ZONING ADMINISTRATOR: Mike Strange STAFF MEMBER: Mike Connor MINUTES: The Minutes of the November 7, 1990 Zoning Administrator Meeting were approved as submitted. REGULAR AGENDA ITEMS: ITEM 1: TENTATIVE PARCEL MAP NO, 88-191 Applicant: Paul Weatherly 7622 Talbert Huntington Beach, CA 92648 Request: To subdivide one existing lot into two (2) lots pursuant to Sections 9530.02 and 9930.1 of the Huntington Beach Ordinance Code. Location: 7622 Talbert Mike Connor reported that the original parcel map was a condition of approval of Conditional Use Permit No. 87-51 which was approved for an automobile repair facility. Tentative Parcel Map No. 88-191 was approved by the Zoning Administrator in April of 1988, however the two year approval period had expired in April of 1990. Staff reported that the building is now under construction and that the City would require the map to be recorded prior to occupancy. Staff recommended approval with findings and conditions of approval including the new traffic impact fee and Water Department Fee. THE PUBLIC HEARING WAS OPENED. Mr. T. Craig Eschrich requested the Zoning Administrator approve the request with the original conditions of approval. He said that the project was 80% complete and would create a severe problem if new fees were imposed. There were no other persons present to speak for or against the request and the public hearing was closed. Mike Connor advised that, since the original approval, a traffic impact and water fee are now standard conditions of approval. Because the map was allowed to expire, the map is a new application which requires all existing fees to be imposed. The Zoning Administrator said that it would be prudent to continue for one week to determine if the applicant would be required to pay the new fees. The applicant agreed to the one week continuance TENTATIVE PARCEL MAP NO. 88-191 WAS CONTINUED BY THE ZONING ADMINISTRATOR TO THE MEETING OF NOVEMBER 21, 1990 WITH CONCURRENCE OF THE APPLICANT. ITEM 2• TENTATIVE PARCEL MAP 89-264/COASTAL DEVELOPMENT PERMIT NO. 90-40 (CONTINUED FROM AUGUST 29, 1990) Applicant: Pacific Coast Homes 2120 Main Street, Suite 260 Huntington Beach, CA 92648 Property Owner: Huntington Beach Company 2120 Main Street, Suite 260 Huntington Beach, CA 92648 Request: To permit the subdivision of two (2) single family residential lots into three (3) lots pursuant to Sections 9930.1 and 9110.2 of the Huntington Beach Ordinance Code Location: West side of Island Bay Lane between Palm Avenue and Morning Tide Drive Mike Connor reported that the request was continued from the August 29, 1990 Zoning Administrator meeting because a coastal development permit was required and not filed with the request. He stated that there were a significant number of residents present at the August 29 meeting who were opposed to the subdivision. Since that time the applicant held a study session for the residents in an attempt to mitigate their concerns. Staff recommended referral of the request to the Planning Commission based on the cumulative impacts on the infrastructure from all the proposed subdivisions in the Seacliff Area. THE PUBLIC HEARING WAS OPENED. Mr. Byerly, representing Pacific Coast Homes, indicated that the request is to subdivide two extremely large lots into three lots which meet the R1 standards. He presented an in depth report with view graphs identifying areas in the City with similar driveway access, traffic accidents on the street of the request and information relative to noise concerns expressed by the residents. He said that the City Engineer had determined that the request would not have significant traffic impact. He urged the Zoning Administrator's approval. ZA Minutes - 11/14/90 -2- (7854d) Don Tomairio spoke in opposition`to-the request and said he was representing many of the residents in the area. He stated that the corner was very dangerous and that more accidents had occurred at that location than were indicated in Mr. Byerly's report. He was concerned because the request would open the cul-de-sac at the end of Island Bay which is the only place available for the children to play due to the absence of parks or green belts in the area. He said that if this was approved it would set a precedent for future subdivisions of the oil property. There were no other persons present to speak for or against the request and the public hearing was closed. TENTATIVE PARCEL MAP NO. 89-264/COASTAL DEVELOPMENT PERMIT WAS REFERRED TO THE PLANNING COMMISSION BY THE ZONING ADMINISTRATOR.
