3, 1993 Zoning Administrator Meetings
were continued.
ITEM 1: ADMINISTRATIVE REVIEW NO. 93-2
Applicant: Seacliff Partners

Request: To permit a sales office and model homes complex (4
models) pursuant to Section 9730.32 of the Huntington
Beach Ordinance Code.
Location: West of Goldenwest Street, approximately 800' west of
Little Harbor Lane. (Tract 14043, Island S)
Wayne Carvalho, Staff Planner, advised that the property is one of
the twelve oil island tracts that were being developed. The
applicant was proposing that the above site contain the model homes
for eleven of the twelve tracts. Staff recommended approval with
findings and conditions of approval.
Richard Lloyd, representing the applicant, was present and concurred
with the suggested conditions.
ADMINISTRATIVE REVIEW NO. 93-2 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. THE ZONING ADMINISTRATOR STATED THAT THE ACTION TAKEN BY
THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN CALENDAR (10) DAYS.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
February 16, 1993 shall be the conceptually approved layout.
2. The Zoning Administrator shall be notified in writing if any
changes in building height, floor area, setbacks, building
elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the
Zoning Administrator has reviewed and approved the proposed
changes. The Zoning Administrator reserves the right to
require that an amendment to the original entitlement be
processed if the proposed changes are of a substantial nature.
3. Conditions of approval shall be printed verbatim on the cover
sheet of all working drawing sets submitted for plancheck.
4. All previous conditions imposed on Tentative Tract Map 14043
shall still apply.
5. All utilities shall be installed prior to occupancy.
6. The sales office shall be handicap accessible.
7 Fire hydrants shall be in service prior to combustible
construction.
8. Service roads and fire lanes, as determined by the Fire
Department, shall be posted and marked.
9. The office use shall be discontinued within thirty (30) days
following sale of the last unit. A cash bond of one thousand
dollars ($1,000) shall be posted with the City for the sales
office and for each model home ($5,000 total).
10. No sales office or model shall be converted or expanded into a
general business office for the contractor or developer.
11. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.
12. If lighting is included in the parking lot, high-pressure
sodium vapor lamps shall be used for energy savings. All
outside lighting shall be directed to prevent "spillage" onto
adjacent properties.
INFORMATION ON SPECIFIC CODE REQUIREMENTS:
1. The development shall comply with all applicable provisions of
the Ordinance Code, Building Division, and Fire Department.

2. The applicant shall meet all applicable local, State, and
Federal Fire Codes, Ordinances, and standards.
3. The Zoning Administrator reserves the right to revoke
Administrative Review 93-2 if any violation of these conditions
or the Huntington Beach Ordinance Code occurs.
ITEM 2: COASTAL DEVELOPMENT PERMIT NO. 93-3

Request: To permit an 1,100 square foot two (2) story addition
to an existing two story residence pursuant to Section
989.5.2 of the Huntington Beach Ordinance Code.
Location: 16442 Grimaud Lane
Wayne Carvalho, Staff Planner, reported that the request is to
permit an 1,100 square foot addition above the garage and a small
addition to the rear of the residence. Staff advised that a
covenant will be required to be filed with the County to assure that
the residence remain as a single family dwelling. Staff said that
the homeowners association was notified of the hearing and that no
comments had been received. Staff concluded by recommending
approval with findings and suggested conditions of approval.
THE PUBLIC HEARING WAS OPENED.
Gary Gardner, the applicant, was present. He said that the
homeowners association had already reviewed and approved the plans.
There were no other persons present to speak for or against the
request and the public hearing was closed.
COASTAL DEVELOPMENT PERMIT NO. 93-3 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS OF
APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION WITHIN TEN
WORKING (10) DAYS AND ANOTHER TEN WORKING (10) DAYS TO THE COASTAL
COMMISSION.
FINDINGS FOR APPROVAL - COASTAL DEVELOPMENT PERMIT NO. 93-3:
1. The request to permit the remodel and addition to an existing
two-story single family residence conforms with the plans,
policies, requirements and standards of The Coastal Element of
the General Plan. The proposed 1,100 square foot, two (2)
story addition will not impact public views or access.

2. Coastal Development Permit No. 93-3 is consistent with the.CZ
suffix zoning requirements, the R1 Zoning District, as well as
other provisions of the Huntington Beach Ordinance Code
applicable to the property. The proposed development will
conform with all applicable City codes.
3. At the time of occupancy, the proposed remodel and 1,100 square
foot 'addition to an existing two-story single family residence
will be provided with infrastructure in a manner that is
consistent with the Coastal Element of the General Plan. All
infrastructure currently exist to the site.
4. The proposed remodel and 1,100 square foot two story addition
to an existing two story single family residence conforms with
the public access and public recreation policies of Chapter 3
of the California Coastal Act.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, floor plans, and elevations received and dated
February 11, 1993 shall be the conceptually approved layout
with the amendments as noted depicting a minimum three and
one-half foot (3'-6") side setback for the open, unroofed
stairway.
2. The Zoning Administrator shall be notified in writing if any
changes in building height, floor area, setbacks, building
elevations or open space are proposed as a result of the plan
check process. Building permits shall not be issued until the
Zoning Administrator has reviewed and approved the proposed
changes. The Zoning Administrator reserves the right to
require that an amendment to the original entitlement be
processed if the proposed changes are of a substantial nature.
3. The property owner shall sign, notarize, and record with the
County Recorder a "Letter of Agreement/Covenant" assuring that
the single family residence will be maintained as one (1)
dwelling unit.
4. All proposed dock and ramp improvements shall require separate
permits for the improvements located within the public
waterways.
5. All proposed cantilevered deck improvements require separate
permits for the improvements.
6. All building spoils, such as unusable lumber, wire, pipe, and
other surplus or unusable material, shall be disposed of at an
off -site facility equipped to handle them.

7. Proposed structures shall be architecturally compatible with
existing structures.
8. Natural gas shall be stubbed in at the locations of cooking
facilities, water heaters, and central heating units.
9. Low -volume heads shall be used on all spigots and water faucets.
10. Water service shall be upgraded to include a two inch (2")
water meter and back flow device pursuant to Public Works
standards.
11. Automatic sprinkler systems shall be installed throughout to
comply with Huntington Beach Fire Department and Uniform
Building Code standards.
