Mayor Green called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 7 p.m. CITY COUNCIL/REDEVELOPMENT AGENCY ROLL CALL PRESENT: MacAllister, Winchell, Silva, Green, Kelly, Robitaille. Moulton -Patterson ABSENT: None PUBLIC COMMENTS Debbie Cook stated she had gone on the South Beach Parking Task Force tour and she believed their ideas should be incorporated into the pier, pier plaza, the north of the pier parking lot and projects from the pier to Beach Boulevard. She stated she believed these projects should stand alone financially but be designed as one project. She spoke regarding the project process and stated she belived the progression should be to get the citizens' input, secure the financing, hire the architect, and then build the plaza. John Merzweilgr referred to a packet he had given to the Council pertaining to his sidewalk vending business and requested consideration to operate from the Council. Chuck Scheid spoke regarding the opposition of those who do not want any development on the beach side of Pacific Coast Highway. James Townsend, Human Resources Board Vice President, spoke regarding the num- ber of agencies and allocations for the Community Development Block Grant. He requested that Council approve the recommendation for the social service funds and stated the Board would meet with the Citizens' Advisory Board for their input for next year. Tom Pratte stated he did not believe the north side pier parking area should be leased by a private individual. He recommended that the city take total control with parking meters and man a booth to charge day use fees. 160 Page 2 - Council/Agency Minutes - 4/22/91 The Community Services Director stated the current 10-15 year lease held on the parking area could be cancelled with a six-month notice. Councilman Kelly directed staff to return to Council with information on lease termination. In answer to Councilman Kelly's inquiry pertaining to John Merzweiler's request, the Community Development Director stated the beach side vending concessions must be 1,000 feet apart. Natalie Kots_r-h- (spoke later in the meeting) stated that the Downtown Committee had met and that they do not want austerity to take over the design of the project in order to meet the needs of the Fire and Police Departments. She requested that the community have a monthly charrette for input for the pier plaza. She stated she wanted input from citizens for the surfing museum models. She distributed photographs to the Council. AGENDA ORDER SUSPENDED Mayor Green stated the item pertaining to the selection of the pier plaza design concept would be heard last due to Ron Yeo, who was to give a presenta- tion, not being present yet. (Redevelopment_ Agency) CERTIFICATE OF COMPLETION - _APPROVED - _WATERFRONT HILTON The City Clerk presented a communication from Economic Development Director regarding the requirement to document completion of the developer's respon- sibilities for this phase of the Waterfront project. Barbara Kaiser, Deputy City Administrator/Economic Development, presented a staff report. A motion was made by MacAllister, seconded by Silva, to approve and authorize execution of the Certificate of Completion and direct that it be sent to the County Recorder for recording. The motion carried by the following roll call vote: AYES: MacAllister, Winchell, Moulton -Patterson NOES: None ABSENT: None Silva, Green, Kelly, Robitaille, MAIN -PIER _PH65E.II - ABDELK)TI PROJECT DESIGN AND NEGOTIATIONS - REPORTS RECEIVED The City Clerk presented a communication from the City Administrator dated April 22, 1991 pertaining to the Main -Pier Phase II/Abdelmuti Project, Design and Negotiations. Barbara Kaiser, Deputy City Administrator/Economic Development, presented an update on the Disposition and Development Agreement and stated there were no outstanding issues. She stated that input from Council was needed for upper floor uses. She stated that cost would be discussed in Closed Session 161 April 29, 1991. She presented a summary of the process the Council will be using. Page 3 - Council/Agency Minutes - 4122191 David Lang, representing Lang, Lampert Architects, reviewed the project plans giving alternative suggestions. Discussion was held between the Council and David Lang. COMMUNITY DEVELOPMENT BLOCK GRANT - REPORTS RECEIVED The City Clerk presented a communication from the City Administrator dated April 11, 1991 pertaining to the review of Community Development Block Grant Budget. Barbara Kaiser, Deputy City Administrator/Economic Development, presented a staff report. Michael McMahon, Citizens' Advisory Board Chairman gave a presentation on the process of reviewing categories. James Townsend, Human Resources Board Vice President, answered questions from Council. Councilman MacAllister requested staff to return to Council with a justifica- tion for funding from the city in regard to people they serve in the city. Councilmember Winchell requested a blank copy of the form used by the Human Resources Board to evaluate an applicant's request for Block Grant funds. Barbara Kaiser, Deputy City Administrator/Economic Development, stated that the number of agencies must be reduced to ten to fifteen in order to meet Housing Urban Development standards. (Natalie Kotsch presented her Public Comment at this time.) (City Council PIER PLAZA DESIGN CONCEPT PRESENTATION REVIEWED - FINAL DESIGN CONCEPT BY JAMES ADAMS & ASSOCIATES SCHEDULED 5/6/91 The City Clerk presented a communication from the Director of Public Works and Community Development Director regarding the selection of an architectural firm and conceptual design proposal for the Pier Plaza Project. Staff invited two of the four original firms, which submitted proposals, to make a presenta- tion to Council. Proposals were submitted by James Adams & Associates and Ron Yeo, Incorporated. Lou Sandoval, Public Works Director, presented a staff report. He stated he had a request from the Chamber of Commerce to hold a public forum to consider the design concepts prior to Council making a final decision. Frank Higgins, Pier Design Committee Chairman, reported on the charrette held in February 1990. James Adams, James Adams & Associates, used a wall sketch to explain the classical design of the pier plaza. 162 Page 4 - Council/Agency Minutes - 4/22/91 Discussion was held between Council and James Adams pertaining to cost and the ability to build the pier plaza in stages. Patrick Marr, representing Ron Yea, Incorporated, used sketches to present the pier plaza design. Following discussion, a motion was made by MacAllister, seconded by Kelly, to review the presentations for the final Pier Plaza design concept and schedule action for approval of James Adams and Associates for the preparation of the final design concept drawings at the meeting of May 6, 1991, The motion carried by the following roll call vote: AYES: MacAllister, Kelly, Robitaille, Moulton -Patterson NOES: Winchell, Green, Silva ABSENT: None CLOSED SESSION The Mayor called a Closed Session of the Redevelopment Agency pursuant to Government Code Section 54956.8 to give instructions to its negotiator regard- ing negotiations with Stan Bloom concerning purchase/sale/exchange/lease of the property located at Pacific Coast highway south of the pier - Pierside Restaurants. (120.80) The Mayor called a Closed Session of the Closed Session of the City Council pursuant to Government Code Section 54957.6 to meet with its designated repre- sentatives regarding Labor Relations matters - Meet & Confer. (120.80) RECESS - RECONVENE The Mayor called a recess of Council at 9:40 p.m. The Council reconvened at 10:45 p.m. ADJOURNMENT - COUNCIL/REDEVELOPMENT AGENCY Mayor Green adjourned the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to 6 p.m., Monday, April 29, 1991, Room B-8, Civic Center.
