ZONING ADMINISTRATOR: Mike Strange STAFF MEMBER: Mike Connor MINUTES: The Minutes of the October 31, 1990 Zoning Administrator Meeting were approved as submitted. REGULAR AGENDA ITEMS: ITEM 1: USE PERMIT NO, 90-60 Applicant: Donald Lee 2501 N. Hartman Orange, CA 92665 Request: To permit the first floor of an existing two (2) story office building to be converted into an enclosed parking structure pursuant to Article 920 of the Huntington Beach Ordinance Code. Location: 18586 Main Street Mike Connor, Project Planner, reported that the request is to change the existing first floor office area into enclosed parking for the tenants of the building and the adjacent building which has the same owner. The request will result in reduction of landscaping and parking spaces; however the change of use of the first floor also reduces the required parking. Staff recommended approval with findings and conditions of approval with a condition prohibiting the garage from being leased to anyone other than tenants. Dennis Groat, Fire Department, said Fire Department will require one hour fire separation. THE PUBLIC HEARING WAS OPENED. Donald Lee, the applicant, concurred with the conditions of approval. There were no other persons present to speak for or against the request and the public hearing was closed. USE PERMIT NO. 90-60 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. FINDINGS FOR APPROVAL: 1. The establishment, maintenance and operation of the use will not be detrimental to: a. The general welfare of persons residing or working in the vicinity; b. Property and improvements in the vicinity of such use or building. 2. The granting of Use Permit No. 90-62 will not adversely affect the General Plan of the City of Huntington Beach. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated October 30, 1990 shall be the conceptually approved layout. 2. A revised front elevation shall be submitted depicting the modifications described herein: a. The garage door shall match the colors and materials of the existing building. 3 The Zoning Administrator shall be notified in writing if any changes in building height, floor area, setbacks, building elevations or open space are proposed as a result of the plan check process. Building permits shall not be issued until the Zoning Administrator has reviewed and approved the proposed changes. The Zoning Administrator reserves the right to require that an amendment to the original entitlement be processed if the proposed changes are of a substantial nature. 4. The enclosed parking area shall be used by on site tenants only and shall not be leased to outside parties. 5. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 6. The proposed opening shall be architecturally compatible with existing structure. 7. Conditions of approval shall be printed verbatim on all working drawings submitted for plancheck. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The applicant shall obtain the necessary permits from the South Coast Air Quality Management District. 4. Landscaping shall comply with Section 9608 of the Huntington Beach Ordinance Code. 5. The Zoning Administrator reserves the right to revoke this Use Permit No. 90-62 if any violation of these conditions of the Huntington Beach Ordinance Code occurs. ITEM 2: COASTAL DEVELOPMENT PERMIT NO, 90-38/USE PERMIT NO, 90-64 Property Owner: Beverly Newhall/Forest Newhall 3841 Seascape Huntington Beach, CA 92649 Applicant: Richard Krantz AIA 4 Upper Newport Plaza, Suite 102 Newport Beach, CA 92660 Coastal Development Permit No. 90-38 is a request to permit the demolition and remodel of an existing residence with a 1,209 square foot two story addition. Use Permit No. 90-64 is a request to permit an addition to an existing nonconforming structure. The structure is nonconforming to front and rear setbacks. Mike Connor, Project Planner, reported that the Architectural Review Committee for Trinidad Island reviewed the plans and recommended approval. Staff advised that the legal notices were mailed with an error in the location of the request and therefore, recommended a two week continuance to allow sufficient time for proper notification. THE PUBLIC HEARING WAS OPENED. Richard Krantz, the applicant, concurred with the two week continuance. There were no other persons present to speak for or against the request and the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 90-38 AND USE PERMIT NO. 90-64 WAS CONTINUED TO THE MEETING OF NOVEMBER 21, 1990 BY THE ZONING ADMINISTRATOR.
