MINUTES: The Minutes of the February 19, 1992
Zoning Administrator Meeting were
approved.
REGULAR AGENDA ITEMS:
ITEM 1• LOT LINE ADJUSTMENT NO 91-1 (Continued from the January
29, 1992 meeting)
Applicant: Farhad Rezai

Request: To adjust the existing lot lines between three (3)
existing parcels of Parcel Map 83-555. Parcel 3 will
be enlarged to match the approved site plan for
Conditional Use Permit No. 91-28 while parcels 1 and 2
will be reduced accordingly.
Location: 8052 Adams (Seabridge Village Shopping Center)
Mike Connor, Staff Planner, reported that the request was continued
from the January 29, 1992 Zoning Administrator meeting. Staff
advised that the applicant had made repeated attempts to obtain the
reciprocal access and parking agreement and had been unsuccessful.
Staff also advised that attempts to contact the owner of the property
had been unsuccessful.
THE PUBLIC HEARING WAS OPENED.
Farhad Rezai, the applicant, said that the owner of the property
cannot locate the reciprocal access agreement. He advised that he
has researched the Orange County Recorder's Office and was unable to
obtain a copy of the agreement.
There were no other persons present to speak for or against the
request and the public hearing was closed.
Scott Hess, Zoning Administrator, advised that he could not act on
the request without reviewing the agreement. He advised that a title
company could obtain the information.

ZONING ADMINISTRATOR MEETING BY THE ZONING ADMINISTRATOR.
ITEM 2: USE PERMIT NO. 92-7
Applicant: James R. Haskett
19141 Newland Street
Huntington Beach, CA 92648
Request: To permit a 525 square foot addition to an existing
garage with a nonconforming four foot (4') side yard
setback, pursuant to Section 9652(c) of the Huntington
Beach Ordinance Code. The addition will conform with
the required five foot (5') side yard setback.
Location: 19141 Newland Street
Wayne Carvalho, Staff Planner, reported that the requested addition
will comply with the five foot setback and open space requirements.
He advised that an existing shed in the rear yard would require
building permits as there are none on file with the City. He
concluded by recommending approval with suggested findings and
conditions of approval.
THE PUBLIC HEARING WAS OPEN.
There was no one present to speak for or against the request and the
public hearing was closed.
USE PERMIT NO. 92-7 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. THE ZONING
ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
CALENDAR (10) DAYS.
FINDINGS FOR APPROVAL:
1. The establishment and maintenance of the 525 square foot
addition to an existing garage with a nonconforming setback will
not be detrimental to the general welfare of persons residing or
working in the vicinity. There was no one present at the public
hearing in opposition of the request.
2. The granting of Use Permit No. 92-7 will not adversely affect
the General Plan of the City of Huntington Beach as the addition
will not encroach into the required setbacks or open space area.

3. The granting of Use Permit No. 92-7 for a 525 square foot
addition to an existing garage with a nonconforming setback will
not be materially detrimental to the public welfare, or
injurious to property in the same zone classifications. The
proposed addition will conform with the required five foot (5')
side yard setback.
CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
January 30, 1992 shall be the conceptually approved layout.
2. Building permits shall be obtained for the detached shed located
in the rear yard. The shed shall conform with all provisions of
the Huntington Beach Ordinance Code.
3 The Zoning Administrator shall be notified in writing if any
changes in building height, floor area, setbacks, building
elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the
Zoning Administrator has reviewed and approved the proposed
changes. The Zoning Administrator reserves the right to require
that an amendment to the original entitlement be processed if
the proposed changes are of a substantial nature.
4. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
5. Conditions of approval shall be printed verbatim on all working
drawings submitted for plancheck.
6. The Zoning Administrator reserves the right to revoke this Use
Permit No. 92-7 if any violation of these conditions or the
Huntington Beach Ordinance Code occurs.
The Department of Community Development will perform a comprehensive
plan check relating to all Ordinance Code requirements upon submittal
of your completed structural drawings.
