The Minutes of the August 28, 1991
and September 4, 1991 Zoning
Administrator Meetings were continued
to the meeting of September 18, 1991.
ITEM 1: USE PERMIT NO. 91-24 (Continued from the September 4, 1991
meeting)
APPLICANT: Gregory Pitcher AIA
REQUEST: To permit a 3,650 square foot addition to an
existing retail center with a facade remodel. In
addition, the applicant is requesting to permit an
automobile parts and service business, Pep Boys
store, with minor automobile repair. The request
also includes a Special Permit for 99 compact
parking stalls.
LOCATION: 19002 Brookhurst (Previously National Lumber
Building)
Scott Hess, Zoning Administrator, reported that a request for a two
week continuance had been received from the applicant. He also
indicated that the public notice was improperly dated and that a new
notice would be sent to the property owners at the expense of the
applicant. The Zoning Administrator advised that staff had concerns
with the plan and suggested that property owners meet with staff
after the meeting to discuss their concerns. He also directed staff
to work with the applicant to provide a revised plan.

ADMINISTRATOR MEETING.
ITEM 2• TENTATIVE PARCEL MAP NO, 91-245
Applicant: Bart DeBoe
19732 Bowman Lane
Huntington Beach, CA 92646
Request: To subdivide one (1) parcel into two (2) parcels
pursuant to Section 9920 of the Huntington Beach
Ordinance Code.
Location: 517 and 519 llth Street
Mike Connor, Staff Planner, reported that the parcel is 50 feet wide
and 117.5 feet deep. The applicant proposal is to subdivide the one
(1) lot into two (2) lots. Staff advised that the lots would meet
the minimum standards and recommended approval with findings and
suggested conditions of approval. He added that Public Works would
require a 2.5 foot alley dedication to Public Works standards and
building permits can not be issued until the map is recorded.
THE PUBLIC HEARING WAS OPENED.
Don Baker, Emerald Engineering, requested an added provision to allow
for construction prior to final map recordation.
There were no other persons present to speak for or against the
request and the public hearing was closed.
Scott Hess, the Zoning Administrator, advised the applicant that he
would approve the request and that the applicant's added provision
request could not be implemented because it would be inconsistent
with the Code.
TENTATIVE PARCEL MAP NO. 91-245 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT ALL ACTIONS TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
CALENDAR (10) DAYS.
FINDINGS FOR APPROVAL:
1. The proposed subdivision of two (2) parcels for purposes of
residential use is in compliance with the size and shape of
property necessary for that type of development. The proposed
parcels meet the minimum requirements of the Townlot Specific
Plan.
2. The General Plan has set forth provisions for this type of
land use as well as setting forth objectives for
implementation of this type of use. The proposed subdivision
meets the standards of the medium density residential land use
designation in the General Plan.

3. The property was previously studied for this intensity of land
use at the time the land use designation for medium density
residential district allowing single family residences was
placed on the subject property.
4. The size, depth, frontage, street width and other design and
improvement features of the proposed subdivision are proposed
to be constructed in compliance with standards plans and
specifications on file with the City as well as in compliance
with the State Map Act and supplemental City Subdivision
Ordinance. The proposed subdivision meets all standards of
code.
CONDITIONS OF APPROVAL:
A. TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR
ANY PURPOSE:
1. The Tentative Parcel Map received by the Department of
Community Development on August 5, 1991 shall be the approved
layout with the amendments as noted thereon.
2. A parcel map shall be filed with and approved by the
Department of Public Works and recorded with the Orange County
Recorder.
3. Two and one half (2 1/2) feet shall be dedicated to City
standards for alley purposes.
4. Water supply shall be through the City of Huntington Beach's
water system at the time said parcel(s) is/are developed.
5. Sewage disposal shall be through the City of Huntington
Beach's sewage system at the time said parcel(s) is/are
developed.
6. All utilities shall be installed underground at the time said
parcel(s) is/are developed.
7. Development shall comply with all applicable City Ordinances.
8. A copy of the recorded parcel map shall be filed with the
Department of Community Development.
THE MEETING WAS ADJOURNED AT 1:42 PM BY THE ZONING ADMINISTRATOR TO
A STUDY SESSION ON MONDAY, SEPTEMBER 16, 1991 AT 4:00 PM AND THEN TO
THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON
WEDNESDAY, SEPTEMBER 18, 1991, AT 1:30 PM.
