Mayor Silva called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 7 p.m.
CITY COUNCIL/REDEVELOPMENT AGENCY ROLL CALL
PRESENT:- Winchell, Silva, Green, MacAllister, Kelly
Moulton -Patterson arrived 7:38 p.m.
ABSENT: Robitaille
PUBLIC COMMENTS
Ray Harbour, Taxpayers' Action Network of Orange County representative, stated
he was dissatisfied with city employee receiving raises in light of the
economic situation.
Chuck Scheid questioned the logic of using the city population total to gauge
city employee wages.
(City Council) PRELIMINARY REPORT FROM BUDGET TASK FORCE
The members in attendance were: Phil Inglee, Chairman; Ray Rockoff, Bob
Dettloff, Fred Speaker, Frank Cooper, Eric Lundquist, John Fisher, Bill Rea,
Dirk Voss, Ralph Bauer.
Phil Inglee, Budget Task Force Chairman; Bill Rea, Expenditure Reduction Sub-
committee Chairman; and Ray Rockoff, Income Enhancement Subcommittee Chairman;
presented the Budget Review Task Force's Revised Mission Statement. Phil
Inglee stated their final report was scheduled for January 27, 1992.
RECESS - RECONVENE
The Mayor called a recess of Council at 8:30 p.m. The meeting was reconvened
at 8:45 p.m.

(City Council) ASSUMPTION OF LEGAL REPRESENTATION BY COUNTY OF ORANGE OF
MONTROSE CHEMICAL LAWSUIT - APPROVED
The City Clerk presented a communication from the City Attorney regarding
assumption of legal representation by County of Orange of Montrose Chemical
Lawsuit.
The City Attorney presented a staff report.
A motion was made by Winchell, seconded by MacAllister, to accept the offer of
the County Sanitation District and approve and authorize execution of the
Collective Defense Agreement. The motion carried by the following roll call
vote:
AYES: Moulton -Patterson, Winchell, Silva, Green, MacAllister, Kelly
NOES: None
ABSENT: Robitaille
(Redevelopment Agency) AMENDED & MODIFIED LOAN & AFFORDABLE HOUSING AGREEMENT
- APPROVED — FIVE POINTS SENIOR VILLAS INC - 18660 MAIN ST:- AGENCY RESOLUTION
NO. 220 - ADOPTED
The Clerk presented a communication from Economic Development Director regard-
ing consideration of an Amended and Modified Loan and Affordable Housing
Agreement by and among the Redevelopment Agency of the City of Huntington
Beach and Five Point Villas, Inc., for the project known as Five Points Senior
Villas located at Main Street and Florida Avenue (18660 Main Street).
The Clerk presented Resolution No. 220 for Agency adoption - "A RESOLUTION
OF THE REDEVELOPMENT AGENCY OF THE CITY .OF HUNTINGTON BEACH APPROVING AN
AFFORDABLE HOUSING AGREEMENT BY AND BETWEEN THE REDEVELOPMENT AGENCY OF THE
CITY OF HUNTINGTON BEACH AND FIVE POINTS SENIORS."
Leigh De Santis, Community Development Block Grant Project Manager, reported
on the changes in agreement procedure and dates.
Following discussion, a motion was made by Green, seconded by
Moulton -Patterson, to adopt. Resolution No. 220, to approve and authorize
execution of Affordable Housing Agreement between the Redevelopment Agency of
the City of Huntington Beach and Five Points Seniors, Inc., and to authorize
the allocation and expenditure of $750,000 in redevelopment housing set aside
funds to implement the Affordable Housing Agreement (anticipated to be
expended in .1993). The motion carried by the following roll call vote:
AYES: Moulton -Patterson,
NOES: MacAllister
ABSENT: Robitaille
CLOSED SESSION
Winchell, Silva, Green, Kelly
The Chairman called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section 54956.8 to give instruction to its negotiator regard-
ing negotiations with Coultrup Development concerning the Purchase/Sale/
Exchange/Lease of property located at Main -Pier Redevelopment Project Area.

The Mayor called a recess of Council at 8:52 P.M. The meeting was reconvened
at 10:20 p.m.
ADJOURNMENT - COUNCIL/REDEVELOPMENT AGENCY
Mayor Silva adjourned the adjourned regular meetings of the City Council and
the Redevelopment Agency of the City of Huntington Beach to 5:30 p.m., Monday,
December 16, 1991, Room B-8.
