B. PUBLIC HEARING ITEMS
B-1 CODE AMENDMENT NO. 92-5/DOWNTOWN SPECIFIC PLAN CODE
AMENDMENT/"VILLAGE CONCEPT" AND DOWNTOWN PARKING STUDY AND
MASTER PLAN (CONTINUED FROM THE MAY 18 1993 PLANNING
COMMISSION MEETING):
APPLICANT: City of Huntington Beach, Department of Community
Development
LOCATION: An area bounded by Goldenwest Street, Pacific
Coast Highway, Beach Boulevard and Sixth Street
During the past several months the Planning Commission has held
several public hearings and taken straw votes on proposed revisions
to the Downtown Specific Plan. The Commission has also directed
staff to initiate a Coastal Element Amendment to analyze changing
the land use designation on property located on Pacific Coast
Highway from residential to commercial. The attached Downtown
Specific Plan reflects the results of the straw votes taken for each
--=-district-. -The staff -=-has also- included=• the amended- language to the
General Provisions for height, density, parking and affordable
housing. As a separate attachment, the staff has prepared language
to address historic properties and school mitigation. The final
part of the Downtown Master Plan is the -shared -parking concept.
This is presented as a separate analysis for the Commission's
convenience.
STAFF RECOMMENDATION:
Staff recommends that the Planning Commission approve the Downtown
Specific Plan Code Amendment/"Village Concept" and Downtown Parking
Master Plan and recommend adoption to the City Council.
The following votes were -taken -on changes to be incorporated into
the Downtown Specific Plan:
GENERAL PROVISIONS
1) Motion by Cook, second by Biddle to:
S.4.2.14(c)(e) (Change) 36 inch box trees to (3) 15 gallon box
trees where feasible, to be determined by the
Public works Department.

adoption of the proposed new code."

10) Commission Gorman requested that "Antique Shops, Ice House and
Glass Business" be added as permitted uses in District 6.

Doug Langevin, 8196 Pawtucket Drive, stated he felt the parking plan
calculations and other aspects of the report were inaccurate.
Loretta Wolfe, 411 - 6th Street, spoke in opposition to the approval
of the parking plan.
Dianne Easterling, 203 - 8th Street, spoke in opposition to the
approval of the parking plan.
James Lane, 127 Main Street, stated he felt the parking plan would
not correct the parking situation.
Bob Bolen, 1818 Pine Street, spoke against approval of the parking
plan.
Jack Mehoff (SP?), stated his concern that the public hearing should
be kept open to allow people to express their opinions.
THERE WERE NO OTHER PERSONS PRESENT TO SPEAK FOR OR AGAINST THE
REQUEST AND THE PUBLIC HEARING WAS CONTINUED OPEN TO THE JULY 7,
1993 PLANNING COMMISSION MEETING.
Commissioner Cook requested staff to provide her with a comparable
parking study, such as Charter Center. Staff stated they would
provide her with such.
The Commissioners discussed the various aspects of the report, and
additional information they wished to be provided with. The
following votes were then taken.

(CONTINUED FROM THE MAY 18, 1993 PLANNING COMMISSION MEETING):
APPLICANT: City of Huntington Beach, Department of Community

LOCATION: City-wide
On May 18, 1993, the Planning Commission continued action on Code
Amendment No. 93-2 (Draft Affordable Housing Ordinance) and Negative
Declaration No. 91-32 in order to hold a special meeting to discuss
the issue. Attached for the Commission's review is the staff report
and draft ordinance along with the back up data provided to the
Affordable Housing Task Force.
STAFF RECOMMENDATION:
Staff recommends that the Planning Commission approve Negative
Declaration No. 93-2 and Code Amendment No. 93-2 and recommend
adoption to the City Council.
Staff recommended that the Affordable Housing Task Force be
revonveined to review the Ordinance and re -advertise to reflect
ordinance, when this item is re -heard.
