Public Works fees.
e. All Public Works improvements in the public right of way
shall be protected from damage from tree roots.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Coastal
Development Permit No. 90-23 if any violation of these
conditions or the Huntington Beach Ordinance Code occurs.
ITEM 5: COASTAL DEVELOPMENT PERMIT NO 90 24:
Applicant: Judith Selker-Adams
Request: To construct a two story addition to an existing 5,170
square foot two story single family residence. The
proposal consists of a 257 square foot first story
addition and a 280 square foot second story addition.
Location: 16772 Coral Cay Lane
Mike Connor, Staff Planner, reported that the request is to create
an atrium around an existing the spa by constructing a two story
addition to an existing two story home. Staff reported that the
project meets all code requirements. Staff noted that the Coral Cay
Homeowners Association had reviewed the request and recommended
approval. Staff recommended approval with findings and suggested
conditions of approval.

Mike Connor, Staff Planner, reported that the request is for a model
home and sales office for condominiums that were approved by the
Planning Commission in the past. Staff recommended approval with Am
findings and conditions of approval.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated June 18, 1990 shall be the
conceptually approved layout.
2. Signage shall be provided on -site directing customers to,park
at the on -site parking areas.
3. One handicapped parking space shall be provided on -site -and
marked as such.
4. Handicap access to the sales office and model homes shall
comply with the Building Department standards.
5. Fire access lanes shall be maintained to the construction site.
If fire lane violations occur and the services of the Fire
Department are required, the applicant will be liable for
expenses incurred.
6. Fire extinguishers shall be provided in number and locations
required by the Fire Department.
7. The model home use shall be discontinued within thirty (30)
days following sale of the last on -site unit. A cash bond of
one thousand dollars ($1,000) shall be posted with the City for
each model home to guarantee compliance with all provisions of
this code and the Huntington Beach Building Code. Such model
homes shall only serve Tract 13711.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke
Administrative Review No. 90-10 if any violation of these
conditions of the Huntington Beach Ordinance Code occurs.
ITEM 7• ADMINISTRATIVE REVIEW NO, 90-11
Applicant: Coultrup Development
Request: To permit a model home and sales office for the complex.
Location: 1516 Pacific Coast Highway/Vista Catalina Project

Mike Connor, Staff Planner, reported that the request is for a model

Planning Commission in the past. Staff recommended approval with
findings and conditions of approval.
SPECIAL CONDITIONS OF APPROVAL:
1..-.The site plan received and dated June 18, 1990 shall be the
conceptually approved layout.

2. Signage shall be provided on -site directing customers to park
at the on -site parking areas.
3. _One handicapped parking space shall be provided on -site and
marked as such.
4. .Handicap access to the sales office and model homes shall
comply with the Building -Department standards.
-"5-.-Fire access lanes shall be maintained to the construction site.
If fire lane violations occur and the services of the Fire
Department are required, the applicant will be liable for
expenses incurred.
6. Fire extinguishers shall be provided in number and locations
..required by the Fire Department.
7. -The model home use shall be discontinued within thirty (30)
days following sale of the last on -site unit. A cash bond of
r;o.p thousand dollars ($1,000) shall be posted with the City for
each model home to guarantee compliance with all provisions of
this code and the Huntington Beach Building Code. Such model
homes shall only serve Tract 13559.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning -Administrator reserves the right to revoke
Administrative Review No. 90-11 if any violation of these
conditions of the Huntington Beach Ordinance Code occurs.
