Mayor Green called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 9 a.m. in the
Tee Conference Room.

Councilmember Silva stated his concerns for public safety service and the need
for a strong financial base. He stated these two needs were essential to
ensure a good family environment for the city. Councilmember Winched spoke
regarding the need to assess long-term cost problems, the need to "deal with
now and prepare for the future". Councilmember Mown -Patterson spoke
regarding the need for balance in the community, the need to bring in
resources for the city in a balanced manner. Councilmember Kelly stated that
he believed Council needed to rely on the expertise of staff; that the Council
should increase their knowledge of complicated issues such as redevelopment,
housing and labor negotiations. He stressed the need for Council to share
'ideas with -each other; all segments of the community must receive considera-
tion from Council. Winc i 1member MacAllister stated that all points of view

in the community must be considered. The Council needs to work on more effi-
cient and businesslike meetings. More time must be devoted to long --term plan-
ning. Addressing regional issues is very much needed as the city must get its
fair share of recognition within the county. Counoi l member Robi tai l l e stated
the importance of budget control and getting the city on a strong financial
basis; adequate public safety; working with the Visitors' Bureau; setting
policy and getting the job done.
Mayor Green stated that the Council was a positive Council which wants to get
the job done. He stated his concerns regarding water conservation, oil
consolidation, conservation of air and water resources. He stated that the
need for Council involvement at the county level is vital.
The City Administrator stated that this Council had the greatest potential of
any Council in his past experience. He stressed the need to develop a
strategy to create a regional influence in the county.
Discussion was held on the ways to achieve goals and the need to be selective
on the goals. Discussion was held regarding reviewing the role of the City's
Public Information Office. The need to track legislative bills through
Sacramento was discussed as well as the city's need for higher visibility as
Huntington Beach is the eleventh largest City in California.
The City Administrator stated that Rich Barnard, Deputy City Administrator,
would be assigned governmental legislation. Discussion was held regarding the
need to set and make known priorities. Attending regional conferences is a
good investment. Council should not be in a reactive mode.
The Mayor called a recess of the Council/Agency at 10:30 a.m. The meeting was
reconvened at 10:45 a.m.
Discussion was held regarding gaining involvement of the community in which
Information could be given with Council receiving information back. The need
to use the print media at Channel 3 was stated. The city needs a survey to
see who uses Channel 3. The :teed to let the people know available city
resources was discussed.
The Council discussed the manner in which the city can inform the employees of
the budget status. Formation of a seven member committee (3 appointed by
Council) to present information to the employees as well as receiving infor-
mation back was discussed. Council discussed the possibility of having an
open public forum on the state of the city.
The Mayor called a lunch recess of Council at 11:45 a.m. The meeting was
reconvened at 1:30 p.m.
The City Administrator reported briefly on the status of the negotiations with
the Police Officers' Association.
The City Administrator, referring to his communication, spoke regarding the
expenditure level base exceeding the revenue level base. The City Administra-
tor presented his recommendation regarding the need to focus on the pier as
the number one capital project as there is a contract to be paid.
Discussion was held regarding funding of the Art Center and Central Library
expansion.

The City Administrator distributed a communication to Council on the list of
assignment of duties for the City Administrator and the Assistant City
Administrator.
Discussion was held regarding the water and sewer infrastructure and fees to
cover same.
PUBLIC CDMMENTS
Mr. Chuck Scheid addressed Council and stated he believed it had been a very
rewarding meeting. He made recommendations for improved City Council/commu-
nity communications.
