A. ORAL COMMUNICATIONS (4 MINUTES PER PERSON, NO DONATING OF
TIME TO OTHERS) Anyone wishing to speak must fill out and
submit a form to speak prior to Oral Communication or Public
Hearing items. No action can be taken by the Planning
Commission on this date, unless agendized.
Mike Fergusen, stated his concerns regarding increased traffic
and traffic noise in the Old World area.
B. PUBLIC HEARING ITEMS
B-1 DOWNTOWN SPECIFIC PLAN CODE AMENDMENT/"VILLAGE CONCEPT" AND
DOWNTOWN PARKING MASTER PLAN:
APPLICANT: City of Huntington Beach, 2000 Main Street,
Huntington Beach, CA 92648
REQUEST: Downtown Specific Plan rewrite and Parking Master
Plan.
Presented for the Planning Commission's consideration is the
Downtown Specific Plan rewrite and Parking Master Plan. The report
is divided into four (4) sections which comprise the Downtown Master
Plan. Section I describes the intent and purpose of the "Village
Concept" and what the City should expect to achieve. Section II, of
the report provides the Commission with an annotated list of the
proposed changes to the Downtown Specific Plan. Section III is the
legislative strike out version of the Downtown Specific Plan.
Section IV is the supporting analysis to implement the Downtown
Parking Master Plan. Your attention should also be given to the new
provisions included in the Downtown Specific Plan general provisions
section that provide incentives for affordable housing projects.
STAFF RECOMMENDATION:
Take public testimony and discussion and continue Downtown Specific
Plan Code Amendment/"Village Concept" and Downtown Master Parking
Master Plan with the public hearing open to the October 6, 1992
Planning Commission meeting.
THE PUBLIC HEARING WAS OPENED.
Robert Mandic, 1112 Main Street, stated his concerns with the
density going down in Districts 1 through 6 and the gross versus net
site area calculations for density in Districts 7 and 8.
Terry L. Olson, 611 - 6th Street, was concerned with the impacts on
parking if 6th Street is red curbed and feels commercial in District
6 will not be viable.
Gus Zisakis, 611 - 6th Street, stated he was opposed to any changes
in the Downtown Specific Plan or General Plan.
Dick Harlow, 211 Main Street, stated his support of the affordable
housing and shared parking concept in the Downtown Specific Plan.
Mr. Harlow stated his concern with loss of retail sales in the City
and that additional commercial opportunities are needed.
THE PUBLIC HEARING WAS CONTINUED OPEN TO THE PLANNING COMMISSION
MEETING OF OCTOBER 6, 1992.
A MOTION WAS MADE BY SHOMAKER, SECOND BY BOURGUIGNON, TO CONTINUE
DOWNTOWN SPECIFIC PLAN CODE AMENDMENT, "VILLAGE CONCEPT" AND
DOWNTOWN PARKING MASTER PLAN WITH PUBLIC HEARING OPEN TO THE
OCTOBER 6, 1992 PLANNING COMMISSION MEETING TO ALLOW FOR FURTHER
REVIEW, BY THE FOLLOWING VOTE:
AYES: Inglee, Bourguignon, Shomaker, Dettloff, Newman, Leipzig
NOES: None
ABSENT: Richardson
ABSTAIN: None
