ACTING ZONING ADMINISTRATOR: STAFF MEMBERS: MINUTES• Room B-6 - Civic Center 2000 Main Street Huntington Beach, California Scott Hess Wayne Carvalho The Minutes of the July 1, 1992 and July 8, 1992 Zoning Administrator Meetings were approved. ITEM 1• TENTATIVE PARCEL MAP NO. 92-185 Applicant: James Hetzler P. O. Box 91 Rancho Santa Fe, CA 92067 Request: To subdivide a 37,200 sq. ft. industrial parcel into two (2) lots pursuant to Section 9920 of the Huntington Beach Ordinance Code. Location: 17750 and 17780 Gothard Street Wayne Carvalho, Staff Planner, advised that both of the lots meet code requirements. Staff recommended approval with the standard conditions of approval along with a twenty (20) foot non -buildable easement to the north of the building located at 17780 Gothard to meet Building Division requirements. THE PUBLIC HEARING WAS OPENED. James Hetzler, the applicant, advised that employee parking will be assigned with twenty spaces for the larger building and fifteen for the smaller. There were no other persons present to speak for or against the request and the public hearing was closed. TENTATIVE PARCEL MAP NO. 92-185 WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. FINDINGS FOR APPROVAL: 1. The proposed subdivision of two (2) parcels for purposes of industrial use is in compliance with the size and shape of property necessary for that type of development. 2. The General Plan has set forth provisions for this type of land use as well as setting forth objectives for implementation of this type of use. The property was previously studied for this intensity of land use at the time the land use designation for General Industrial allowing industrial buildings was placed on the subject property. 3. The size, depth, frontage, street width and other design and improvement features of the proposed subdivision are developed in compliance with standards, plans and specifications on file with the City as well as in compliance with the State Map Act and supplemental City Subdivision Ordinance. CONDITIONS OF APPROVAL: TO BE COMPLETED PRIOR TO USE OR OCCUPANCY OF SAID PARCEL(S) FOR ANY PURPOSE: 1. The Tentative Parcel Map received by the Department of Community Development on June 8, 1992 shall be the conceptually approved layout with the following modification: a. Reciprocal parking easements shall be added to the driveway easements and shall be denoted on the Final Parcel Map. Parking distribution shall be in accord with the Huntington Beach Ordinance Code. 2. A parcel map shall be filed with and approved by the Department of Public Works and recorded with the Orange County Recorder. A copy of the recorded parcel map shall be filed with the Department of Community Development. 3. The subject properties shall provide reciprocal driveway and parking easement(s) between properties. A copy of the legal instrument shall be approved by the Community Development Department and the City Attorney as to form and content and, when approved, shall be recorded in the Office of the County Recorder. The property owner shall provide a twenty (20) foot non - buildable easement to the north of the building on Parcel 2 (17780 Gothard Street) to meet Building Division requirements. 5. All vehicular access rights along Gothard Street and Belva Drive shall be dedicated to the City of Huntington Beach except at locations approved by the Zoning Administrator. ITEM 2• USE PERMIT NO 89 49 (Six Month Extension of Time Applicant/ Robert Stellrecht Property Owner: 5500 Bolsa Avenue, Suite 100 Huntington Beach, CA 92649 Request: To permit a six (6) month extension of time for Use Permit No. 89-49, a request to permit the construction of a five (5) unit apartment complex pursuant to Section 9120.1(c) of the Huntington Beach Ordinance Code. Location: 7791 Glencoe Ave. Wayne Carvalho, Staff Planner, reported that the original use permit for the apartment complex was approved in 1987; however was not constructed, and the permit expired in 1988. In 1989, a second use permit was approved for the complex with two subsequent extensions of time. The original property owner passed away and the property was purchased in March of 1992 (as an approved site for the five unit apartment complex) by the current applicant. The use permit expired in April of 1992 prior to the new owners obtaining building permits. THE PUBLIC HEARING WAS OPENED. Robert Stellrecht, the applicant, was present and requested approval. There were no other persons present to speak for or against the request and the public hearing was closed. USE PERMIT NO. 89-49 (SIX MONTH EXTENSION OF TIME WAS APPROVED BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND ADDED CONDITIONS OF APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS. Conditions of Approval: 1. All previous conditions remain in effect. 2. Modify the floor plans to convert the two, three bedroom units to two bedroom units. This can be achieved by redesigning the ground floor bedroom so one wall is more than 50% open to an adjoining room.
