Chairman Green called the adjourned regular meeting of the Redevelopment
Agency of the City of Huntington Beach to order at 7 p.m.
ROLL CALL
PRESENT: MacAllister, Winchell, Silva, Green, Kelly, Robitaille,
Moulton -Patterson
ABSENT: None
Discussion was held between Council and the City Administrator regarding
whether to conduct the third Monday Redevelopment Agency meeting of the month
in Room B-8 or the Council Chamber.
REVIEW OF DOWNTOWN MASTER PLAN
The Clerk presented a conimuni-cation from the City Administrator to Council/
Agency Members dated January 28, 1991, pertaining to the Downtown Master Plan.
The Community Development Director reviewed the history of the Downtown Master
Plan. He reported on the different activity nodes that could be.chosen for a
village concept approach.
Discussion was held regarding possible recommended sites to he designated as
commercial.
The City Administrator stated the concepts must match the private market place
in order to be successful. He stated the limited funding resources of the
Redevelopment Agency would demand setting priorities.
PRESENTATION OF MAIN -PIER PHASE II RFP RESPONSES
The Clerk presented a communication from the City Administrator to the
Council/Agency Members dated January 28, 1991 pertaining to the Main -Pier
Phase II Development.
The City Administrator reported regarding the owner participation bid process.

Barbara Kaiser, Deputy City Administrator/Economic Development, introduced
John Pollack of Sheldon L. Pollack Corporation.
John Pollack, using sketched designs, reported on the retail, parking
structure, and residential project and stated he would appreciate the
opportunity to negotiate.
Main -Pier II Property Owners Association with Coultrup Development Company
John Bel sher reported on the Participation Agreement signed by thirteen
property owners who formed the Main -Pier II Property Owners Association.
Barry Ross, attorney representing the property owners, introduced the
following property owners that are included in the Main -Pier II Property
Owners proposal: Frank Cracchiolo, Eldon Bagstad, Ann Mase, Gary Mulligan,
George Draper (absent), and Frank Alfonso.
George Bissell, representing Bissell Architects, introduced Dave Viggiano who
presented a report using slides.
Tony Conrado, financial representative of KN Group (a Japanese conglomerate),
"stated that financing was available and reported on a proposed plan.
In answer to Councilman MacAllister's inquiry regarding the advantages of
Coultrup's proposal, Barbara Kaiser, Deputy City Administrator/Economic
Development, presented a report.from Keyser Marston Associates.
_Councilman MacAllister stated that a financial report should b'e available for
-review before an Exclusive Negotiating Agreement is considered.
Barbara Kaiser, Deputy City Administrator/Economic Development, stated the
financial analysis would be finished within the next two weeks and an
Exclusive.Negotiating Agreement would be presented in February.
Connie Mandic spoke in support of Coultrup Development Corporation for the
Main -Pier Phase II Project.
Jon Coultrup, Coultrup Development Company, spoke in support of the project
and of working as a team.with the property owners.
CLOSED SESSION
The Chairman called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section Closed 54956.8 to give instructions to the Agency's
negotiator regarding negotiations with the Robert L. Mayer Corporation and the
Driftwood Mobilehome Owners Association concerning the Purchase/Sale/Lease of
the property located at Pacific Coast Highway, between Beach Boulevard and
Huntington Street and the former Mushroom Farm at Ellis and Goldenwest
Street. (120.80)
The Chairman called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section 54956.9(b)(1).to confer with its attorney regarding
pending litigation - Mike Abdelmuti matter. (120.80)

regarding negotiations with Coultrup Development Corporation and Sheldon L.
Pollack Corporation concerning the Purchase/Sale/Exchange/Lease of property
located between Main Street, Pacific Coast Highway and 5th Street and Walnut

RECESS — RECONVENE
The Mayor called a recess of Council at 9:15 p.m. The meeting was reconvened
at 10:45 p.m.
