The City Clerk opened the adjourned regular meetings of the City Council and
the Redevelopment Agency of the City of Huntington Beach at 5:30 p.m.
ROLL CALL
Present: None
Absent: Robitaille, Moulton -Patterson, Winchell, Silva, Green, MacAllister,
Kelly
Due to the lack of a quorum of the City Council and the Redevelopment Agency
at the 5:30 p.m. adjourned regular meeting, the City Clerk declared the
meetings recessed until 7 p.m.
RECESS
The City Clerk recessed the adjourned regular meetings of the City Council and
the Redevelopment Agency to 7 p.m..
Mayor Silva called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 7 p.m.

Dr. Dwane Dishno, Huntington Beach City School District, distributed material
entitled, "Outline of Presentation to City Council/Planning Commission 7 P.M.,
May 11, 199211, "Enrollment Choices in HBCSD", and "Huntington Beach City
School District Administrative Services".
SCHOOL DISTRICT PRESENTATION
Dr. David Hagan, Huntington Beach Union High School District, gave a presenta—
tion on the district's issues and concerns.
Dr. Gail Wickstrom, Westminster School District, reviewed school sites. She
stated the schools were 30 years old and not eligible for rehabilitation
funds. She stated that an additional challenge for the district was that 37%
of the students were non—English speaking students who learned to speak
English within the school system in 36 months.
Dr. Monte McMurray, Ocean View School District, reviewed the school sites not
being used for schools and stated that there was a penalty -fine on holding
school property after five years. She stated the leases cover the expenses
and penalties.
Dr. Dwayne Dishno, Huntington Beach City School District, presented an over—
view of the schools serving residents of Huntington Beach.
Dr. Ruben Ingram, Fountain Valley School District, stated there had been a
severe enrollment decline and that there was a surplus of schools.
Dr. David Hagan, Huntington Beach Union High School District, spoke pertaining
to high school enrollment projections over the next five years.
SCHOOL DISTRICT ISSUES
The City Clerk presented a communication from the City Administrator dated
May 11, 1992; Subject: Closed/Surplus School Site Issues.
Herb Fauland, Assistant Planner, gave a presentation pertaining to open and
closed schools and parks and he used a wall map that designated the locations.
Discussion was held between Shirley Dettloff, Planning Commissioner; and
Dr. David Hagan, Huntington Beach Union High School District, pertaining to
the process to follow on surplus property.
Councilmember Winchell stated the city and school district could corroborate
the demographics. She stated she would like the development figured in the
demographics. She stated that using the highest density was not the only way
to obtain the best profit.

Councilmember Robitaille suggested a televised meeting with the school
districts be held for public information.
Lahti Cobbs from Ocean View School District stated she believed that the
district was generous with fields and that they cannot afford to provide open
space.
ADJOURNMENT - PLANNING COMMISSION/SCHOOL DISTRICTS
The Planning Commission adjourned to 5:30 p.m., May 19, 1992.
RECESS - REODKVENE
The Mayor called a recess of Council at 9:15 p.m. The meeting was reconvened
at 9:25 p.m.
PUBLIC COMMENTS
George Arnold stated he believed the Huntington Beach city beaches should be
clean for visitors.
Charles r n thanked the Council members for the school district meet-
ing. He stated there was a need for funds in the school district. He stated
that he believed Bolsa Chica was in the same situation as Holly Seacliff.
1992193 BUDGET STUDY SESSION (320.30)
The City Administrator stated there would be a public hearing on June 1, 1992
on the budget, that there could be a subsidiary study session on June 8, 1992
and on June 15, 1992 there would be a proposal for adoption.
Bob Franz, Deputy City Administrator/Administrative Services, stated he would
present a separate report on refuse fees including a survey of other cities.
Councilmember Winchell requested that the report not include cities that
already have a recycling program.
Discussion was held between the City Administrator and Councilmember
MacAllister pertaining to personnel vacancies.
The City Administrator stated there would be a workshop on the budget
June 8, 1992.
CLOSED SESSION
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957.6 to meet with its designated representatives regarding
labor relations matters - Meet & Confer. (120.80)
The Mayor called a Closed Session of City Council/Redevelopment Agency pur-
suant to Government Code Section 54956.9(a) to confer with its attorney
regarding pending litigation - Bloom v City/Agency - OCSCC 67 13 06. (120.80)

The Mayor called a recess of Council at 10:15 p.m. The meeting was reconvened
at 10:30 p.m.
