Mayor Green called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at b p.m.

PRESENT: MacAllister, Winchell, Silva, Green, Kelly, Moulton -Patterson
ABSENT: Robitaille
Mayor Green announced the Public Comments pertaining to Cascade Lane would be
taken after the staff report on Cascade Lane.
PUBLIC COMMENTS
George Arnold spoke pertaining to the redevelopment process of having more
than one project started before completion of the first project. He also
spoke pertaining to street maintenance.

The City Clerk presented a communication from the Public Works Director
regarding a recommendation by the Transportation Commission that a temporary
barricade be installed on Cascade Lane at the City Limits.
Lou Sandoval, Public Works Director, presented a staff report.
Fire Chief Dolder gave a slide presentation on the factors contributing to the
emergency response time. He answered inquiries from Councilmember Kelly.

Jan Beaumont stated it was unsafe to drive into her driveway on Cascade Lane.

Judy Moses spoke in opposition of installing stop signs on Cascade Lane. She
stated it would be a defacement of the tract. She stated she did not believe
the stop signs would alleviate the problem. She distributed a list of her
concerns to the Council.
Edith Gonzales spoke in opposition of the installation of stop signs and in
favor of a temporary barricade. She stated there had been no problem with
response time for emergencies in the area.
Ernest Havner spoke in opposition of the closure of Cascade Lane stating he
believed the Knox box would be routinely vandalized causing the fire depart-
ment to not use the shortest route to an emergency scene.
Fred Reber spoke in support of stop sign installation on Cascade Lane.
Virginia Rhoden spoke in opposition of the stop sign installation. She
suggested having a police officer on duty to ticket speed offenders on Cascade
Lane. She also suggested installing speed bumps and the installation of a
sign at Sugar and Temple. She suggested requiring a sticker to enter the area.
Pat Eckard presented an informal position signed by approximately 56 persons
in opposition to the closure of Cascade Lane. She suggested installing speed
bumps.
Tam Fairbanks spoke in opposition of closing Cascade Lane. He stated he
believed that there had been one accident in three years in the area.
John Boyd stated that not only was there a problem with speeding on Cascade
Lane but also the amount of traffic. He stated two cars parked in his drive-
way had been hit within the last six years.
In answer to Councilmember Kelly's inquiry, the Police Chief stated there had
been one injury traffic accident in the last three years. He stated three
motor officers had been working in that area and that, considering the number
of hours they had spent in the area, they had issued a limited amount of
traffic citations.
William Stanley stated that more controls, such as stop signs, would require
additional enforcement. He requested a thoughtful perfect solution to the
issue.
Dwain Graham stated he had been a heart attack victim and expressed his
concerns pertaining to a delayed response time for emergencies.
Lynn Hansen stated she did not think stop signs were the answer and spoke in
support of the barricade.
Shirley Maaastated the traffic was so heavy on Temple that it was difficult
for her to get out onto the street. She stated she believed that people cut
through to go to Gothard to connect with Hoover.
Following discussion, the City Administrator stated staff would investigate
signage and alternate actions.

A motion was made by MacAllister, seconded by Green to install all -way STOP
signs at the following locations for a ninety 1101 day trial period:
I. Cascade/Whitney
2. Whitney/Rushmore
3. Cascade/Shasta
4. Sugar/Rushmore
5. City of Westminster to install a stop sign at Colgate/Temple.
Should the STOP sign installations prove ineffective, a barricade installation
should be considered.
The motion carried by the following roll call vote:
AYES: MacAllister, Winchell, Silva, Green, Kelly, Moulton -Patterson
NOES: None
ABSENT: Robitaille
Resort Presented - Hoover-Gothard
Councilmember MacAllister directed staff to hastily return to Council action
on the Hoover-Gothard opening as it was proceeding with Westminster, Orange
County, and CalTrans.
Signage and other_Albernatives to be Mitigated
The City Administrator stated he would investigate signage and other alterna-
tives for Cascade Lane.
RECESS - RECONVENE
The Mayor called a recess of Council at 7:07 p.m. The meeting was reconvened
at 7:20 p.m.
(City Council)STUDY SESSION - fY 19 1-9 - CITY BUDGET
The City Administrator had distributed to Council and staff a Summary of the
"City Fiscal Condition".
The Police Chief presented a paper entitled, "Police Strategies Implemented to
Aid in the Budget Deficit".
The City Administrator presented a slide report on the introduction of the
FY 1991-92 City Budget. He announced the following schedule: June 3-First
Public Hearing; June 10-Work Session; June 17-final Public Hearing; June 30
adoption date mandated by City Charter.
In answer to Councilmember Moulton -Patterson, the City Administrator stated
that staff would complete a summary, cost and services report on consultants
employed in the last two years.
Councilmember Silva requested a staff report on revenue and operational costs
to maintain the state beach. He requested that parking be separate.

Mayor Green requested staff to make a video copy of the meeting for Council -
member Robitaille, who was absent.
Councilmember Winchell requested a staff report on the affect of Redevelopment
on the General Fund.
Councilmember Silva requested a staff report on the cost of operations. He
asked for a separate report on parking.
Police Chief Lowenberg presented a staff report. He stated the department was
approaching a crisis situation as the budget was maintained on the same level
as 1989-1990.
Fire Chief Bolder reported on cost savings by regionalizing programs.
Lou Sandoval, Public Works Director, stated that his department had returned
money to the General Fund each year.
Following discussion pertaining to the Huntington Harbour channel, the City
Administrator stated he would return to Council with a status report and cost
to mitigate the problem in the channel.
Following discussion on sidewalk repair and equipment maintenance, Council -
member MacAllister requested a comparison report of present day cost savings
to actual effective future cost.
Councilmember Winchell requested a report on how other cities are managing
sidewalk repair pertaining to the liability of the same.
Councilmember Winchell requested a report pertaining to the library roof.
Ron Hagan, Community Services Director, reported on how the recession has
increased city recreational uses. He listed budget priorities.
Bob Franz, Deputy City Administrator/Administrative Services, presented a
staff report summarizing new revenues.
Discussion was held between Council and staff pertaining to the proposed down-
town police substation.
Bob Franz, Deputy City Administrator/Administrative Services, stated a copy of
the budget summary was available at the City Clerk's Office and at the Central
Library.
CLOSED SESSION
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957.6 to meet with its designated representatives regarding
Labor Relations Matters - Meet & Confer. (120.80)
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54956.9(a) to confer with its attorney regarding pending litiga-
tion - Madden v Golden West College, Coast Community College District and City
of Huntington Beach - OCSCC 655029. (120.80)

Following the closed session, Council made a motion to authorize the City
Attorney to assume the defense of the Coast Community College District and
Golden West College and assume the liability for the injury if any is
awarded. The motion carried by the following roll call vote:
AYES: MacAllister, Winchell, Silva, Kelly, Moulton -Patterson
NOES: None
ABSTAIN: Green
ABSENT: Robitaille
RECESS - RECONVENE
The Mayor called a recess of Council at 9:07 p.m. The Council reconvened at
9:45 p.m.

Mayor Green adjourned the adjourned regular meetings of the City Council and
the Redevelopment Agency of the City of Huntington Beach to 5:30 p.m., Monday,
May 20, 1991, Room B-8, Civic Center.
