REGULAR AGENDA ITEMS: ITEM 1: LOT LINE ADJUSTMENT NO 91-1 (CONTINUED FROM 1/29/92 ZONING ADMINISTRATOR MEETING) Applicant: Farhad Rezai Coast Engineering 17931 Beach Street, #116 Huntington Beach, CA 92647 Request: To adjust the existing lot lines between three (3) existing parcels of Parcel Map 83-555. Parcel 3 will be enlarged to match the approved site plan for Conditional Use Permit No. 91-28 while parcels 1 and 2 will be reduced accordingly. Location: 8052 Adams (Seabridge Village Shopping Center) Wayne Carvalho, Staff Planner, reported that the applicant had requested another continuation to the February 26, 1992 Zoning Administrator meeting to produce the additional information requested by the Zoning Administrator. Staff concurred with the applicant's request. LOT LINE ADJUSTMENT NO. 91-1 WAS CONTINUED BY THE ZONING ADMINISTRATOR TO THE ZONING ADMINISTRATOR MEETING OF FEBRUARY 26, 1992. ITEM 2: USE PERMIT NO, 92-3 Applicant: Paul Roberts 15021 Goldenwest Street Huntington Beach, CA 92647 Request: Temporary Outdoor Event (1 Day) for Oshman's Annual 15 Hour Ski Sale on February 8, 1992 which includes the installation of a forty foot (40') by sixty foot (60') tent in the parking lot. Location: 15021 Goldenwest Street Wayne Carvalho, Staff Planner, reported that the request is for a one day, fifteen hour ski sale. The request includes a 40' x 60' tent in the parking lot. Fire Department & Public Works had been notified and had no concerns other than the standard conditions. Staff concluded by recommending approval with findings and suggested conditions of approval. PUBLIC HEARING WAS OPENED. Paul Roberts, the applicant, was present and advised that the sale would be handled as it had been in the past. Scott Hess, Zoning Administrator, asked if they have experienced problems with circulation at the northerly driveway at the proposed location of the tent. Paul Roberts advised that the access is wide enough for vehicles. There were no other persons present to speak for or against the request and the public hearing was closed. USE PERMIT NO. 92-3 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TWO CALENDAR (2) DAYS. FINDINGS FOR APPROVAL: 1. The temporary outdoor event will not be detrimental to: a. The general welfare of persons residing or working in the vicinity. b. Property and improvements in the vicinity of such use or building. 2. The granting of Use Permit No. 92-3 will not adversely affect the General Plan of the City of Huntington Beach. ZA Minutes - 2/5/92 -2- (2338d) SPECIAL CONDITIONS OF APPROVAL: 1. The site plan received and dated January 17, 1992 shall be the conceptually approved layout. 2. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 3. The applicant shall provide a Certificate of Insurance to the Risk Management Division, Administrative Services Department, to be executed prior to the event. 4. All parking shall be a minimum of forty (40) feet from the proposed tent. In addition, the applicant shall provide an adequate turnaround area for vehicles parked to the north of the tent. 5. The proposed tent shall be of fire retardant material. Proof of Certification shall be submitted to the Fire Department for approval prior to the tent's installation on the site. 6. The proposed tent shall be secured against collapsing to the satisfaction of the Fire Department. ITEM 3• USE PERMIT NO, 92-6 Applicant: Bank of Westminster M. J. Benson, AVP 16900 Goldenwest Street Huntington Beach, CA 92649 Request: Temporary Outdoor Event for one day sale of approximately 8-12 bank owned automobiles on February 8, 1992. This request includes temporary flags and signage. Location: 16900 Goldenwest Street Wayne Carvalho, Staff Planner, reported that the request is for an auction of bank owned automobiles on February 8, 1992 between 8:00 AM and 5:00 PM. Staff advised that Fire and Public Works Departments have no concerns with the request. Staff concluded by recommending approval with findings and suggested conditions of approval. THE PUBLIC HEARING WAS OPENED. Mike Benson, representing the applicant, advised that the sale is not an auction as normally thought, but is conducted by silent bids. There were no other persons present to speak for or against the request and the public hearing was closed. ZA Minutes - 2/5/92 -3- (2338d) USE PERMIT NO. 92-6 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL.
