Zoning Administrator Meetings were
continued to the January 6, 1993
Zoning Administrator Meeting.
ITEM 1: USE PERMIT NO. 92-29 (Six Month Review)
Applicant: Juan Navarro
2020 Florida Street, Unit B
Huntington Beach, CA 92648
Request: Six month review for the establishment of a
state licensed recycling center (mobile
container 8' X 21' X 81).
Location: 19731 Beach Blvd.
Wayne Carvalho, Staff Planner, reported that the item was a six
month review of a Use Permit which was approved to allow the
establishment of a recycling center at the above location. Staff
said that the abutting property owners and persons present at the
original public hearing were notified of the meeting. Staff
reported that several calls were received from citizens who were
concerned about the location of the bin. Code Enforcement also had
two complaints on record; one was regarding graffiti and the other
on operating past the approved hours of operation. Staff said the
complaints resulted in violations which had been complied with.
THE PUBLIC HEARING WAS OPENED.
Mel Heckman, 303 Alabama, said he is a part owner and manager of the
Sierra Apartments which is located adjacent to the recycling
center. He was opposed to the business because he felt that drug
deals may occur on the site.
Marlene Burris, 419 Main Street, was opposed to the business because
they operate as late as 8:30 and 9:00 PM.
Kirk Kirkland, 2217 Florida Street, said he visited the recycling
center recently and felt that the operators were doing a very good
job. However, due to the location, he was opposed to the business.
He suggested that the business be relocated to Newland Center. He
also was concerned because the vans used in the business are in poor
and non -operating condition and are parked on the City streets.
Dave Burris, 419 Main Street, said he owns property on Jay Circle.
He said that the subject business should not be in a residential
area as it often emits unpleasant odors.
Carol Van Asten, 721 Utica, was opposed to the center because of the
step vans used in the business. She said the vans are in poor
condition and are an eye -sore to the community as they and are
always parked on the streets.
Frank Puccilli, 2402 Florida Street No. 6, said he had lived on
Florida for thirteen years and is a member of the Florida/Utica Task
Force. He said the recycling business is a serious detriment to
anyone trying to rent units. Tenants do not want to live adjacent
to a recycling bin.
Haydee Tillotson, 15272 Bolsa Chica Road, said that there are
adequate recycling centers throughout the City. She said that
property owners in the area are trying to upgrade the neighborhood
and this type of business brings the neighborhood down. She said
she would be opposed to any recycling business in a residential
neighborhood.
Mrs. Navarro, owner of the business, said the trucks are used to
take the cans from her recycling center to Los Angeles for recycling
and are emptied every day. She said she was looking for a location
to park her trucks.
Frank Joseph, 2207 Florida, was opposed to the business. He said if
the business is allowed, a No Loitering Sign should be posted
because people congregate at the center. He said that the recycling
center at Ralph's on Beach has a truck that picks up their recycling
materials. He suggested that Mrs. Navarro get into a situation
where someone picks up the materials.
Dave Burris, 419 Main Street, said that the recycling business is
lowering the quality of life in the neighborhood. He again stated
that the business would be more appropriate if located at Newland
Center.

Mrs. Navarro said that the recycling license is issued from
Sacramento and it is only for the approved location.
Jake Karina who lives on Florida said there is a lot more activity
going on in the alley with people going through trash cans since the
business went in. He also said that it appears that there is an
increased number of break-ins in the area.
There were no other persons present to speak for or against the
request and the public hearing was closed.
USE PERMIT NO. 92-29 WAS REVOKED BY THE ZONING ADMINISTRATOR WITH
THE FOLLOWING FINDINGS THE ZONING ADMINISTRATOR STATED THAT THE
ACTION TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE
PLANNING COMMISSION WITHIN TEN CALENDAR (10) DAYS.
FINDINGS FOR REVOCATION OF USE PERMIT 92-29:
1. After the monitoring of the maintenance and operation of the
Recycling Center for six (6) months, it has been determined
that the use has been detrimental to:
a. The general welfare of persons residing or working in the
vicinity. The Recycling Center creates noise and odors for
the tenants residing and working in the vicinity.
Furthermore, there is no buffer from the residential
property.
b. Property and improvements in the vicinity of such use. The
recycling bin is situated in close proximity to apartment
buildings and is incompatible with the adjacent residential
development.
THE MEETING WAS ADJOURNED AT 2:20 PM BY THE ZONING ADMINISTRATOR TO
THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON
WEDNESDAY, JANUARY 6, 1993 AT 1:30 PM.
