Mayor Winchell called the adjourned regular meetings of the City Council and
the Redevelopment Agency of the City of Huntington Beach to order at 3 p.m. at
the Senior Outreach Center, 1718 Orange Avenue.
CITY COUNCIL/REDEVELOPMENT AGENCY ROLL CALL
PRESENT: Bauer, Moulton —Patterson, Winchell, Silva, Sullivan, Leipzig
ABSENT: Robitaille
CLOSED SESSION
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54956.9(a) to confer with its attorney regarding pending
litigation which has been initiated formally and to which the City is a
party. The title of the litigation is MaCarty—Devlin v. City of Huntington
Beach, et al — Orange County Superior Court Case No. 675201. (120.80)
RECESS — RECONVENE
The Mayor called a recess of Council at 3:10 p.m. The meeting was reconvened
at 3:35 p.m.
DEVELOPMENT OF THE CITY COUNLIL'S OBJECTIVES
The following topics were discussed by Council and staff. Review Current
Goals and Objectives, Review -City Council Ob.iectives,Prep ared on
February 5. 1993, Review Prop =d_Two—Year Work Program, Develop Consensus
Regarding City Council Objectives. for the Next Two Years.
The Council discussed the City Goals and Objectives adopted on
February 5, 1993. The need to improve and provide funding for infrastructure
was discussed. Discussion was held regarding use of the utility tax.

The Economic Development Director distributed a packet entitled "Mobilehome
Parks City Council Presentatton dated March 26, 1993". The City Administrator
reported. Barbara Kaiser, Economic Development Director presented a slide
report. A communication entitled "Manufactured Housing Educational
Trust -Orange County - March 26, 1993 was presented.
The feasibility of tenant purchase of mobile home parks was discussed. The
Economic Development Director spoke regarding the proposed citizen's
initiative petition for rent stabilization. The City Clerk reported on the
status of the initiative petition on which a Summary had been prepared by the
City Attorney and provided to the proponents by the City Clerk. In response
to discussion by Council, the City Administrator stated that he would obtain
information and report from the Mobilehome Property owners. Mayor Winchell
spoke regarding the resident's need to have information made available to them.
The Director of Housing and Building reviewed the mobile home inspections
which the city performs as mandated by the State.
Steve Kohler, City Project Manager, reported on the Redevelopment Agency's
financial requirements, replacement housing, covenants and compliance plan.
He reported on the status of inclusionary housing and presented slides.
REVIEW OF THE CITY'S AFFORDABLE HOUSING PROGRAM
Howard Zelefsky, Planning Director, presented slides and reported that a
proposed Affordable Housing Program had been drafted.
Discussion was held regarding State housing requirements - Regional Housing
Needs Assessment. Mr. Zelefsky referred to one of the documents in the packet
prepared two years ago entitled "Affordable Housing Needs Through 1994".
Pat Spencer, Director of Housing and Building, reviewed housing law.
The Planning Director distributed copies of a Draft Affordable Housing
Ordinance which will be presented to the Planning Commission and to Council in
late May or early June.
Single Room Occupancies (SRO's) and second unit ordinances (Granny Flats) were
discussed.
Dan Bruening, Housing Rehabilitation Manager, presented a report using slides
on units rehabilitated, 1989 to present.
Gregg Brown, Housing Development Specialist, displayed a Housing Survey Map
showing good -medium -low stock housing.
REVIEW OF MAXWELL'S/PIER PLAZA IMPROVEMENTS
Ron Hagen, Community Services Director, reported on the options available for
the Maxwell's/Pier Plaza Improvements. Discussion was held between Mr. Hagen
and Council.

Mayor Winchell adjourned the adjourned regular meetings of the City Council
and the Redevelopment Agency of the City of Huntington Beach to Monday,
April 5, 1993 at 5:30 P.M., Room B-8, Civic Center.
