MINUTES: Minutes of the July 11, 1990 Zoning Administrator Meeting were
continued to next regularly scheduled meeting of August 1, 1990.
REGULAR AGENDA ITEMS:
ITEM 1: TENTATIVE PARCEL MAP NO. 90-276
Applicant: Pfeiler & Associates

Request: To subdivide one 74,000 square foot commercial parcel into two
smaller parcels of 27,600 square feet and 46,400 square feet.
Pursuant to Section 9921 of the Huntington Beach Ordinance Code.
Location: 5882 Bolsa Avenue (South side of Bolsa Avenue, approximately 475
feet west of Springdale Street)
Environmental This request is covered by Categorical Exemption,
Status: Section 15315, Class 15, California Environmental Quality Act, 1986
Mike Connor presented the staff report and stated that the request is to subdivide one
74,000 square foot commercial parcel into two smaller parcels of 27,600 square feet and
46,400 square feet. This proposal has been reviewed by the Departments of Building, Fire
and Public Works. Public Works and Building had no specific concerns with the project.
Staff stated that the Fire Department submitted comments concerning reciprocal access
and maintenance of easements. Subject to approval of the request, a condition of approval
will be added requiring reciprocal access for the project.
Staff stated that the proposal meets all standard zoning requirements and recommended
approval of the request subject to findings and conditions of approval.
Doug Smith, representing Pfeiler & Associates, was present and spoke in support of the
request.
TENTATIVE PARCEL MAP NO. 90-276 WAS APPROVED BY THE ZONING
ADMINISTRATOR SUBJECT TO THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE
APPEALED TO THE PLANNING COMMISSION WITHIN TEN (10) CALENDAR DAYS.
FINDINGS FOR APPROVAL:
1. The proposed subdivision of two (2) parcels for purposes of industrial (commercial)
use in compliance with the size and shape of property necessary for that type of
development.
2. The General Plan has set forth provisions for this type of land use as well as setting
forth objectives for implementation of this type of use.
3. The property was previously studied for this intensity of land use at the time the
land use designation for commercial general allowing commercial buildings was
placed on the subject property.
4. The size, depth, frontage, street width and other design and improvement features
of the proposed subdivision are proposed to be constructed in compliance with
standards, plans and specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision Ordinance.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO RECORDATION OF FINAL MAP:
1. The Tentative Parcel Map received by the Department of Community
Development on July 7, 1990 shall be the approved layout.
2. A parcel map shall be filed with and approved by the Department of Public
Works and recorded with the Orange County Recorder.
3. Compliance with all applicable City Ordinances.
4. A copy of the recorded parcel map shall be filed with the Department of
Community Development.
5. Prior to processing of the final map, reciprocal access and parking agreements
shall be recorded with the Orange County Recorder's Office. The agreements
shall be approved as to form by the City Attorney's Office and shall assure that
existing access and parking shall be maintained between the proposed parcels as
well as with adjacent properties.

Request: To permit a seasonal parking lot pursuant to Section 9730.56 of the
Huntington Beach Ordinance Code.
Location: 21002 Pacific Coast Highway (Pacific Coast Highway and Lake
Street)
Environmental This request is covered by Categorical Exemption,
Status: Section 15304, Class 4, California Environmental Quality Act, 1986
Mike Connor reported that the request is to permit a seasonal parking lot.
Staff displayed the site plan. The Zoning Administrator inquired if staff had researched
the conditions of other seasonal parking lots and if special conditions of approval would be
required. Staff stated that standard conditions would be imposed and special conditions
could be added by the Zoning Administrator.
The Zoning Administrator requested that all signage be approved by Community
Development and that no overnight parking be permitted.
Mark Ellis, representing Huntington Seacliff Corporation, was present and spoke in support
of the request.
Staff recommended approval of the request with findings and conditions of approval.
ADMINISTRATIVE REVIEW NO. 90-12 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, received and dated July 2, 1990 shall be the conceptually approved
layout.
2. "Should a Traffic Impact Fee be adopted by the City Council, the applicant/owner
shall be responsible for paying such fee prior to issuance of a Certificate of
Occupancy and/or final building permit approval."
3. Service roads and fire lanes, as determined by the Fire Department, shall be posted
and marked.
4. Fire access lanes shall be maintained. If fire lane violations occur and the services
of the Fire Department are required, the applicant will be liable for expenses
incurred.

5. The applicant shall obtain clearance from the Public Liability Claims Coordinator,
Administrative Services Department, and/or shall provide a Certificate of Insurance
and Hold Harmless Agreement to be executed at least five (5) days prior to the event.
6. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be
used for energy savings. All outside lighting shall be directed to prevent "spillage"
onto adjacent properties.
7. Signage shall be approved by the Department of Community Development.
8. No overnight parking shall be permitted.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
2. All signs shall be brought into compliance with the Huntington Beach Ordinance
Code. Prior to issuance of a Certificate to Operate.
3. A Certificate to Operate shall be issued by the Department of Community
Development as required by Section 9730.80 of the Huntington Beach Ordinance
Code.
4. The Zoning Administrator reserves the right to revoke Administrative Review No.
90-12 if any violation of these conditions of the Huntington Beach Ordinance Code
occurs.
