Mayor Green called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 7 p.m.

PUBLIC COMMENTS
George Arnold spoke regarding the downtown condemned buildings and property
that was being used for a storage lot between Goldenwest Street and Main
Street.
Chamber of Comm rce Comments on affordable housing
Richard Harlow, representing Chamber of Commerce, stated he did not believe
the General Plan was congruent with the present requirements. He spoke in
opposition to a mandatory affordable housing program and in support of it
being voluntary. He stated that Council should be clear with incentives to
encourage affordable housing.

ELEMENT - AFFORDABLE HOUSING IMPLEMENTATION STRATEGY
The Community Development Director presented a staff report.
Howard Zelefsky, Planning Director, presented a report using charts. He
reviewed the five-year goal adopted by Council.
Discussion was held regarding affordable housing versus land values and finan-
cial viability. Different types of housing to meet varied needs were
discussed.
The City Attorney read the definition of Single Residence Occupancy.
Howard Zelefsky, Planning Director, summarized proposed solutions.
The Community Development Director stated that development standards could be
modified to adjust the recreational amenities to lower the cost of housing.
He stated the areas that should be reviewed were site coverage, open space,
parking, and density.
The City Administrator stated there was a need to develop a concrete program
and that a voluntary program would not meet the specific goals set by the
state.
Barbara Kaiser, Deputy City Administrator/Economic Development, reported on
the current available housing efforts. She stated that in order to continue
to receive Block Grant Funds, the city needed an affordable housing strategy.
She recommended hiring a consulting firm to develop the strategy. She stated
she would return to Council with the strategy in six months. She distributed
a list of loan requirement comparisons for five Orange County cities.
In answer to Mayor Green's inquiry, Barbara Kaiser stated an Affordable
Housing Task Force would work with the consultant.
Chairman Kirkland stated there was a need for a first-time home buyer program
in Huntington Beach.
The City Administrator stated there was a need to hire a consultant to develop
and implement a long-term affordable housing program. He stated that
Community Development would be able to implement short-term programs while
waiting for the long-term program. He stated that Community Development was
working on the kinds of requirements to place on the developers so that they
meet the planning process.
Councilman Kelly suggested having an affordable housing department within the
city.
Councilman MacAllister stated the city had to review the various impacts and
true long-term cost of housing units.
Howard Zelefsky stated there was an urgency from the development community to
receive direction from a specific policy regarding affordable housing.
The City Administrator stated a long-term policy could not be instituted in a
short period of time and that development had to wait until a specific program
could be planned and implemented.

Richard Harlow stated that developers did not know if the Planning Commission
policy was consistent with the City Council policy. le stated a task force
was essential, but that he did not believe a consultant was necessary. He
stated the 20% affordable housing issue needed to be addressed.
The Mayor stated that a task force could be set up, and a consultant could be
hired to develop the affordable housing program.
ADJOURN PLANNING COMMISSION
Chairman Kirkland adjourned the meeting of the Planning Commission to
5:30 p.m., May 7, 1991 for a Study Session.

The Mayor called a recess of Council at 8:34 p.m. The meeting reconvened at
8:48 p.m.

The City Clerk presented a communication from the City Attorney pertaining to
the Resolution of Intent to grant Southern California Gas Company Franchise.
The City Attorney presented a staff report.
The City Clerk presented Resolution No. 6269 for Council adoption - "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH, CALIFORNIA,
DECLARING ITS INTENTION TO GRANT A GAS FRANCHISE TO THE SOUTHERN CALIFORNIA
GAS COMPANY."
A motion was made by MacAllister, seconded by Moulton -Patterson, to approve
and adopt Resolution No. 6269, and to direct the City Clerk to publish
notice of such resolution and proposed franchise as reflected in Resolution
No. 6269. The motion carried by the following roll call vote:

(City Council) PUBLIC HEARING - TRANSPORTATION DEMAND MANAGEMENT REQUIREMENT
- ORDINANCE NO. 3107 -- ADOPTED (580.40)
The Mayor announced that this was the day and hour set for a public hearing
for the purpose of considering the establishment of a Transportation Demand
Management Requirement for specific projects which will generate employment of
one hundred or more employees per project location. (Second hearing - first
public hearing held April 15, 1991.)
Legal notice as provided to the City Clerk's Office by staff had been
published and posted. No communications or written protests were received on
the matter.

The Community Development Director presented a staff report.
The City Clerk presented Ordinance No. 3107 for Council adoption - "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING ARTICLE 973 BY ADDING
SECTION 9730.86 PERTAINING TO TRANSPORTATION DEMAND MANAGEMENT."
Discussion was held on implementation of the proposed ordinance.
The Mayor declared the public hearing open.
There being no one present to speak on the matter and there being no protests
filed, either oral or written, the hearing was closed by the Mayor.
A motion was made by MacAllister, seconded by Green, to adopt Ordinance
No. 3107, after reading by title. The motion carried by the following roll
call vote:
AYES: MacAllister, Winchell, Silva, Green, Kelly, Moulton -Patterson
NOES: Robitaille

CLOSED SESSION
The Mayor called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section 54956.8 to give instructions to its negotiator regard-
ing negotiations with Mike Abdelmuti Phase II concerning the sale/exchange of
property located at Pacific Coast Highway and Main Street. (120.80)
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957.6 to meet with its designated representatives regarding
Labor Relations Matters - Meet & Confer. (120.80)
The Mayor called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section 54956.8 to give instructions to its negotiator regard-
ing negotiations with Stan Bloom concerning lease of the property located at
Pacific Coast Highway south of the pier - Pierside Restaurants. (120.80)
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957 to consider Personnel Matters - Annual Evaluation of City
Administrator's performance. (120.80)
RECESS - RECONVENE
The Mayor called a recess of Council at 8:50 p.m. The Council reconvened at
10:30 p.m.
