HomeMy WebLinkAbout1993-02-051 MINUTES CITY COUNCIL/REDEVELOPMENT AGENCY Room B-8, Civic Chamber Huntington Beach, California Monday, February 5, 1993 Mayor Winchell called the adjourned regular meetings of the City Council and the Redevelopment Agency of the City of Huntington Beach to order in the Chamber of Commerce Conference Room, Suite 200, 2100 Main Street at 3:00 p.m. CITY QWNCIL/REDEVELOPMENT AGENCY ROLL CALL PRESENT: Bauer, Moulton -Patterson, Winchell, Silva, Sullivan, Leipzig ABSENT: Robitaille STAFF REPRESENTATIVES PRESENT: Deputy City Attorney Art Folger, Deputy City Administrator Rich Barnard, Management Assistant Pat Dapkus Michael Uberuaga, City Administrator spoke regarding the intent of the council meeting. Pat Dapkus, Management Assistant, reviewed the 160 responses received to the Huntington Beach General Plan Update Questionairre. Discussion was held regarding the questionairre and Mayor Winchell expressed concerns about this type of survey. Discussion was held by Council on a broad range of subjects including: Rail Service, Convention Center, Short-term plans for Downtown, Elements for Destination Resort, Character of Huntington Beach; what is the City's presen- tation to attract business, what the city does well and what the city needs to improve upon, Community Congress. Extensive discussion was held on .the feasibility of the city ever becoming a destination resort. Ways in which to provide attractions to our city resi- dents which will later attract new visitors was discussed. The feasibility of a convention center was discussed. Diverse community -business -residential - open space was the consensus of what Council believed should be the character of the city. The Council expressed the desire that the city's economic presentation be made to CEO's of companies. Also, the city should draw on experience of city residents who are CEO's. Councilmember Sullivan stated he would like a city economic presentation to be made for Council's critique. Also, a blue-ribbon committee of resident CEOs. Discussion was held on city strengths such as librarylarts services, citizen involvement, senior programs, smooth running staff, parks, beach and pier. The importance of obtaining community consensus was stressed using Pierside as an example. The City Council directed staff to return with suggestions as to procedures for community forums. 1 Page 2 - Council minutes - 2/5/93 RECESS - RECONVENE The Mayor called a recess at 5:00 p.m. The meeting was reconvened at 5:25 p.m. Policp, Del2artmeni Presentation -- Law Enforcement I s e The Police Chief distributed material to Council as follows: Pamphlet - "Nature of Crime in Huntington Beach -Profile" and Pamphlet - Community Oriented Policing Philosophy. A film regarding gang activity was shown. Police Chief Lowenberg reviewed with Council the subjects in the packet. Progress in the DARE Program was. discussed. The Police Chief reviewed minority relations and informed Council that 11 of the 24 police officer recruits have been from minority groups. Police Chief Lowenberg reported on the associated problems regarding the city`s art wall, the conflict with the law in regard to the minimum age to purchase spray paint being 18 and the problems posed to the Police Depart- ment. Ron Hagan, Community Services Director, reported on the art wall. City Finance Board The City Administrator spoke regarding the draft Recommended Council Action he had distributed on the creation of a City Finance Board. He spoke regarding his responsibility for the budget as set forth in the city charter.
