Mayor Green called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 6 p.m.
ROLL CALL
PRESENT: MacAllister, Winchell, Silva, Green, Kelly, Moulton -Patterson

5ULERVISOR WIEDER: WELCOME, PURPOSE AND INTRODUCTION F COUNTY STAFF
Supervisor Wieder thanked Council for the good turnout at the Mayor/City
Council Breakfast held the previous week. She stated that five out of seven
Councilmembers attended.
Supervisor Wieder stated that an understanding of the county financial
siutation was beneficial to the city because the county's problems impact the
city as the state impacts the county.
MAYOR PETER GREEN: OPENING STATEMENT
Mayor Green stated the study session would be informal.
RON RUBINO: COUNTY FINANCIAL PICTURE
Ron Rubino, Director Associate County Administrative Officer, reviewed the
county budget issues that impact the city. He referred to Senate Bill 2557 in
which the state decreased government funding. It was replaced with the
following four opportunities for new revenue: jail booking fee, property tax
administration fee, utilities user tax in unincorporated areas, and business
tax in unincorporated areas. He stated the jail booking fee and the property
tax administrative fee would impact the city. The implementation of the jail
booking fee is deferred until July 1, 1991. The impact on Huntington Beach
would be an estimated $137,000 annually.

District, that is regional to finance courts, jails and other criminal justice
facilities will decide if the tax will be put on the ballot. The group will
consist of two City Council members, Supervisor Wieder, Supervisor Stanton and
a member at large. They will also adopt a spending plan and the application
process for new expenditures or expansion of a program.
He stated the property tax administrative fee would impact the city $260,000
or approximately 1% annually.
STAN OFTELIE: TRANSPORTATION ISSUES
Stan Oftelie, Executive Director, Orange County Transportation Commission,
distributed a pamphlet interpreting Measure M. Under Transit Projects on Page
18 he spoke of funds available to the cities for Pacific Electric
Rights —of —Way and stated that the cities need to start identifying
rights -of —way. The City of Huntington Beach should let them know if they
should be exploring acquisition of the Gothard line.
He stated that the city needs long—range planning in order to qualify for
funds. If there were shelf —ready projects, it would enable the city to obtain
funds sooner.
Stan Oftelie stated the City County Coordinating Committee would adopt the
guidelines of Growth Management Plan. City has to adopt Growth Management
Plan and adopt it into the city General Plan
It was suggested that city leaders be involved with the League of Cities in
order to be part of the policy decision making.
In answer to Councilman Kelly's inquiry, Stan Oftelie stated the same
presentation could be given to the Huntington Beach Transportation Commission.
SHARON MORRIS: SOUTH COAST AIR QUALITY MANAGEMENT DISTRICT — AIR QUALITY
MANAGEMENT PLAN
Sharon Morris, Intergovernmental Affairs Officer, distributed an Overview of
the 1991 Air Quality Management Plan.
She stated there were two public workshops at the Anaheim Grand Hotel February
27 and 28, 1991.
Sharon Morris reported on criteria for evaluating 1991 Air Quality Management
Plan measures and how implementation would affect the city.
Harriet Wieder distributed information on status updates on Bolsa Chica Linear
Regional Park, Household Toxic Waste Facilities, and California Integrated
Waste Management Act of 1989.
Chris Nelson, Transportation Programs, presented a report on mobile emissions
and stated that cities were relied upon to adopt trip reduction ordinances.
He stated that presently there are 1.1 or 1.2 commuters per vehicle and the
district would prefer a 1.5 figure.

RECESS - RECONVENE
The Mayor called a recess at 7:35 p.m. The meeting reconvened at 8 p.m. in
the Council Chamber.
MID -YEAR BUDGET STUDY SE SI N - OPTION 3 SUPPORTED
The City Administrator presented a general review of the budget.
The Deputy City Administrator/Administrative Services used charts to summarize
the budget.
The Council and staff discussed the budget shortage and the process of
estimating the budget.
In answer to Councilmember Winchell's inquiry, the Deputy City
Administrator/Economic Services stated she would present a report on the debt
of Redevelopment.
A motion was made by MacAllister, seconded by Winchell, to support the staff
position on Option 3, Reduce Expenditures and Increase Revenues. The motion
carried by the following roll call vote:
AYES: MacAllister, Winchell, Silva, Green, Kelly, Robitaille,
Moulton -Patterson
NOES: None

CLOSED SESSION
The Mayor called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section 54956.9(b)(1) to confer with its attorney regarding
pending litigation - Mike Abdelmuti Matter. (120.80)
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957.6 to meet with its designated representatives regarding
Labor Relations Matters - Meet & Confer. (120.80)
RECESS - RECONVENE COUNCIL/AGENCY
The Mayor called a recess of Council at 9 p.m. The meeting was reconvened at
10:15 P.M.

Mayor Green adjourned the adjourned regular meetings of the City Council and
