APPLICANT: Gary Gorman, Huntington Beach Wetlands Conservancy
LOCATION: 21900 Pacific Coast Highway (Northwest corner at
Newland Avenue in front of the Edison Power Plant)
The Huntington Beach Wetlands Conservancy proposes to develop a
Wetlands Information and Wildlife Care Center on a vacant 1.73 acre
site at Newland Street and Pacific Coast Highway. The project will
be open to the public but will consist primarily of surgical and
rehabilitation care for local sick and injured wildlife.
The property owner, Southern California Edison, is leasing the site
to the Wetlands Conservancy for a temporary, three (3) year period
in order to retain the land for future use. The applicant,
therefore, is proposing temporary modular buildings and a crushed
aggregate ground cover in -lieu of permanent buildings and standard
paving.
STAFF RECOMMENDATION:
Planning staff recommends continuance of Conditional Use Permit
No. 92-1 and Negative Declaration No. 92-7 in order to re -notify the
surrounding property owners.

Tentative Parcel Map No. 92-175/Conditional Exception No. 92-22 is a
request to permit a subdivision of one (1) 7,290 square foot lot
into two (2) 27 foot by 135 foot lots (3,577 square feet each) for
development of two (2) single family homes. The request consists of
variances for reduced lot size (minimum 6,000 square feet required)
and lot width (minimum 60 feet required) pursuant to Section 9120.2
of the Huntington Beach Ordinance Code.
STAFF RECOMMENDATION:
The applicant has submitted a written request to continue the item
to a date uncertain in order to discuss alternatives with staff.
The applicant has indicated that he will be unable to attend the
scheduled hearing. Planning staff recommends that the Planning
Commission continue Tentative Parcel Map No. 92-175, Conditional
Exception (Variance) No. 92-22 and Negative Declaration No. 92-22 to
a date uncertain. Legal notices will be sent to advertise for the
new hearing date.

condominium project and two (2) commercial buildings totaling 47,774
square feet on 3.8 net acres, located on a two (2) block project
area between Sixth and Main Streets, and Walnut and Pacific Coast
Highway.

STAFF RECOMMENDATION:
Planning staff is recommending a continuance of this item to the
next meeting of the Planning Commission on August 4, 1992 as
requested by the applicant. This will allow time for the applicant
to revise the plans to bring them into greater conformance with the
Downtown Specific Plan.

LOCATION: Southeast corner of Warner Avenue and Oak Lane
The project is located within a 1.2 acre vacant lot on the southeast
corner of Warner Avenue and Oak Lane. The purpose of the request is
to determine if the disposition of property for the purposes of
acquiring a water well site is in conformance with the General Plan.
STAFF RECOMMENDATION:
Planning staff recommends approval of the request. The
recommendation is based upon the fact that the request is consistent
with land use and community facility policies of the General Plan.
Specifically, the disposition will allow the City to provide an
additional water source.

FINDINGS FOR APPROVAL - GENERAL PLAN CONFORMANCE NO. 92-5:
1. The proposed project is in conformance with the General Plan,
specifically the following policies:
A. Community Facilities: Promote the provision of adequate
community facilities. The approval of General Plan
Conformance No. 92-5 will allow the City to provide an
additional water source to its citizens.
B. Land Use: Provide utility systems to meet projected
demands. Approval of General Plan Conformance No. 92-5 will
allow the City to provide water for future growth.
CONDITIONS OF APPROVAL - GENERAL PLAN CONFORMANCE NO. 92-5:
1. A covenant shall be recorded which requires that the remaining
portions of Parcels 1 and 2 be held in common ownership with and
developed with Parcel 4.
2. Access to the sites shall be from the alley only.
C-2 GENERAL PLAN CONFORMANCE NO. 92-2:
APPLICANT: City of Huntington Beach
LOCATION: Northwest corner of Alabama Street and Atlanta
Avenue
General Plan Conformance No. 92-2 is a request by Administrative
Services to surplus and dispose of 2,964 square feet of property
located at the northwest corner of Alabama Street Street and Atlanta
Avenue in the Townlot Specific Plan. The property is a remnant of
two parcels which were acquired by the City for which were acquired
by the City for right-of-way for the Orange/Atlanta intersection.
The remnants are not needed for parkway. If declared surplus, they
could be consolidated with the property to the north to create a
larger buildable lot which would allow one additional dwelling
unit. Due to access and configuration constraints, the remnant
parcels will not be developable by themselves but must be developed
in conjunction with the adjacent lot.
STAFF RECOMMENDATION:
Staff is recommending approval of the General Plan Conformance
request.

FINDINGS FOR APPROVAL - GENERAL PLAN CONFORMANCE NO, 92-1:
1. The proposed project is in conformance with the General Plan,
specifically, the following policies:

a. Housing: Ensure the adequate provision of housing for all
economic segments of the community. The approval of
General Plan Conformance No. 92-2 may allow the subject
property to be combined with an adjacent lot in order to
allow an additional dwelling unit to be constructed.
b. Housing: Assure the adequate provision of sites for
housing. The approval of General Plan Conformance No. 92-2
will provide the opportunity for an additional housing site
to be created by combining the subject parcel with another
lot.
C. Land Use: Encourage and maintain a well balanced variety
of residential densities and uncrowded living
environments. By approving General Plan Conformance No.
92-2, the property would be made available either for use
as additional developable area or for modification of the
existing single family home on the adjacent lot into a
legal duplex.
d. Circulation: Develop a system

NO. 91-30:
Applicant: City of Huntington Beach

The applicant is requesting a one (1) year extension of time for the
above referenced entitlements which were approved by the Planning
Commission on August 20, 1991. These approvals permitted the
operation of the Huntington Beach Art Center out of an existing
building 2t 538 Main Street. A conditional exception (variance) to
allow a reduction of one hundred three (103) parking spaces and the
use of Botts Dots pavement markings in -lieu of the required striping
dimensions was also approved by the Planning Commission at that time.
The applicant, the Community Services Department, has indicated that
the project will go out to bid in September with construction
beginning sometime in November. Conditional Use Permit No. 91-36
and the other related entitlements will expire on August 30, 1992,
thus, the one (1) year extension of time has been requested and
should be sufficient to start construction on the project.
The proposed project has not been altered or changed in any
substantial way since the request was approved in August, 1991.
Staff supports the one year extension of time request with the
recommendation that all previous conditions of approval remain in
effect.
STAFF RECOMMENDATION:
Staff recommends that the Planning Commission approve a one (1) year
extension of time to August 30, 1993, for Conditional Use Permit No.
91-36, Coastal Development Permit No. 91-18, and Conditional
Exception (Variance) No. 91-30 with all previous conditions of
approval to remain in effect.

E. PLANNING COMMISSION ITEMS/INOUIRIES
Commissioner Bourguignon - asked staff what could be done about
changing the standard for buildings downtown being only pink and
flat.
Staff explained that the Planning Commission could write a letter to
the City Council requesting that they re -visit and change the
Downtown Design Guidelines.
Commissioner Richardson - action Chairperson appointed Commissioner
Dettloff as an alternative to the Subdivision Committee and
Commissioner Inglee as an alternative to the GPAC Committee.
F. COMMUNITY DEVELOPMENT ITEMS
Howard Zelefsky, Planning Director, reiterated action taken at the
July 20, 1992 City Council meeting.
