MINUTES: The Minutes of the July 11, 18, and 25, 1990
were approved by the Zoning Administrator as
submitted.
REGULAR AGENDA ITEMS:
ITEM 1: COASTAL DEVELOPMENT PERMIT NO, 90-19
Applicant: City of Huntington Beach
Request: Construct Huntington Street Beach Parking and
Camping Facility.
Location: 21101 Pacific Coast Highway
Herb Fauland, Staff Planner, reported that the request is to
construct a beach entry facility to accommodate beach parking and
camping. The 2,000 square foot one (1) story structure includes
offices, a toll booth, a multi -purpose room and a two (2) car
garage. The structure is proposed to accommodate the beach
maintenance offices. The Design Review Board reviewed the proposed
structure on December 15, 1988 and recommended approval of the
design and colors to the Zoning Administrator. Staff noted that a
letter from Steve Bone of the Waterfront Inc. was received
requesting that the beach entry structure be relocated in an effort
to eliminate the potential of any structure being constructed in
front of the Waterfront Hilton project. Staff advised that a
memorandum had been received from Jim Engle, Acting Director of
Community Services requesting a continuance. Planning staff
concurred with the request and recommended a four (4) week
continuance to allow staff, the applicant and the Waterfront
representatives to meet on the subject.
THE PUBLIC HEARING WAS OPENED.
There were no persons present to speak for or against the request
and the public hearing was continued open.
COASTAL DEVELOPMENT PERMIT NO. 90-19 WAS CONTINUED TO AUGUST 29,
1990 BY THE ZONING ADMINISTRATOR.
ITEM 2• COASTAL DEVELOPMENT PERMIT NO, 90-28:
Applicant: Steve Dahlberg
Request: To permit the remodel and addition of 1662
square feet to an existing 2621 square foot
house pursuant to Section 989.5.3 (b) (1) of the
Huntington Beach Ordinance Code
Location: 16963 Edgewater Lane
Coastal Status: APPEALABLE
Mike Connor, Staff Planner, reported that the request is for a
remodel and addition to an existing single family home in the
Harbour which abuts the water. Staff recommended approval of the
request with the elimination of the door from the garage to the
proposed studio and either closing the door to the garage from the
study or to modify the study to have one wall that is at least 50%
open to the rest of the house. Staff had received a letter from the
Huntington Harbour Homeowners Association requesting that the City
require a 10 foot setback from the bulkhead in accordance with their
CC&R's. Staff recommended approval with a 7 foot setback pursuant
to the Zoning Code.
THE PUBLIC HEARING WAS OPENED.
Steve Dahlberg urged the Zoning Administrator's approval of the
request as submitted. He said the setback does not obstruct the
view of the neighbors and there is 12 feet of deck after the
addition of the bay window. He said that the neighbors do not have
any problems with the addition.
The Zoning Administrator said he would approve the request with the
modifications as recommended by staff. He said that the City does
not enforce the requirements of the Homeonwers CC&R's unless
directed by the City Council.
There were no other persons to speak for or against the request and
the public hearing was closed.
COASTAL DEVELOPMENT PERMIT NO. 90-28 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
CALENDAR (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL
COMMISSION.
FINDINGS FOR APPROVAL/COASTAL DEVELOPMENT PERMIT NO, 90-28:
1. The request to permit the remodel and addition to an existing
two-story single family residence conforms with the plans,
policies, requirements and standards of The Coastal Element of
the General Plan.
2. Coastal Development Permit No. 90-28 is consistent with the CZ
suffix zoning requirements, the R1 Zoning District, as well as
other provisions of the Huntington Beach Ordinance Code
applicable to the property.

