ZONING ADMINISTRATOR: Mike Strange STAFF MEMBER: Mike Connor, Jane Madera MINUTES: The Minutes of the January 16, 1991 Zoning Administrator Meeting were approved as submitted. REGULAR AGENDA ITEMS: ITEM 1: ADMINISTRATIVE REVIEW 90-22 Applicant: Rick Jeffrey/Chapel Lane Associates 17162 Gothard Street Huntington Beach, CA 92647 Request: To operate a sales office and model home complex for twenty-five (25) townhouses pursuant to Section 9730.32 of the Huntington Beach Ordinance Code Location: 18765-18777 Chapel Lane Jane Madera, Staff Planner, reported that the request meets all Code requirements. She advised that a bond would be required to ensure that the models are converted back to dwelling units. Staff recommended approval with findings and conditions of approval. ADMINISTRATIVE REVIEW NO. 90-22 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. SPECIAL CONDITIONS OF APPROVAL A. To be completed prior to use or occupancy of said parcel(s) for any purpose: 1. Barrier fencing shall be placed on the north side of the project spanning the drive aisle between Unit 5 and Unit 24 and shall be placed to provide sufficient back-up out of the driveway. 2. Trap fencing at models and barrier fencing shall be "crash" type to allow fire department access. 3. The driveways of Units 2, 24 and 25 shall be utilized for two (2) customer parking spaces each. Appropriate directional signage shall be provided. 4. One handicapped parking space shall be provided by using two (2) of the three (3) spaces adjacent to the pool. Appropriate signage shall be provided. The one (1) remaining space shall be customer parking conforming to standard stall size. 5. Plans must be submitted to the Building Division showing handicapped access into and around the sales area. 6. Employees shall not use designated customer parking but shall park at the Western end of the project in guest spaces or in driveways. 7. Fire access lanes shall be maintained with the exception of "crash" fencing. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 8. The office use shall be discontinued within thirty (30) days following sale of the last on -site unit. A cash bond of one thousand dollars ($1,000) shall be posted with the City for the sales office and for each model home ($5,000 total). 9. No sales office or model shall be converted or expanded into a general business office for the contractor or developer. ITEM 2• COASTAL DEVELOPMENT PERMIT NO, 90-48: Applicant: Phil Johnson 19575 Seagull Lane Huntington Beach, CA 92648 Request: To permit a 1,241 square foot addition to an existing 2,886 square foot residence pursuant to Section 989.5.2 of the Huntington Beach Ordinance Code. Location: 3382 Gilbert Drive Coastal Status: APPEALABLE ZA Minutes - 1/23/91 -2- (8532d) Mike Connor, Staff Planner, reported that the request is to expand a single story home which backs up to the water in Huntington Harbor. He said that the structure will remain single story and that it meets Code requirements. He recommended approval with findings and conditions. THE PUBLIC HEARING WAS OPENED. Phil Johnson said he had reduced the addition to 1,201 square feet to meet the Code requirement for lot coverage. There were no other persons present to speak for or against the request and the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 90-48 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN -BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL COMMISSION. FINDINGS FOR APPROVAL/COASTAL DEVELOPMENT PERMIT NO, 90-48: 1. The request to permit the remodel and addition to an existing one-story single family residence conforms with the plans, policies, requirements and standards of The Coastal Element of the General Plan. The proposed addition will not affect ocean views or access. 2. Coastal Development Permit No. 90-48 is consistent with the CZ suffix zoning requirements, the R1 Zoning District, as well as other provisions of the Huntington Beach Ordinance Code applicable to the property. The proposed development meets all standards of code. 3. At the time of occupancy, the proposed remodel and addition to an existing one-story single family residence will be provided with infrastructure in a manner that is consistent with the Coastal Element of the General Plan. Infrastructure is already in place. 4. The proposed remodel and addition to an existing two story single family residence conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act. The proposed project will not affect public access to water recreation. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated January 8, 1991 shall be the approved layout. _ ZA Minutes - 1/23/91 -3- (8532d) 2. The Zoning Administrator shall be notified in writing if any changes in building height, floor area, setbacks, building elevations or open space are proposed as a result of the plan check process. Building permits shall not be issued until the Zoning Administrator has reviewed and approved the proposed changes. The Zoning Administrator reserves the right to require that an amendment to the original entitlement be processed if the proposed changes are of a substantial nature. 3. All proposed dock and ramp improvements shall require separate permits for the improvements located within the public waterways. 4. All proposed cantilevered deck improvements require separate permits for the improvements. 5. All building spoils, such as unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 6. Natural gas shall be stubbed in at the locations of cooking facilities, water heaters, and central heating units. 7. Low -volume heads shall be used on all spigots and water faucets. 8. The Public Works Department requirements are: a. The applicant shall pay all applicable Public Works fees. Including the traffic impact fee. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The Zoning Administrator reserves the right to revoke Coastal Development Permit No. 90-48 if any violation of these conditions or the Huntington Beach Ordinance Code occurs.
