ZONING ADMINISTRATOR: Scott Hess STAFF MEMBERS: Wayne Carvalho MINUTES: Minutes of the June 17, 1992 and June 24, 1992 Zoning Administrator Meetings were continued to the July 8, 1992 Zoning Administrator Meeting. ITEM 1• ADMINISTRATIVE REVIEW NO, 92-11: Applicant: Kar Kare Parking Systems, Inc. 5622 Research Drive Huntington Beach, CA 92649 Request: To permit the continued use of a seasonal parking lot until September 20, 1992 pursuant to Section 9730.56 of the Huntington Beach Ordinance Code. Location: 21690 Pacific Coast Highway (Southeast corner at Newland) Wayne Carvalho, Staff Planner, reported that the Planning Division had received a written request from the applicant to continue the item for one (1) week because he was unable to attend the scheduled meeting. Staff recommended that the Zoning Administrator continue Administrative Review No. 92-11 to the July 8, 1992 meeting. ADMINISTRATIVE REVIEW NO. 92-11 WAS CONTINUED BY THE ZONING ADMINISTRATOR TO THE NEXT REGULARY SCHEDULED MEETING ON WEDNESDAY, JULY 8, 1992. ITEM 2: CONDITIONAL EXCEPTION NO. 92-1 Applicant: William J. Sullivan 7612 Woodwind Drive Huntington Beach, CA 92647 Request: To permit a seven (7) square foot dumbwaiter (elevator) to be allowed within the required open space area, reducing the open space to 218 square feet on the ground in lieu of the required 225 square feet pursuant to Section 9130.9(a) of the Huntington Beach Ordinance Code. Location: 202 Nineteenth Street Wayne Carvalho, Staff Planner, reported that the applicant had requested a continuance of the item as he was not going to be able to attend the meeting. Staff recommend that the item be continued and that the item be adverstised. CONDITIONAL EXCEPTION NO. 92-18 WAS CONTINUED BY THE ZONING ADMINISTRATOR TO THE NEXT REGULARY SCHEDULED MEETING ON WEDNESDAY, JULY 8, 1992. ITEM 3: CONDITIONAL EXCEPTION NO, 92-24: Applicant: George D. Wittman/Architect 1318 N. Crescent #211 West Hollywood, CA 90046 Request: To permit a three (3) foot exterior sideyard setback for a 91 square foot room addition in lieu of the code required ten (10) feet pursuant to Section 9110.7(b) of the Huntington Beach Ordinance Code. Location: 16707 Graham Street Wayne Carvalho, Staff Planner, reported that the legal advertisement was sent in error. Staff recommended that the item be continued and that the item be readvertised. CONDITIONAL EXCEPTION NO. 92-24 WAS CONTINUED BY THE ZONING ADMINISTRATOR TO THE NEXT REGULARY SCHEDULED MEETING ON WEDNESDAY, JULY 8, 1992. PURSUANT TO GOVERNMENT CODE SECTION NO. 54954.2, THE NEED TO TAKE ACTION AROSE SUBSEQUENT TO THE AGENDA BEING POSTED ON THE FOLLOWING: ITEM 4: USE PERMIT NO. 92-41: Applicant: The Trading Post 6952 Warner Ave. Huntington Beach, CA 92647 1 ZA Minutes - 7/l/92 -2- (3800d) Property Owner: Fred Lane 2002 Stradella Road Los Angeles, CA 90077 Request: To permit a Temporary Outdoor Event for a trailer/parking lot sale from July 3 through July 5, 1992 pursuant to Section 9730.64 of the Huntington Beach Ordinance Code. Location: 6952 Warner Ave. Wayne Carvalho, Staff Planner, reported that the request is for a three (3) day temporary outdoor event for a parking lot/trailer sale. Staff recommended approval with suggested findings and conditions. USE PERMIT NO. 92-41 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TWO CALENDAR (2) DAYS. FINDINGS FOR APPROVAL: 1. The temporary outdoor event will not be detrimental to: a. The general welfare of persons residing or working in the vicinity. The trailer will be located within parking stalls and will not restrict access to businesses or circulation on site. b. Property and improvements in the vicinity of such use or building. 2. The granting of Use Permit No. 92-41 will not adversely affect the General Plan of the City of Huntington Beach. The trailer is an adjunct use to the retail store which is a permitted use designation of the General Plan. SPECIAL CONDITIONS OF APPROVAL: 1. The site plan received and dated June 25, 1992 shall be the conceptually approved layout. 2. Fire access lanes shall be maintained. If fire lane violations occur and the services of the Fire Department are required, the applicant will be liable for expenses incurred. 3. Fire access lanes shall be a minimum with of (20) twenty feet. 4. The applicant shall obtain all necessary Fire Department permits and comply with all provisions of Article 32 of the Uniform Fire Code. ZA Minutes - 7/l/92 -3- (3800d) 5. The applicant's request shall include necessary permits for balloons and temporary signs. 6. Fire extinguishers shall be provided in number and locations specified by the Fire Department. INFORMATION OF SPECIFIC CODE REQUIREMENTS: 1. The event shall comply with all applicable provisions of the Ordinance Codes, Building Division and Fire Department. 2. The applicant shall meet all applicable local, State and Federal Fire Codes, Ordinances and standards. 3. The Zoning Administrator reserves the right to revoke Use Permit No. 92-42 if any violations of these conditions or the Huntington Beach Ordinance Code occurs. 4. The applicant shall submit all future temporary outdoor event applications a minimum of thirty (30) days prior to the event. Failure to provide adequate notice shall result in denial of the request.
