MINUTES: The Minutes of January 8, 1992 Zoning
Administrator Meeting were approved.
REGULAR AGENDA ITEMS:
ITEM 1• USE PERMIT NO 91-65 (Continued from January 8, 1992 Zoning
Administrator Meeting)
Applicant: Teddy Bear's

Huntington Beach, CA 92615
Request: To permit a one day party (from 6:00 p.m. to 1:00 a.m.)
with live entertainment January 24, 1992 within the
existing suite formerly occupied by MacArthur Park
Restaurant
Location: 16390 Pacific Coast Highway (Formerly MacArthur Park
Restaurant in Peter's Landing)
Mike Connor, Staff Planner, reported that the request to permit a one
day party was continued from January 24, 1992 and had been
readvertised. Staff advised that the applicant requested to change
the date to January 24, 1992 which will require another advertising.
Staff concluded by recommending the request be continued to the
January 22, 1992 Zoning Administrator Meeting.
The applicant was present and agreed to the continuance.
USE PERMIT NO. 91-65 WAS CONTINUED BY THE ZONING ADMINISTRATOR TO
THE ZONING ADMINISTRATOR MEETING OF JANUARY 22, 1992.
ITEM 2: USE PERMIT NO, 91-63
Applicant: Hoag Memorial Hospital Presbyterian

Request: Temporary Outdoor Event for Grand Opening
Celebration on January 25, 1992 pursuant to
Section 9730.64 of the Huntington Beach
Ordinance Code.
Location: 19582 Beach Boulevard
Wayne Carvalho, Staff Planner, reported that the grand opening
celebration will be held on January 25, 1992 from 10:00 AM to 2:00
PM. Staff concluded by recommending approval with findings and
suggested conditions of approval.
THE PUBLIC HEARING WAS OPENED.
Sheri Morken, representing Hoag Memorial Hospital Presbyterian, was
present and concurred with the suggested conditions of approval.
There were no other persons present to speak for or against the
request and the public hearing was closed.
USE PERMIT NO. 91-63 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. THE ZONING
ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TWO
CALENDAR (2) DAYS.
FINDINGS FOR APPROVAL:
1. The temporary outdoor event will not be detrimental to:
a. The general welfare of persons residing or working in the
vicinity.
b. Property and improvements in the vicinity of such use or
building.
2. The granting of Use Permit No. 91-63 will not adversely affect
the General Plan of the City of Huntington Beach.

SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated December 11, 1991 shall be the
conceptually approved layout with the following modifications:
a. All utility connections and locations shall be
depicted on the site plan.
2. Fire access lanes shall be maintained. If fire lane violations
occur and the services of the Fire Department are required, the
applicant will be liable for expenses incurred.
3. The applicant shall obtain clearance from the Public Liability
Claims Coordinator, Administrative Services Department, and/or
shall provide a Certificate of Insurance and Hold Harmless
Agreement to be executed at least five (5) days prior to the
event.
4. All usable parking shall be a minimum of forty (40) feet from
the proposed tent.
5. The proposed tent shall be of fire retardant material. Proof
of Certification shall be submitted to the Fire Department for
approval prior to the tent's installation on the site.
6. The proposed tent shall be secured (to prevent collapsing) to
the satisfaction of the Fire Department.
ITEM 3: CONDITIONAL EXCEPTION No. 91-23

Request: To permit a 120 square foot garage addition to
an existing residence with a sixteen foot (16')
front setback in lieu of twenty two feet (22')
as required by Section 9110.6.
Location: 18071 Freshwater Circle
Mike Connor, Staff Planner, reported that an Area Variance was
approved with the tract for reduced lot sizes (50 x 90 in lieu of 60
x 100) with some properties having a 7-1/2 foot garage setback from
the front property line. A variance was approved in 1983 for a
reduced open space dimension in the rear yard of the subject
property. The proposed addition is in the front of the house.
Staff concluded by recommending approval of the request with the
front setback at 17 feet, instead of the applicant's proposed
sixteen feet,in order to meet a compact car stall size on the
driveway.

Scott Hess, Zoning Administrator, advised that the City's policy is
to not approve any variances for less than a 20 foot setback for
garages and that the Planning Commission's past actions have
supported that policy.
THE PUBLIC HEARING WAS OPENED.
Allen Stroh, the applicant, said the addition is for storage room
which would make the house more livable. He said the house is very
small and does not have storage.
There were no other persons present to speak for or against the
request and the public hearing was closed.
Scott Hess, Zoning Administrator, said he would prefer to continue
the request and recommended the applicant revise plans to
incorporate the addition at the rear of the structure. He said that
on -site parking is critical and a rear addition would be more
compatible with the neighborhood.
Allen Stroh agreed to the continuance stating he would much prefer
to construct the addition in the rear yard.
USE PERMIT NO. 91-23 WAS CONTINUED TO A DATE UNCERTAIN BY THE
ZONING ADMINISTRATOR.
THE MEETING WAS ADJOURNED AT 2:05 PM BY THE ZONING ADMINISTRATOR TO
THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON
WEDNESDAY, JANUARY 22, 1992, AT 1:30 PM.
