Mayor Winchell called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order at 5:30 p.m. ROLL CALL PRESENT: Robitaille, Bauer, Moulton -Patterson, Winchell, Silva, Sullivan, Leipzig ABSENT: None CLOSED SESSION The Clerk called a Closed Session of the Redevelopment Agency pursuant to Government Code Section 54956.8 to give instructions to its negotiator regard- ing negotiations with Coultrup Development Corporation concerning the purchase/sale/exchange/lease of the property located between Main Street, Pacific Coast Highway and 5th and Walnut - Main -Pier Phase II. (400.50) The Clerk called a Closed Session of the Redevelopment Agency pursuant to Government Code Section 54956.8 to give instructions to its negotiator regard- ing negotiations with Tom Wells and Driftwood Mobile Home Owners Association concerning the purchase of the property located at Central Park and former Mushroom Farm - Golden West and Ellis and Mobile Homes at Driftwood. (400.50) RECESS - RECONVENE The Mayor called a recess of Council at 5:35 p.m. The meeting was reconvened at 6:30 p.m. PUBLIC COMMENTS There were no public comments. 17' Page.2 - Council/Agency Minutes - 1/25/93 (City Council) ORDINANCE NOS. 3179 & 3180 - CONTINUED TO 2/1/93 - AMENDS ARTICLE 960 (580.60) The City Clerk presented Ordinance No. 3179 for Council adoption - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH AMENDING CHAPTER 9602.3 OF THE HUNTINGTON BEACH ORDINANCE CODE RELATING TO RESIDENTIAL. (Amends Article 960 and the Downtown Specific Plan related to parking provisions - Local Coastal Program Amendment No. 2091. The City Clerk presented Ordinance No. 3180 for Council adoption - "AN ORDINANCE OF THE CITY OF HUNTINGTON BEACH AMENDING THE HUNTINGTON BEACH DOWN- TOWN SPECIFIC PLAN CONCERNING PARKING'AND LANDSCAPING REQUIREMENTS." (Amends Article 960 and the Downtown Specific Plan related to parking provisions - Local Coastal Program Amendment No. 2091. Resolution No. 6441, corresponding to the above ordinances, was adopted on 1/4/93 following the public hearing and introduction of Ordinance Nos. 3179 and 3180) - Resolution No. 6441 accepting the California Coastal Commission's action to approve Local Coastal Program Amendment No. 2-91 as modified - "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HUNTINGTON BEACH APPROVING LOCAL COASTAL PLAN AMENDMENT (LCPA) 2-91 OF JULY 7, 1992." The City Clerk presented a communication from Huntington Beach -Fountain Valley Association of Realtors included. The Community Development Director presented a staff report and recommended deferral of Ordinance Nos. 3179 and 3180 to the February 1, 1993 Council meeting. A motion was made by Rob itaille, seconded by Sullivan, to continue Ordinance Nos. 3179 and 3180 to February 1, 1993. The motion carried by the following roll call vote: AYES: Robitaille, Bauer, Moulton -Patterson, Winchell, Silva, Sullivan, Leipzig NOES: None ABSENT: None Driftwood Buyout Action to be Taken at Regular Meeting Mayor Winchell stated the Driftwood buyout action would be taken at a regular Council meeting. REVIEW OF CITY GOALS AND OBJECTIVES (120.30) The City Administrator presented a review of the adopted city goals and objectives using slides. REVIEW OF FINANCIAL STATUS OF CITY (310.20) The City Administrator presented a review of the financial status of the city using slides. Councilmember Sullivan suggested a city audit by a major accounting firm. The _ City Administrator stated that staff would return to Council with a proposal for implementation for Council consideration., 176 Page 3 - Council/Agency Minutes - 1/25/93 I Discussion was held between Council and staff pertaining to the MSI study implementation, continuance of a Citizens' Budget Task Force, and a suggested review of privatization of services. The City Administrator explained the Selective Hiring Freeze. RECESS - RECONVENE The Mayor called a recess of Council at 8:35 p.m. The meeting was reconvened at 8:45 p.m. REVIEW OF WATERFRONT PROJECT (410.20) The City Clerk presented a communication from the Economic Development Director transmitting a City Council Briefing Book regarding The Waterfront Project dated January 20, 1993. (Complete copy of attachments on file in the City Clerk's Office.) Ray Silver, Assistant City Administrator, presented material pertaining to the Waterfront Project and Driftwood. Mike Adams, Community Development Director, presented a staff review of the history of the Waterfront project using a wall sketch. Ray Silver, Assistant City Administrator, presented a slide report on the developer responsibilities and the Council actions taken. (City Council/Redevelopment Agency) BUDGET AMENDMENT - CONTINUED FROM 1/19/93 MEETING - FY 1992/93 - $1,000,000 FOR DRIFTWOOD ANNUAL BUYOUTS (320.45) The City Clerk presented a communication received from the Economic Development Director regarding an amendment to the FY 1992/93 budget of $1,000,000 for the annual Driftwood buyouts per the Driftwood Acquisition and relocation agreement. Ray Silver, Assistant City Administrator, presented a slide report on Council actions pertaining to Driftwood Annual Buyouts.
