Mayor Green called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach,to order at 5:30 p.m. ROLL CALL PRESENT: Winchell, Green, Silva, Kelly, Robitaille, Moulton -Patterson ABSENT: "MacAllister STUDY SESSION - CONCEPTUAL DESIGN FOR PIER BUILDINGS Lou Sandoval, Public Works Director, presented a history of the original pier and reported on the design of the proposed pier. Frank Higgins, Pier Design Committee Chairman, reported on what the Council had approved to date and recommended approval of the conceptual design. Ron Yeo, Architect, presented a model of the proposed pier and reported on the design. Stating he had reviewed many roof configurations, a covered roof was decided on due to the mechanical area in the center of the second floor. The structure would be a basic octagon with the smaller buildings similar in design. STUDY SESSION -- DOWNTOWN MASTER PLAN, SPECIFIC PLAN AND VILLAGE CONCEPT The Community Development Director reported on the Parking Master Plan. He stated it would be presented with recommended changes to Council in March. Ron Zelefsky, Planning Director, reported on the village corridor between 6th Street and Lake Street starting at Pacific Coast Highway. He explained a goal of achieving a balance of land uses and how it differed with the Downtown Specific Plan. Discussion was held between Council and staff regarding housing and commercial office space. The City Administrator stated that other cities using the village concept should be reviewed regarding office space. Page 2 - Council/Agency Minutes - 2/r /91 (City Council OAKVIEW ENHAN EMENT PROJECT - APPROVED- DISTRICT . 272 - PHASE I - C K CONSTRUCTION - CC-771 (600.75) In answer to Councilmember Winchell's inquiry, Barbara Kaiser, Deputy City Administrator/Economic Development, the Oakview Enhancement Project was funded by the Community Development Block Grant Fund. She stated she would check on the possibility of reallocating the Block Grant. (City Council/Redevelopment Agency) AMENDMENT NO. 2 TO AGREEMENT - DOWNTOWN PUBLIC SPACES - ASL CONSULTING ENGINEERS - CC- 76 (600.10) In answer to Councilmember Winchell's inquiry, the City Engineer stated there was no change in the concept of the offsite improvements. CLOSED SESSION The Mayor called a Closed Session of the Redevelopment Agency pursuant to Government Code Section 54956.8 to give instructions to its negotiator regarding negotiations with Mike Abdelmuti concerning the purchase/sale of property located at Pacific Coast Highway and Main Streets. (120.80) RECESS - RECONVENE The Mayor called a recess of Council at 6:45 p.m. The meeting was reconvened at 6:55 p.m. ADJOURNMENT - COUN IL/REDEVELOPMENT AGENCY Mayor Green adjourned the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to 7 p.m., Tuesday, February 19, 1991, Council Chamber.
