ZONING ADMINISTRATOR: Mike Strange STAFF MEMBER: Mike Connor MINUTES: The Minutes of the January 9, 1991 Zoning Administrator Meeting were approved as submitted. REGULAR AGENDA ITEMS: ITEM 1: TENTATIVE PARCEL MAP NO, 90-322/USE PERMIT NO, 90-63 Applicant: Phil Martin Stevinson, Porto and Pierce, Inc. 3140 Redhill Ave., Ste 150 Costa Mesa, CA 92626 Request: Tentative Parcel Map No. 322 - To consolidate two lots into one pursuant to Sections 9120.2 and 9930.1 of the Huntington Beach Ordinance Code. Use Permit No. 90-63 - To construct two additional apartments as part of an existing 13 unit apartment complex pursuant to Section 9120.2 (3) of the Huntington Beach Ordinance Code. Location: 2210 N. Huntington Environmental This request is covered by Categorical Exemption, Status: Section 15303, Class 3, California Environmental Quality Act, 1986 Mike Connor, Staff Planner, reported that the request is to consolidate two lots into one for the purpose of construction two (2) additional apartments as part of an existing 13 unit apartment complex. Staff reported that the two parcels consist of a twenty (20') foot wide strip of land, zoned R2, and a one -hundred and forty-six and one-half (146 & 1/2') wide parcel, zoned R3. The combined zoning density of the two parcels would allow for a total of 14.45 units. The applicant's request exceeds the maxmimum allowable units by .55 units. Staff stated that the applicant would be required to apply for a zone change to re -zone the 20' parcel to R3. Staff recommended continuance of the item to allow the applicant sufficient time to apply to the Planning Commission for a zone change. Staff reported that the applicant was not present at the meeting but had previously requested continuance of the item to a date uncertain. THE PUBLIC HEARING WAS OPENED Mr. Harry Monk, 303 Cleveland Drive, spoke in opposition to the request due to parking impacts, noise issues and land use complaints. Mr. Monk submitted letters from adjacent property owners expressing oppostion to the proposal. Mr. Monk further stated that he had met with planning staff in the past about the subject parcel and was informed that a portion of the property was to remain undeveloped for open space requirements. Staff replied that should the proposed 15 units be developed, the project would meet all open space requirements. Mr. Monk stated that he had attempted to acquire the 20' wide parcel strip to ensure that the land remain undeveloped but was out -bid by the applicant. Discussion ensued between the Zoning Administrator and Mr. Monk. The Zoning Administrator asked Mr. Monk if he would be in opposition to the development of one unit on the propsed parcel. Mr. Monk stated that he would not necessarily be in opposition to such a proposal. Mrs. Shirley Routh, neighbor, expressed concern about increased traffic and parking impacts to the area. Discussion about parking requirements for the site ensued. Staff stated that the City cannot require the applicant to increase the parking ratio for the existing units to meet current city codes, the City can only require that the two (2) proposed units meet the current parking code. Jim Simpson, representing the church, reported problems with the vacant lot area, including trash and debris. There being no further persons to speak for or against the request, the public hearing was closed. ITEM 2• TENTATIVE PARCEL MAP NO, 90-338 Applicant: Property Owner Request: Location: Gerhard L. Schlutz 13342 Cedar Street Westminster, CA 92683 To subdivide one parcel into two (2) parcels pursuant to Sections 9110.2 and 9930.1 of the Huntington Beach Ordinance Code. 7932 Rhine I ZA Minutes 1/16/91 -2- (8428d) I 1 f, Mike Connor, Staff Planner, reported that the request is to subdivide one parcel into two (2) parcels. Staff stated that the applicant wishes to legitimize the subdivision to develop a residence with access onto Heil Avenue. Staff stated that the request meets all code requirements. Staff's concern with the request concerns the proposal's access onto Heil Avenue. Vehicular access onto Heil was dedicated to the City in 1960 as part of Tract 3622. The access issue would require City Council approval. Staff reported that the applicant was not present at the meeting but had previously requested continuance of the item for sixty (60) days to allow sufficient time to acquire an easement which would allow access from Rhine Circle. TENTATIVE PARCEL MAP NO. 90-338 WAS CONTINUED FOR SIXTY (60) DAYS BY THE ZONING ADMINISTRATOR.
