Mayor Silva called the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to order at 5:30 p.m.

CLOSED SESSION
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957 to consider personnel matters - (City Administrator's
Contract. (120.80)
The Chairman called a Closed Session of the Redevelopment Agency pursuant to
Government Code Section 54956.8 to give instructions to its negotiator regard-
ing negotiations with Coultrup Development Corporation concerning the
purchase/sale/exchange/lease of the property located between Main Street,
Pacific Coast Highway and 5th and Walnut - Main -Pier Phase II. (120.80)
RECESS - RECONVENE
The Mayor called a recess of Council at 5:35 p.m. The meeting was reconvened
at 6:55 p.m.
PUBLIC COMMENTS
Gene tt requested a response from the City Attorney and Councilmembers to
his questions pertaining to the conflict of interest law prior to any dis-
cussion of the Coultrup project. He distributed a communication dated
August 31, 1992 that included his questions to the City Clerk, Councilmembers,
and the City Attorney.

Thomas Donev commended Council for the completion of the pier and spoke
pertaining to the cleanliness of the pier. He stated it was dirty due to
fishing and bait preparation and that it should be cleaned weekly with a
pressurized cleaning system. He suggested that fishermen pay 50¢ to fish on
the pier and that fishing should not be allowed at the end of the pier.
Carolyn Fizer expressed her concerns pertaining to the 50 mph speed limit on
Bushard being unsafe for children attending school. She stated the speed
should be reduced on Bushard between Adams and Atlanta and that a sign should
be posted from Indianapolis to Atlanta.
In response to Councilmember Kelly, the City Attorney stated she would return
with a report September 8, 1992.
Councilmember Kelly requested that the information pertaining to speed limits
would be sent to Carolyn Fizer.
Councilmembers Moulton -Patterson and MacAllister requested that the report be
prepared as soon as possible.
Brian Rechh5 tginer requested that the speed limit between Brookhurst and
Bushard be lowered. He stated that five schools were affected by the existing
high speed limit.
Margot Fine5tone, Sowers Middle School PTSA President, stated there were 1,200
students who commute on Bushard and Brookhurst between 8 a.m. and 9 a.m. and
from 2:15 p.m. to 3:15 p.m.
George Arnold expressed his concerns pertaining to policies of the city.
Mark Porter spoke pertaining to Mayor Silva's vote on the Surfcrest project.
Councilmember MacAllister spoke pertaining to traffic speed limits.
Mayor Silva responded to Ms rk Porter's comments.
In response to the City Administrator's inquiry, the Community Services
Director stated a report pertaining to pier regulations would be prepared and
presented at a later date.
Councilmember Kelly stated that fishing on the pier was encouraged.

The Mayor announced that this was the day and hour set for a joint public
hearing for the purpose of considering approval of a Disposition and Develop-
ment Agreement by and among the Redevelopment Agency of the City of Huntington
Beach and Jon Coultrup and Birtcher Real Estate Limited, as developer.
Legal notice as provided to the City Clerk's Office by staff had been mailed,
published, and posted. No communications or written protests were received on
the matter.
The City Administrator presented a recommendation to open the joint public
2 2 9 hearing and continue to September 21, 1992 for the conclusion of negotiations.

The Mayor declared the public hearing open.
A motion was made by Green, seconded by Silva, to continue to
September 21, 1992 the opened joint public hearing on the Disposition and
Development Agreement, and to delay consideration: of the Disposition and
Development Agreement until the entitlements for the project have been
completed, and to continue the review and staff direction provision regarding
the proposed Affordable Housing Plan for the Main -Pier Phase II (Coultrup)
Project. The motion carried by.the following roll call vote:

Redevelopment Agency) MAIN —PIER PHASE II AFFORDABLE HOUSING PLAN -- CONTINUED
TO 9/21/92 — (COULTRUP PROJECT)
The City Clerk presented a communication from the Economic Development
Director regarding an Affordable Housing Plan for Main -Pier Phase II
(Coultrup) Project.
The item pertaining to the Main -Pier Phase II Affordable Housing Plan was
continued to September 21,1992 in the previous motion made by Green, seconded
by Silva, and carried unanimously.

TO OWNER PARTICIPATION_ AGREEMENT APPROVED - RES NO 6422 - ADOPTED -
RES NO 231 - ADOPTED - ABDELMUTI DEVELOPMENT COMPANY - MAIN -PIER REDEVELOPMENT
PROJECT AREA (600.30)
The Mayor announced that this was the day and hoar set for a joint public
hearing for the purpose of considering approval of a Second Amended Owner
Participation Agreement by and among the Redevelopment Agency of the City of
Huntington Beach and Abdelmuti Development Company.
Legal notice as provided to the City Clerk's Office by staff had been mailed,
published, and posted. No communications or written protests were received on
the matter.
The City Clerk presented Resolution No. 6422 for Council adoption -- "A
RESOLUTION OF THE CITY OF HUNTINGTON BEACH APPROVING THE LEASING OF REAL
PROPERTY AND FINANCING OF CONSTRUCTION OF PUBLIC IMPROVEMENTS PURSUANT TO A
SECOND AMENDMENT TO OWNER PARTICIPATION AGREEMENT BY AND AMONG THE REDEVELOP-
MENT AGENCY OF THE CITY OF HUNTINGTON BEACH AND ABDELMUTI DEVELOPMENT
COMPANY."
The Clerk presented Resolution No. 231 for Agency adoption - "A RESOLUTION
OF THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH APPROVING THE
LEASING OF REAL. PROPERTY AND FINANCING OF CONSTRUCTION OF PUBLIC IMPROVEMENTS
PURSUANT TO A SECOND AMENDMENT TO OWNER PARTICIPATION AGREEMENT BY AND AMONG
THE REDEVELOPMENT AGENCY OF THE CITY OF HUNTINGTON BEACH AND ABDELMUTI
DEVELOPMENT COMPANY."

staff report.

The Mayor declared the public hearing open.
There being no one present to speak on the matter and there being no protests
filed, either oral or written, the hearing was closed by the Mayor.
A motion was made by Kelly, seconded by Silva, to adopt Resolution No. 6422
and Resolution No. 231 authorizing the execution and implementation of the
Second Amendment to the Owner Participation Agreement, to approve the reallo—
cation of $620,000 from Redevelopment Funds previously allocated to cover
business losses for this project, the balance of $940,000 will revert to the
Main —Pier fund balance, and to authorize the Chairman and Clerk of the Agency
to execute the lease with Robert Koury Properties and the lease with Abdelmuti
Development. The motion carried by the following roll call vote:

The City Clerk presented a communication dated August 31, 1992 from Ron Hagan,
Community Services Director, regarding the Huntington Central Park Specific
Use Plan.
Ron Hagan, Community Services Director, presented a staff report.
Jim Engle, Community Services Deputy Director, presented a detailed slide
report pertaining to the Huntington Central Park Specific Use Plan.
By consensus of Council the report given on the Huntington Central Park
Specific Use Plan was received and filed.
ADJOURNMENT — COUNCILIREDEVELOPMENT AGENCY
Mayor Silva adjourned the regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to Tuesday,
September 8, 1992 at 5:30 P.M., Room B--8, Civic Center.