3. At the time of occupancy, the proposed remodel and addition to
an existing two-story single family residence will be provided
with infrastructure in a manner that is consistent with the
Coastal Element of the General Plan.
4. The proposed remodel and addition to an existing two story
single family residence conforms with the public access and
public recreation policies of Chapter 3 of the California
Coastal Act.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
June 22, 1990 shall be the conceptually approved layout with
the following modification:
a. No door shall be permitted from the studio to the garage.
b. The study shall be modified to either eliminate the door
to the garage or shall have one wall at least 50% open to
the rest of the house.
2. All proposed dock and ramp improvements shall require separate
permits for the improvements located within the public
waterways.
3. All proposed cantilevered deck improvements require separate
permits for the improvements.
4. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
5. Proposed structures shall be architecturally compatible with
existing structures.
6. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
7. Low -volume heads shall be used on all spigots and water
faucets.
8. The Public Works Department requirements are:
a. Repair and replace curb and gutter, driveway and sidewalk
as needed.
b. Water service shall be upgraded pursuant to Public Works
standards.
C. The applicant shall pay all applicable Public Works fees.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.

2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Coastal
Development Permit No. 90-28 if any violation of these
conditions or the Huntington Beach Ordinance Code occurs.
ITEM 3: COASTAL DEVELOPMENT PERMIT NO, 90-29:
Applicant: Paul Collins - Pac Design
Request: To remodel and add approximately 766 square feet to an
existing 2,619 square foot house pursuant to section
989.5.3 (b) (1) of the Huntington Beach Ordinance Code
Location: 16975 Edgewater Lane
Coastal Status: APPEALABLE
Mike Connor, Staff Planner, reported that the request is to remodel
and an addition to an existing single family residence. Staff
recommended approval with findings and conditions of approval.
THE PUBLIC HEARING WAS OPENED.
The applicant was present and concurred with recommendation and the
conditions of approval.
There were no other persons present and the public hearing was
closed.

ITEM 4: USE PERMIT NO. 90-48
Applicant: Beth Edwards
Oshman's Sporting Goods
Request: One (1) Day Temporary Outdoor Event August 4, 1990,
pursuant to Section 9730.64 of the Huntington Beach
Ordinance Code.
Location: 10072 Adams Avenue
Mike Connor, Staff Planner, reported that the request is for a
Roller -blade demonstration in the parking lot in front of the
store. Staff recommended approval with findings and conditions of
approval.
USE PERMIT NO. 90-48 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT
ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE
PLANNING COMMISSION WITHIN TWO CALENDAR (2) DAYS.
FINDINGS FOR APPROVAL:
1. The temporary outdoor event will not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity.
b. Property and improvements in the vicinity of such use or
building.
2. The granting of Use Permit No. 90-48 will not adversely affect
the General Plan of the City of Huntington Beach.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated July 25, 1990 shall be the
conceptually approved layout.
2. Fire access lanes shall be maintained. If fire lane violations
occur and the services of the Fire Department are required, the
applicant will be liable for expenses incurred.
3. Fire access lanes shall be a minimum with of (20) twenty feet.
4. A detailed site plan shall be submitted to the Huntington Beach
Fire Department for approval (show table locations, tents,
barriers, etc.).
5. The applicant shall obtain all necessary Fire Department
permits and comply with all provisions of Article 32 of the
Uniform Fire Code.
6. The applicant's request shall include necessary permits for
balloons and temporary signs.

7. The applicant shall obtain clearance from the Public Liability
Claims Coordinator, Administrative Services Department, and/or
shall provide a Certificate of Insurance and Hold Harmless
Agreement to be executed at least five (5) days prior to the
event.
8. Fire extinguishers shall be provided in number and locations
specified by the Fire Department.
INFORMATION OF SPECIFIC CODE REQUIREMENTS:
1. The event shall comply with all applicable provisions of the
Ordinance Codes, Building Division and Fire Department.
2. The applicant shall meet all applicable local, State and
Federal Fire Codes, Ordinances and standards.
3. The Zoning Administrator reserves the right to revoke Use
Permit No. 90-48 if any violations of these conditions or the
Huntington Beach Ordinance Code occurs.
