1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke Coastal
Development Permit No. 92-10 if any violation of these
conditions or the Huntington Beach Ordinance Code occurs.
ITEM 7: COASTAL DEVELOPMENT PERMIT NO, 92-5/USE PERMIT NO, 91-58:
Applicant: South Bay Masonry

Fountain Valley, CA 92708
Request: To permit a 9-1/2 foot high fence consisting of a
five foot (5') high retaining wall base and a four
and one-half foot (416") wrought iron fence above to
be constructed along the rear property line
(Roundhill Drive) pursuant to Section 9771(l) and
989.5.3.13(i) of the Huntington Beach Ordinance
Code. In addition, the request includes approval of
a six foot (6') high front courtyard wall to be
constructed with a four foot (41) front setback in
lieu of fifteen feet (159) pursuant to Section
9771(l) of the Huntington Beach Ordinance Code.

Wayne Carvalho, Staff Planner, reviewed the applicant's request.
Staff recommended denial of the 9-1/2 foot fence at the rear
property line and recommended alternative plans approved by the City
Council. Staff further recommended denial of the front courtyard
wall at a four foot (4') front setback and recommended a ten foot
(10') front setback to be compatible with other walls in the harbor
area.
THE PUBLIC HEARING WAS OPENED.
George Smally, the owner of the property, advised that the proposed
wall is lower than a wall two doors from his property, and two of
the most recently constructed walls on Concord Drive are
substantially higher. He said the fence on the rear property line
will prevent teenagers from using_his property as a short cut
between streets. He also advised that there were several homes in
the harbor area with courtyard walls within four feet (4') of the
front property line.
There were no other persons present and the public hearing was
closed. I
