Mayor Silva called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 7 p.m.

(City Council) PUBLIC HEARING - GROWTH MANAGEMENT ELEMENT AND NEGATIVE
DECLARATION NO. 92-3 - ADOPTED - RESOLUTION NO. 6368 - APPROVEQ (440.50)
The Mayor announced that this was the day and hour set for a public hearing to
consider the following:
APPLICATION NUMBER: Growth Management Element and Negative Declaration
No. 92-3
APPLICANT: City of Huntington Beach
LOCATION: City-wide
ZONE: City-wide
REQUEST: To adopt a resolution which incorporates the Growth Management
Element as a mandatory element into the General Plan.
ENVIRQNMENTAL STATUS: Negative Declaration No. 92-3
COASTAL STATUS: Not applicable
Legal notice as provided to the City Clerk's Office by staff had been mailed,
published, and posted.
The City Clerk had received a letter from Jerry Buchanan, Assistant Superin-
tendent, Business Services, Huntington Beach City School District, dated
April 15, 1992 with other material.

The City Clerk presented Resolution No. 6368 for Council adoption — "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING A
GROWTH MANAGEMENT ELEMENT. --
Howard Zelefsky, Planning Director, presented a staff report.
The Mayor declared the public hearing open.
Jerry Buchanan, Assistant Superintendent, Business Services, Huntington Beach
City School District, spoke in opposition to the Growth Management Element as
written and listed six reasons. He stated the schools in the Huntington Beach
School District were at capacity and severely impacted and those needs should
be addressed. He stated that reasonable developer fees should be negotiated.
John Hutt, Community Systems Associates, consultants of Huntington Beach
School District, spoke in opposition to the Growth Management Element as
written and stated that the Community Development Director had a copy of the
amended proposed changes.
Jack Bowland, General Plan Advisory Committee representative, stated he had
not had time to review amendments to the document
Geral _Chapman, General Plan Advisory Committee Vice President, listed six
proposed changes to the General Plan, including paramedic response time; that
additions to intersection lists be approved by Council and that the word
"encouraged" in Section 4 be changed to "required".
There being no one present to speak further on the matter and there being no
further protests filed, either oral or written, the hearing was closed by the
Mayor.
Mike Adams, Community Development Director, responded to the issues that
Gerald Chapman mentioned.
Discussion was held between Jerry Buchanan and Council.
A motion was made by MacAllister, seconded by Kelly, to adopt Negative Declar—
ation No. 92-3 and approve Resolution No. 6368 and return to Council in
ninety days with recommendations from the Growth Management Group and the
School District. The motion carried by the following roll call vote:
AYES: Robitaille, Silva, MacAllister, Kelly
NOES: Green

The City Clerk presented Ordinance No. 3141 for Council approval — "AN
ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH
MUNICIPAL CODE BY ADDING THERETO NEW CHAPTER 12.40 ENTITLED, -REGULATION OF
SHADE TREES`."
The City Clerk presented Resolution No. 6369 for Council adoption — "A
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH ADOPTING THE
28 ARBORICULTURAL AND LANDSCAPE STANDARDS AND SPECIFICATIONS TO SERVE AS GUIDE—
LINES FOR LANDSCAPING AND MAINTENANCE PRACTICES ON PUBLIC PROPERTY AND WHERE
REQUIRED ON PRIVATE PROPERTY."

Ray Silver, Assistant City Administrator, reported and requested that the item
pertaining to Ordinance No. 3141 and Resolution No. 6369 be continued.
A motion was made by Green, seconded by Silva, to continue the item pertaining
to Ordinance No. 3141 and Resolution No. 6369. The motion carried by the
following roll call vote:
AYES: Robitaille, Silva, Green, MacAllister, Kelly
NOES: None
ABSENT: Moulton -Patterson, Winchell
PUBLIC COMMENTS
George Arnold stated that the Council is there to represent the people of
Huntington Beach.
Philig Inglee, Budget Task Force Chairman, recommended that a permanent watch-
dog committee be organized to be utilized in the future. He stated the infra-
structure costs should be taken from a balancing and saving from the budget.
He stated that infrastructure should not be used as an excuse to raise fees.
Discussion was held between Philip Inglee, Mayor Silva, and the City
Administrator.
pave Sullivan, Huntington Beach Tomorrow, spoke in regard to salary spiking to
boost the salary basis on which the retirement income is figured.
The City Administrator stated he had responded to questions relative to figur-
ing retirement in February. He stated there was no evidence of improper
recording and that he was waiting for a report from the Public Employees'
Retirement System.
Bill Rea, Budget Task Force member, stated a five-year strategic plan was
needed to combine the capital expenditure and infrastructure needs.
STUDY SESSION - INFRASTRUCTURE/MANAGEMENT SERVICES INSTITUTE REP RI (MSI}
The City Clerk presented a communication from the City Administrator pertain-
ing to the Infrastructure Needs and Management Services Institute (MSI) Reve-
nue and Cost Analysis dated April 22, 1992.
INFRASTRUCTURE NEEDS - PUBLIC WORKS DIRE
Lou Sandoval, Public Works Director, utilizing pictures presented a staff
report on current damage to the infrastructure. He also reported on the
infrastructure fixed assets. He explained the function of the Public Works
Department with a slide presentation.
Daryl Smith, Park, Tree, and Landscape Superintendent, reported on the subject
and presented slides.
Bob Eichblatt, City Engineer, using the slide projector, demonstrated flooding.
Jeff Renna, Water Operations Manager, reported on the pump station.

Discussion was held between staff and Council pertaining to funding and
provided services.
MANAGEMENT SERVICES INSTITUTE (HSI) REVENUE AND COST ANALYSIS
Doug Ayres, Management Services Institute, presented an overview of priorities
as they fit in with increased revenues for fairness, payment for government
services, and budget control and restraint.
Discussion was held between Council and Mr. Ayres pertaining to privatization
and a maintenance district.

SERVICES
Bob Franz, Deputy City Administrator/Administrative Services, gave a slide
presentation of the Phase I, Implementation Plan of MSI System by
July 1, 1992, revenues for future consideration 1993/94 or thereafter, and
potential uses of new revenues.
Discussion was held between staff and Council pertaining to the cost of
balancing the budget on an individual basis.
CITY ADMINISTRATOR — BALANCED BUDGET GOA,�
The City Administrator reported on the goal of the Management Services
Institute report to be a balanced budget for the city.
DEVELOPMENT FEES — COMNITY DEVELOPMENT DIRECTOR
Mike Adams, Community Development Director, presented a slide report on
comparison development fees.
SUMMARY — CITY ADMINISTRATOR
The City Administrator stated the Phase I implementation would be a small
amount compared to the overall study and that he would be returning to Council
within the 1992/93 fiscal year with a long—term plan.
