Mayor Winchell called the adjourned regular meetings of the City Council and
the Redevelopment Agency of the City of Huntington Beach to order at 5:30 p.m.

PRESENT: Robitaille, Bauer, Moulton -Patterson, Winchell, Silva, Sullivan,
Leipzig
ABSENT: None
CLOSED SESSION
The Mayor called a Closed Session of the City Council pursuant to Government
Code Section 54957 to consider personnel matters - Annual Review - City
Administrator. (120.80)
RECESS - RECONVENE
The Mayor called a recess of Council at 5:35 p.m. The meeting was reconvened
at 7 p.m.
INDEPENDENT AUDITOR'S REPORT PRESENTED
Peggy McBride, KPMG Peat Marwick, Partner, presented an auditor's report
stating there were no internal weaknesses found in the departments of the City
of Huntington Beach.
Discussion was held between Council and Peggy McBride pertaining to safeguard
policies the city is currently utilizing; for instance, having a two -signature
procedure for purchase orders.

Bob Franz, Deputy City Administrator/Administrative Services, distributed
material pertaining to the budget.
The City Administrator reviewed budget reductions since 1989/1990 including
staff reductions and program reductions.

The City Administrator stated the bulk of the discussion would focus on Plan B
with department presentations. Plan A would be presented at the May 3 Council
meeting for adoption with the final hearing for Council adoption by June 30,
1993.
In response to Councilmember Robitaille's inquiry, the City Administrator
stated there was a desire to change the city's fiscal year to October 1, but
that it would not be feasible to change it for 1993.
Discussion was held between Councilmember Bauer and Robert Franz, Deputy City
Administrator/Administrative Services; pertaining to property taxes and the
exploration of legal action with California League of Cities.
PLAN "B" — DEPARTMENTAL REVIEWS PRESENTED
Departmental reviews were given by Ray Silver, Assistant City Administrator;
Police Chief Lowenberg; Lou Sandoval, Public Works Director; Howard Zelefsky,
Community Development Planning Director; Connie Brockway, City Clerk; Fire
Chief Dolder; Ron Hagan, Community Services; Ron Hayden, Library Director; Bob
Franz, Deputy City Administrator/Administrative Services; and Barbara Kaiser,
Economic Development.
RECESS — RECONVENE
The Mayor called a recess of Council at 9:15 p.m. The meeting was reconvened
at 9:30 p.m.

Early EmQloyee Retirement Enhancement
Discussion was held between Council and staff regarding early retirement
enhancement. The City Administrator listed the required criteria for such a
program.

In response to Councilmember Bauer's inquiry pertaining to beach parking, Ron
Hagan, Community Services Director, stated he was reviewing a switch to
machines so that people could pay for an hour at a time. He stated the
revenue should increase 30%.
Revenue Sources
Councilmember Bauer recommended that revenue sources be specific in nature and
that they be used to fund things of broad interest.
Council Request: Department Program Request
Following discussion, the City Administrator stated the programs in each
department were listed in an August 1991 document compiled by Ray Silver,
Assistant City Administrator.
Councilmember Leipzig requested a copy of the document prepared by Ray Silver

Cable Franchi5g Fee
Rich Barnard, Deputy City Administrator/Administration, reported regarding the'
cable franchise fee.
Report Requested: Auto Fleet and All,Qwinces
In answer to Councilmember Sullivan's request, the City Administrator stated
the staff would review the auto fleet and allowances and report to Council.
Cultural Services Department
Councilmember Sullivan stated he did not believe the Cultural Services
Department should be cut as proposed. He was also opposed to the branch
library closure or book purchase cuts.
