ZONING ADMINISTRATOR: STAFF MEMBER: MINUTES• REGULAR AGENDA ITEMS: Mike Strange Mike Connor The Minutes of the January 23, 1991 Zoning Administrator Meeting were approved as submitted. ITEM 1: SITE PLAN AMENDMENT NO. 90-2 Applicant: United Parcel Service Attn: Mike Eaton 25201 Paseo de Alicia #200 Laguna Hills, CA 92653 Request: To permit the revision of the original site plan approved under Administrative Review No. 90-6 pursuant to Section 9811.4 of the Huntington Beach Ordinance Code. Location: 15202 Graham Street Mike Connor, Staff Planner, reported that Administrative Review No. 90-6 was approved April 25, 1990 to permit United Parcel Service to operate a distribution facility from the former Weiser Lock facility with some minor site alterations. Since that approval, the applicant has decided to redesign the site for better efficiency and to allow the possibility of sub -leasing a portion of the building on a temporary basis. The ultimate plan is to have United Parcel Service occupy the entire site when business volume and economics permit. The change of use resulted in the Site Plan Amendment request. Staff reported that the request meets code requirements and recommended approval with findings and conditions. SITE PLAN NO. 90-2 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. FINDINGS FOR APPROVAL: 1. The revision will not constitute a substantial change. The existing building will not be enlarged. 2. The use of property will remain the same. 3. The revision will result in an improved development. The site plan amendment provides for improved on site circulation. 4. The revision complies with all applicable provisions of the Huntington Beach Ordinance Code. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated December 19, 1990, shall be the conceptually approved layout. 2. All previous conditions of approval from Administrative Review 90-6 shall still apply. 3 The Zoning Administrator shall be notified in writing if any changes in building height, floor area, setbacks, building elevations or open space are proposed as a result of the plan check process. Building permits shall not be issued until the Zoning Administrator has reviewed and approved the proposed changes. The Zoning Administrator reserves the right to require that an amendment to the original entitlement be processed if the proposed changes are of a substantial nature. 4. Prior to issuance of building permits, the following plans and items shall be submitted and/or completed by the applicant: a. Four (4) sets of landscape and irrigation plans to the Department of Community Development and Public Works for review and approval. b. Rooftop Mechanical Equipment Plan. Said plan shall indicate screening of all rooftop mechanical equipment and shall delineate the type of material proposed to screen said equipment. 5. Fire Department Conditions are as follows: a. Automatic sprinkler systems will be installed throughout to comply with Huntington Beach Fire Department and Uniform Building Code Standards. Shop drawings will be submitted to and approved by the Fire Department prior to installation. 1 ZA Minutes - 1/30/91 -2- (8638d) b. A Class III wet standpipe system (combination) will be installed to comply with Huntington Beach Fire Department and Uniform Building Code Standards. Shop drawings will be submitted to an approved by the Fire Department prior to installation. c. A fire alarm system will be installed to comply with Huntington Beach Fire Department and Uniform Fire Code Standards. Shop drawings will be submitted to and approved by the Fire Department prior to installation. The system will provide the following: 1) Water flow, valve tamper and trouble detection 2) 24 hour supervision d. Fire extinguishers will be installed and located in areas to comply with Huntington Beach Fire Code Standards. e. Fire lanes will be designated and posted to comply with City Specification #415. f. Security gates will be designed to comply with City Specification #403. g. Address numbers will be installed to comply with City Specification #428. The size of the numbers will be the following: 1) The number for the building will be sized a minimum of ten (10) inches with a brush stroke of one and one-half (1 1/2) inches. h. Installation or removal of underground flammable or combustible liquid storage tanks will comply with Orange County Environmental Health and Huntington Beach Fire Department requirements. i. Fire access roads will be provided in compliance with the Huntington Beach Fire Code and City Specification #401. Include the circulation plan and dimensions of all access roads (24' or 27' fire lanes, turnarounds and 17' by 45' radius turns.) Attached is City Specification #401. j. The project will comply with all provisions of Huntington Beach Municipal Code Title 17.04.085 and City Specification #429 for new construction within the methane gas overlay districts. k. Fire Department access around complete -building shall be provided by gate(s) at fences separating the main building and the portion to be leased. ZA Minutes - 1/30/91 -3- (8638d) INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The applicant shall obtain the necessary permits from the South Coast Air Quality Management District. 4. Development shall meet all local and State regulations regarding installation and operation of all underground storage tanks. 