Mayor Mays called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 7 p.m. ROLL CALL PRESENT: Winchell, Green, Mays, Silva, Erskine ABSENT: MacAllister, Bannister Mayor Mays stated Public Comments would be included at the end of the agenda. REVIEW OF THE CITY'S REDEVELOPMENT PROGRAM Barbara Kaiser, Deputy City Administrator/Economic Development, using a slide and wall maps presented a staff report on the five redevelopment projects and requested input from Council on issues of planning, process, financing, hous- ing program, and citizen participation process. In answer to Councilwoman Winchell's inquiry regarding the Redevelopment Agency's plan to pay their debt back to the City, the City Administrator stated that Barbara Kaiser and Bob Franz was working on a financing program. Councilman Erskine stated he would like to see more information made available like the Citizen Guide published by the using the California Redevelopment Association. Councilman Erskine stated his concerns regarding public facilities for the downtown area and stated he believed Council should concentrate on two or three projects at a time. Barbara Kaiser, Deputy City Administrator/Economic Development, stated that on future Disposition and Development Agreement she believed the amount of money should be on it to provide Council awareness of funds encumbered by approval of the project. In answer to Councilman Silva's suggestion of providing a list of pending items on the back of the agenda, the City Administrator stated that could be implemented.,, Page 2 - Council/Agency Minutes - 10/29/90 Discussion was held regarding having townhall meetings, walks, and information charts posted in the area where the redevelopment is pertinent. STAL DESIGN AR TTE REPORT Tom Andrusky, Redevelopment Specialist, presented a staff report on the coastal design. Discussion was held regarding an educational plan to be implemented on the pier. Discussion was held on the conflict between bicyclists and pedestrians on the trails. Councilman Erskine stated he believed that focus should be placed on the coastal amenities of coordinating landscaping, underground utilities, and billboard sign removal. In answer to Councilman Green's inquiry regarding Proposition 149, Tom Andrusky stated that an application could be submitted once a plan is in place. RTS COMPLEX PROGRAM - HUNTINGTON CENTRAL PARK Jim Engle, Superintendent/Community Services, presented a preliminary conceptual staff report using slides and wall maps on the proposed Sports Complex Program in Huntington Central Park. Councilman Silva suggested a restaurant as a revenue source to offset the maintenance cost of the park. In answer to Councilman Green's inquiry, Jim Engle stated an Environmental Impact Report is a State requirement as well as part of the City's normal process. Discussion was held regarding what percentage of children in the City would be able to use the park. In answer to Councilman Silva's inquiry, Tom Bushane stated he believed SCATS could raise $700,000-$750,000 for the facility. In answer to Councilwoman Winchell's inquiry regarding the City acting as manager and scheduler of the park, the City Administrator stated he believed the park should be in public control due to being a public facility. PUBLIC COMMIENTS Don Peters, representing SCATS Gymnastics, encouraged Council to support the proposed Youth Sports Complex in the city. He stated their rent for their present facility is $10,000 monthly and that the costs are passed on to the City and to the children and stated that in order to keep it affordable the City's assistance is necessary. VE 1 Page 3 - Council/Agency Minutes - 10/29/90 Natalie Kotsch stated there had been a Downtown Merchants' Guild meeting and the immediate needs to get through the current redevelopment were discussed. She spoke in support of the redevelopment being expedited. She stated the Chamber of Commerce subcommittee was working on beginning a Businessmen's Association. Dick Harlow stated that during construction there should be a focus on overall environment, dust collecting on the streets, trash along the fences, bus shelters falling apart, and rusty and clouded newsracks. He stated the skate- boarders are terrorizing Main Street. He stated he believed there should be a foot patrol. He stated the trails are unsafe due to the conflict of the pedestrians and bicyclists. He stated the landscaping process should be expedited. He spoke in support of the proposed Youth Sports Plan. Considerable discussion was held regarding parking on Main Street and possible solutions. The City Administrator stated their should be an interim traffic plan due to Phase TI taking a possible one to two years before completion. Police Chief Lowenberg and Council discussed possible solutions to the unsafe trails. The City Administrator stated there should be adequate trails for both pedestrians and bicyclists. Councilman Erskine requested a staff report regarding skateboarders on Main Street. Councilwoman Winchell requested that bicyclists on the sidewalks be included. Jim Ruziecki spoke in support of the proposed Youth Sports Complex. He stated he did not foresee any problems in the scheduling of the various participating groups. Bob Summers spoke in support of the proposed Youth Sports Complex, but he requested that existing golf course remain 18 holes. David Sullivan spoke in support of Measure C on the November 6, 1990 ballot. Mayor Mays closed the Public Comments.
