ZONING ADMINISTRATOR: Mike Strange STAFF MEMBER: Mike Connor MINUTES: The Minutes of the February 27, 1991 Zoning Administrator Meeting were continued to the meeting of March 20, 1991. REGULAR AGENDA ITEMS: ITEM 1: ADMINISTRATIVE REVIEW NO. 90-16 Applicant: Conrad Epley 9788 Continental Drive Huntington Beach, CA 92646 Request: To convert a portion of open space into a parking lot. Location: 19801 Brookhurst Mike Connor, Staff Planner, reported that the open space would meet code requirements and would help the parking situation; however the design is not up to code. Staff recommended approval with findings and suggested conditions of approval. THE PUBLIC HEARING WAS OPENED. Conrad Epley, the applicant, advised that the residents voted to create more parking. He urged the Zoning Administrator's approval. There were no other persons present to speak for or against the request and the public hearing was closed. ADMINISTRATIVE REVIEW NO 90-16 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL* HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan, floor plans, and elevations received and dated February 8, 1991 shall be the conceptually approved layout. 2. Service roads and fire lanes, as determined by the Fire Department, shall be posted and marked. 3. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 4. All unusable lumber, wire, pipe, and other surplus or unusable material, shall be disposed of at an off -site facility equipped to handle them. 5. If lighting is included in the parking lot, high-pressure sodium vapor lamps shall be used for energy savings. All outside lighting shall be directed to prevent "spillage" onto adjacent properties. INFORMATION ON SPECIFIC CODE REQUIREMENTS: 1. The development shall comply with all applicable provisions of the Ordinance Code, Building Division, and Fire Department. 2. The applicant shall meet all applicable local, State, and Federal Fire Codes, Ordinances, and standards. 3. Landscaping shall comply with Section 9608 of the Huntington Beach Ordinance Code. I 4. The Zoning Administrator reserves the right to revoke this Administrative Review No. 90-16 if any violation of these conditions of the Huntington Beach Ordinance Code occurs. ITEM 2: TENTATIVE PARCEL MAP NO, 89-177 (ONE YEAR EXTENSION 0 TIME) Applicant: Charles V. Colstadt 18652 Florida Street #100 Huntington Beach, CA 92648 Request: To consolidate two -and -one-half (2 1/2) lots into two (2) lots for residential development Location: 317 California Mike Connor, Staff Planner, reported that the applicant had not complied with the conditions of approval due to financial constraints and was requesting a one year extension of time. Charles Colstadt, staff planner, requested approval of the one year extension of time. There were no other persons present to speak for or against the request and the public hearing was closed. TENTATIVE PARCEL MAP NO 89-177 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH FINDINGS AND CONDITIONS OF APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED To THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. - ITEM 3: USE PERMIT NO. 91-3 Applicant: George A. Pearson 15402 Electronic Lane Huntington Beach, CA 92649 Request: To permit the expansion of an existing video arcade into an existing suite pursuant to Section 9220.11 of the Huntington Beach Ordinance Code. Location: 16922 Beach Boulevard Mike Connor, Staff Planner, reported that the request was continued from the meeting of February 6, 1991 to resolve problems reported by tenants in the center, surrounding residents and Police Department recommendation for denial. Staff recommended a continuance for three months with the recommendation that the applicant hire two security guards during the evening, install additional lighting in the rear of the building and add a public restroom to resolve problems. He said that the Police Department agreed with the recommendation. Staff recommended a three month continuance to determine if problems are reduced with the improvements. THE PUBLIC HEARING WAS OPENED. Barbara Fernandez was present and spoke in opposition of the request. She said that staff's recommended measures would not help and that problems would continue and grow because of the expansion. There were no other persons present to speak for or against the request and the public hearing was closed. THE MEETING WAS ADJOURNED AT 1:40 PM BY THE ZONING ADMINISTRATOR TO A STUDY SESSION ON MONDAY, MARCH 18, 1991 AT 4:30 PM AND THEN TO THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON WEDNESDAY, MARCH 20, 1991, AT 1:30 PM.
