Mayor Green called the adjourned regular meetings of the City Council and the Redevelopment Agency of the, City of Huntington Beach to order at 5:30 p.m. ROLL CALL PRESENT: MacAllister, Wi.nchell, Si.lva, Green, Moulton -Patterson Kelly arri.v.ed duri'n,g, Closed Session ABSENT: Rob:i:tai l l,e PUBLIC COMMENTS George Arnold spoke regarding; a needed repair for a parking lot at 5th Street due, he beli.eved', to. changing, the signal to 6th Street. He stated there was an illegally operated 'bustness;'in a residential area on Lisa Lane. He requested that an explanation, of. "waterfront" property be made to the public. He stated there. were potholes, in city streets in need of repair. Jay Kreitz, r.epresentIngi Huntington Seacliff Homeowners' Association, urged Council to consider Draft Negative Declaration No. 90-28 approved by the Planning Commission Apri`1 2 and to set aside park land by initiating and approving a General Plan• Amendment to� the City's recreation element for upper and lower SeaclIff for a minimum of 5.5 acres for both upper and lower areas. Chuck Scheid protested using, the city,' s popul'ation as a base for the city pay scale. He stated he did not believe the size of the city had anything todo with employees' salaries. Howard Subnick requested Council to classify detention officers as safety officers and, presented background: information. Jim Miller stated he believed. there should be a provision in the SRO ordinance to dedicate a certain percentage -of units to low income individuals. David Sullivan stated he believed. the California League of Cities Convention shou.l d not be hel d: i:n San Francisco due to thei.r sanctuary stand relative to the Persian Gulf war. He urged the Council tojoin other City Councils to move the convention.. Page 2 - Council/Agency Minutes - 4/8/91 CLOSED SESSION The Mayor called a Closed Session of the City Council pursuant to Government Code Section 54957.6 to meet with its designated representatives regarding Labor Relations Matters - Meet & Confer. (120.80) RECESS - RECONVENE The Mayor called a recess of Council at 6:05 p.m. The meeting was reconvened at 6:55 p.m. (City Council) PUBLIC HEARING-- WATER MANAGEMENT PROGRAM - ORDINANCE NO 3104 - APPROVED INTRODUCTION AS AMENDED The Mayor announced that this was the day and hour set for a public hearing for the purpose of considering adoption of a Municipal Ordinance to include a Water Management Program. Ordinance authorizes the City Council to implement and terminate particular conservation stages in order for the City to plan for and supply water to its customers. Legal notice as provided to the City Clerk's Office by staff had been published and posted. No communications or written protests were received on the matter. The City Clerk presented Ordinance No. 3104 for Council approval - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH FINDING THE NECESSITY FOR AND ADOPTING A WATER MANAGEMENT PROGRAM. Lou Sandoval, Public Works Director, presented a staff report on the three stages of the Water Management Program. Linda Daily, Senior Analyst, presented a summary of water conservation measures. She read a memo dated November 10, 1988 from Jeff Renna to Mike Adams regarding water management. Jeff Renna, Water Operations Manager, gave a slide presentation on the Water Management Program. He reviewed investigation procedures and penalties. Linda Daily, Senior Analyst, gave a slide presentation on gallons of water used per household per day and methods that could be used to cut down water consumption. Councilman Kelly stated there should be alternative plans for water conservation to review. The City Administrator stated staff would return to Council with the cost and administrative mechanism for implementation of mandatory compliance water use allocation. Ray Silver, Deputy City Administrator, stated the community should have a clear understanding of the nature of the problem. He stated the civic center should start with stage one as an educational process in order to set an example. The Mayor declared the public hearing open. �'wq Page 3 - Council/Agency Minutes - 4/8/91 There being no one present to speak on the matter and there being no protests filed, either oral or written, the hearing was closed by the Mayor. Councilmember, Winchell stated that the ordinance used the words "management" interchangeably with "conservation". She stated that for clarification the word "conservation" should be replaced with "management" to be consistent throughout the document. She added wording to Ordinance No. 3104, Section 1, Paragraph 14.18.050 to read "...of this chapter; as specifically set forth in the Water Management Program and adopted by City Council action..." A motion was made by MacAllister, seconded by Green, to approve introduction after reading by title, Ordinance No. 3104 with the word "conservation" replaced with "management" and to add wording to Ordinance No. 3104, Section 1, Paragraph 14.18.050, Line 4 to read "...of this chapter; as specificly set forth in the Water Management Program and adopted by City Council action...", direct staff to implement Stage I of the Program, and to authorize the use of Water Reserve Funds to provide necessary staffing for the Program. The motion carried by the following roll call vote: AYES: MacAllister, Winchell, Silva, Green, Kelly, Moulton=Patterson NOES: None ABSENT: Robitaille (City Council) STUDY SESSION - SINGLE ROOM OCCUPANCY The City Clerk presented an inter -department communication from the Community Development Director dated March 14, 1991. The Community Development Director presented a staff report. Wayne Carvalho, Planning Aide, reported on how the single room occupancy provided housing for very low income families of two. He referred to an inter -department communication from Chief Lowenberg, dated April 3, 1991, to Mike Adams regarding SRO Housing. Councilmember Winchell stated there should be low and low moderated income housing and requested staff to return the subject to Council for discussion. STUDY SESSION - MEASURE M - ELIGIBILITY REQUIREMENTS FOR STREET PROGRAMS A motion was made by Silva, seconded by Green, to make a determination that the need to take action on the issue of Measure M Study Session arose subse- quent to the agenda being posted as specified in Government Code Section 54954.2(b)(2). The motion carried by the following roll call vote: AYES: MacAllister, Winchell, Silva, Green, Kelly, Moulton -Patterson NOES: None ABSENT: Robitaille The Public Works distributed material on Measure M to Council members. Bob Eichblatt, City Engineer, reported on requirement of the city to qualify for Measure M. He stated that he would provide Council with a workbook regarding Measure M and Proposition 111. 140 Page 4 - Council/Agency Minutes - 4/8/91 The City Administrator stated staff would report to Council regarding the cost for a special census. Howard Zelefsky, Planning Director, stated the Growth Management Element should be added to the General Plan.
