ZONING ADMINISTRATOR: Scott Hess STAFF MEMBERS: MINUTES• REGULAR AGENDA ITEMS: Julie Osugi The Minutes of November 20, 1991 Zoning Administrator Meeting were approved. ITEM 1: NEGATIVE DECLARATION NO, 91-37 Applicant: Urban West Communities 520 Broadway, Ste. 100 Santa Monica, CA 90401 Request: A grading plan to stock pile approximately 165,000 cubic yards of soil on a 9.5 acre area. Soils to be stockpiled are to be removed from their original location as a result of street improvements in the area. The project will result in a final grade of 7 1/2 feet above the grade of Garfield Avenue. Location: Southside of Garfield Avenue between Edwards and Goldenwest Streets. Julie Osugi, Staff Planner, reported that the stockpiling project will result in a permanent grade change on the site from the existing 10 feet below Garfield Avenue at the lowest point to 7-1/2 above Garfield Avenue at the highest point. She explained that the request, in accordance with CEQA, went through a 21 day public comment period. All issues raised by comments received were covered by the mitigation measures. Staff concluded by recommending approval with mitigation measures. THE PUBLIC HEARING WAS OPENED. Bo Johnson, representing the applicant, said the stockpiling will probably not reach 7-1/2. The soil will be stockpiled until it is needed. He said that the stockpiling is part of Phase 1 of the Holly-Seacliff infrastructure improvements. He reported for the record that Urban West had contacted the Regional Water Quality Control Board regarding receipt of a NPDES permit and was advised that none are required until March, 1992. NEGATIVE DECLARATION NO. 91-37 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING CONDITIONS OF APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TWO CALENDAR (2) DAYS. REQUIRED MITIGATION MEASURES: 1. In order to reduce short-term wind and water erosion during construction, the applicant shall: a. Use water trucks or sprinkler systems in all areas where vehicles travel to keep damp enough to prevent dust raised when entering or leaving the site; b. Wet down areas in the late morning and after work is completed for the day. 2. Prior to issuance of a grading permit a grading plan shall be submitted to the Department of Public Works for approval. A plan for silt control for all water runoff from the property shall also be submitted and approved prior to issuance of a grading permit. 3. Prior to issuance of a grading permit, the applicant shall submit a hydroseeding plan to the Department of Public Works for approval. The plan shall detail the manner in which long-term dust and erosion impacts will be reduced to a level of insignificance. The plan shall be implemented upon completion of stockpiling operations. 4. In order to reduce short-term dust and construction equipment emissions during construction, the applicant shall: a. Use low sulfur fuel (.05% by weight) for construction equipment; b. Attempt to phase and schedule construction activities to avoid high ozone days (first stage smog alerts); c. Discontinue construction during second stage smog alerts. r� ZA Minutes - 11/27/91 -2- (1651d) 5. In order to prevent potential drainage impacts in the area, drainage flows from adjacent properties shall not be obstructed. Flows shall be accommodated per Public Works requirements. 6. In order to reduce short term noise impacts, construction shall be limited to Monday - Saturday 7:00 AM to 8:00 PM. Construction shall be prohibited Sundays and Federal holidays. 7. Short-term increases in truck traffic which may result in periodic obstruction of traffic and increase obstacles to vehicle and bicycle traffic shall be minimized by a traffic control plan which shall be submitted to Public Works for approval prior to issuance of grading permits. The plan shall at minimum identify any street closures or obstructions to traffic and provide adequate construction warning signs to bicyclists and motorists (pursuant to Traffic Division standards). The plan shall be implemented prior to initiation of grading activities.