5. Landscaping shall comply with Section 9608 of the Huntington Beach Ordinance Code. 6. The Zoning Administrator reserves the right to revoke this Site Plan Amendment 90-2 if any violation of these conditions of the Huntington Beach Ordinance Code occurs. ITEM 2: COASTAL DEVELOPMENT PERMIT NO. 90-49 Applicant: Richard L. Anderson 128 S. Glassell Ave. Orange, CA 92666 Request: To add approximately 950 square feet of living area to an existing two (2) story residence pursuant to Section 989.5.2 of the Huntington Beach Ordinance Code. Location: 16482 Somerset Lane Coastal Status: APPEALABLE Mike Connor, Staff Planner, reported that the request is to add an additional 950 square feet to an existing two story residence. Staff recommended approval with findings and conditions of approval. ZA Minutes - 1/30/91 -4- (8638d) THE PUBLIC HEARING WAS OPENED. Richard Anderson the applicant was present and spoke in support of the request. There were no other persons present to speak for or against the request and the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 90-49 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL COMMISSION. FINDINGS FOR APPROVAL/COASTAL DEVELOPMENT PERMIT NO. 90-49: 1. The request to permit the remodel and addition to an existing two-story single family residence conforms with the plans, policies, requirements and standards of The Coastal Element of the General Plan. The proposed development will have no impact upon coastal views or access. 2. Coastal Development Permit No. 90-49 is consistent with the CZ suffix zoning requirements, the R1 Zoning District, as well as other provisions of the Huntington Beach Ordinance Code applicable to the property. The proposed development meets all standards of the code. 3. At the time of occupancy, the proposed remodel and addition to an existing two-story single family residence will be provided with infrastructure in a manner that is consistent with the Coastal Element of the General Plan. All of the necessary infrastructure is currently in place. 4. The proposed remodel and addition to an existing two story single family residence conforms with the public access and public recreation policies of Chapter 3 of the California Coastal Act. The proposed development will have no impact upon public coastal access or water oriented recreation. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated January 15, 1991 shall be the approved layout. 2. The Zoning Administrator shall be notified in writing if any changes in building height, floor area, setbacks, building elevations or open space are proposed as a result of the plan check process. Building permits shall not be issued until the Zoning Administrator has reviewed and approved the proposed changes. The Zoning Administrator reserves the right to require that an amendment to the original entitlement be processed if the proposed changes are of a substantial nature. ZA Minutes - 1/30/91 -5- (8638d) 3. All proposed dock and ramp improvements shall require separate permits for the improvements located within the public waterways. 4. All proposed cantilevered deck improvements require separate permits for the improvements. 5. Prior to final inspection, all building spoils, such as unusable lumber, wire, pipe, concrete, plaster and other surplus or unusable material both on the subject property and in the adjacent right-of-way, shall be disposed of at an off -site facility equipped to handle them. 6. Proposed addition shall be architecturally compatible with existing structures. 7. Low -volume heads shall be used on all spigots and water faucets. 8. The Public Works Department requirements are: a. The applicant shall pay all applicable Public Works fees. 9. The Fire Department requirements are: a. Automatic sprinkler systems will be installed throughout to comply with Huntington Beach Fire Department and Uniform Building Code standards if the proposed structure exceeds 5,000 square feet. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. The Zoning Administrator reserves the right to revoke Coastal Development Permit No. 90-49 if any violation of these conditions or the Huntington Beach Ordinance Code occurs. ITEM 3: COASTAL DEVELOPMENT PERMIT NO, 90-51: Applicant: Brion S. Jeannette 470 N. Newport Blvd. Newport Beach, CA 92663 Request: To construct a new two (2) story single family dwelling pursuant to Section 989.5.2 of the Huntington Beach Ordinance Code. The dwelling will consist of approximately 4,508 square feet of living area and 441 square feet of garage. ZA Minutes - 1/30/91 -6- (8638d) I 1 Location: 4081 Morning Star Drive Coastal Status: APPEALABLE Mike Connor, Staff Planner, reported that the request is demolish an existing two story single family residence and construct a new two story single family residence. Staff advised that the request meets code requirements and recommended approval with findings and conditions of approval. THE PUBLIC HEARING WAS OPENED. John Morgan, representing the applicant, was present and spoke in support of the request. There were no other persons present to speak for or against the request and the public hearing was closed. COASTAL DEVELOPMENT PERMIT NO. 90-51 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL COMMISSION.
