MINUTES: The Minutes of February 17, 1993
Zoning Administrator Meeting was
approved.
ITEM 1: DRAFT NEGATIVE DECLARATION NO. 93-3
Applicant: City of Huntington Beach Public Works Department
Request: Installation of drainage improvements within the public
right-of-way along the below route. The improvements
consist of installation of approximately 3,000 lineal
feet of a combination of 42 and 36 inch diameter storm
drain pipe, 9 catch basins and 6 juncture structures.
Location: The storm drain will run north along Graham Street
between Heil Avenue and Meadowlark Drive, east along
Meadowlark Drive between Graham Street and Birdie Lane,
south along Birdie Lane between Meadowlark Drive and
Venturi Drive and east along Venturi Drive between
Birdie and Ace Lanes.
Wayne Carvalho, Staff Planner, reported that the request is a City
capital improvement project. He advised that the negative
declaration was posted for twenty-one days and that one comment was
received from the Environmental Board who recommended approval with
standard mitigation measures. Staff concluded by recommending
approval with mitigation measures.
There were no persons present to speak for or against the request.
NEGATIVE DECLARATION NO. 93-3 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING MITIGATION MEASURES. THE ZONING
ADMINISTRATOR STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
CALENDAR (10) DAYS.
MITIGATION MEASURES:
1. To minimize impacts on exposed soils and removal of soils, the
following shall be completed:
a. All surplus soil and unused materials (including concrete
and asphalt) shall be disposed of at an off -site facility
equipped to accommodate them.
b. During pipe installation and trench excavation, the
applicant shall control fugitive dust by regular watering
of soil piles and exposed dirt.
2. To minimize impacts on short-term air impacts from construction -
emissions, the applicant.shall comply with the following during
pipeline installation:
a. Use low sulfur fuel (.05% by weight) for construction
equipment.
b. Phase and schedule construction activities to avoid high
ozone days (first stage smog alerts).
c. Discontinue installation activities during second stage
smog alerts.
d. Maintain equipment engines in proper tune.
3. To minimize short-term noise impacts from construction
activities, the applicant shall comply with the following:
a. Equipment used in installing pipeline shall be equipped
with double mufflers.
b. Construction activities shall be limited to Monday - Friday
8:00 a.m. - 5:00 p.m. Construction is prohibited on
Saturdays, Sundays and Federal Holidays.
4. To minimize impacts to traffic, the applicant shall comply with
the following:

a. Prior to installation of pipeline, the applicant shall
submit a construction plan for approval by the City's
Traffic Division. The plan shall include, at minimum,
alternate routes for traffic during pipeline installation,
construction vehicle routes and proposed warning signage
and markings to provide adequate warning to motor vehicles,
bicyclists and pedestrians. The plan shall be implemented
during pipeline installation.
b. Trenches shall not be left open. Trenches which have not
been back -filled at the end of the day shall be covered
with plates.
5. Prior to initiation of trenching activity, the applicant shall
contact all utility companies which have lines within the
subject rights -of -way of trenching activities.

Applicant: Dwayne Fuhrman

Request: To permit a sales office and a model homes complex
(3 models) pursuant to Section 9730.32 of the
Huntington Beach Ordinance Code.
Location: 18862 Huntington Street
Wayne Carvalho, Staff Planner, reported that the request is to permit
three model homes with a sales office in the garage of one of the
homes. Staff advised that a $1,000 bond would be required for the
sales office and each model home per City requirements. Staff also
advised that Public Works Department will require that all utilities
be installed prior to occupancy.
THE PUBLIC HEARING WAS OPENED.
Dwayne Fuhrman, the applicant, advised that the project is about 90%
complete except for the landscaping.
There were no other persons present to speak for or against the
request and the public hearing was closed.
ADMINISTRATIVE REVIEW NO. 93-1 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY
THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN CALENDAR (10) DAYS.

SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
January 29, 1993 shall be the conceptually approved layout.
2. The Zoning Administrator shall be notified in writing if any
changes in building height, floor area, setbacks, building
elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the
Zoning Administrator has reviewed and approved the proposed
changes. The Zoning Administrator reserves the right to
require that an amendment to the original entitlement be
processed if the proposed changes are of a substantial nature.
3. Conditions of approval shall be printed verbatim on the cover
sheet of all working drawing sets submitted for plancheck.
4. All previous conditions on Tentative Tract No. 14417 and
Conditional Use Permit No. 90-60 shall still apply.
5. All utilities shall be installed prior to occupancy.
6. The automatic fire sprinkler and alarm system shall be in
service prior to occupancy.
7. Service roads and fire lanes, as determined by the Fire
Department, shall be posted and marked.
8. Fire access lanes shall be maintained. If fire lane violations
occur and the services of the Fire Department are required, the
applicant will be liable for expenses incurred.
9. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
10. The office use shall be discontinued within thirty (30) days
following sale of the last unit. A cash bond of one thousand
dollars ($1,000) shall be posted with the City for the sales
office and for each model home ($4,000 total).
11. No sales office or model shall be converted or expanded into a
general business office for the contractor or developer.
12. The sales office shall be handicap accessible.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.

2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke
Administrative Review No. 93-1 if any violation of these
conditions or the Huntington Beach Ordinance Code occurs.
ITEM 3: COASTAL DEVELOPMENT PERMIT NO. 93-1
Applicant: Diane Bobadilla

Costa Mesa, CA 92626
Request: To permit an 1,150 square foot, two (2) story
addition to an existing two story residence
pursuant to Section 989.5.2 of the Huntington Beach
Ordinance Code.
Location: 16171 Santa Barbara Lane
Wayne Carvalho, Staff Planner, reported that the applicant is
proposing an addition to the rear of the house and to the entry of
the house. Staff advised that the request meets site coverage and
other code requirements. Staff concluded by recommending approval
with findings and suggested conditions of approval.
THE PUBLIC HEARING WAS OPENED.
Diane Bobadilla, the applicant, said the house currently has a three
car garage and that the space for one car would be converted for
living purposes.
There were no other persons present to speak for or'against the
request and the public hearing was closed.
COASTAL DEVELOPMENT PERMIT NO. 93-1 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
WORKING (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL
COMMISSION.
THE MEETING WAS ADJOURNED AT 1:50 PM BY THE ZONING ADMINISTRATOR TO
THE NEXT REGULARLY SCHEDULED MEETING OF THE ZONING ADMINISTRATOR ON
WEDNESDAY, MARCH 3, 1993 AT 1:50 PM.
