Zoning Administrator Meeting were continued.

Request: Remodel existing auto service center with a 224 square foot waiting room
addition, a 325 square foot lube bay addition, and an outdoor waiting area
deck pursuant to Section 9220.1(c)(A) of the Huntington Beach Ordinance
Code.
Location: 19300-19320 Beach Boulevard
Jane Madera, Staff Planner reported that the request was to remodel an existing auto care
center with an indoor waiting area, an outdoor waiting area, and construct a 325 square
foot lube bay addition. The project will necessitate the removal of five (5) parking
spaces, however, the site was originally constructed with over thirty (30) surplus parking
stalls. Staff stated the project will meet all requirement of the Huntington Beach
Ordinance Code. Staff concluded by recommending approval with findings and
suggested conditions of approval.
THE PUBLIC HEARING WAS OPENED.
Tim Bundy, applicant, was present and concurred with the suggested conditions of
approval.
Marvin Manor, 19311 Worchester, was present and spoke in opposition to the request.
He said the remodel would increase traffic in the residential area. He advised that
exhaust fumes from the auto center were noticeable from his residence. He also reported
that the service center violated the original conditions of approval by performing repair
work outside.
Albert Lansing, 19281 Worchester, was present and spoke in opposition to the request.
He was concerned about possible chemical discharge into the drains.
Mel Berkley, 19316 Beach Boulevard, was present and spoke in support of the request
stating the quick lube facility lacked an air filtration system.although smog checks are
performed within the building..
Robert Smith, 19316 Beach Boulevard, was present and spoke in favor of the request. He
indicated that the air filtration is adequate because the doors on both ends of the building
were left open.
There were no other persons present to speak for or against the request and the public
hearing was closed.
The Zoning Administrator advised the applicant and business owner that Building C and
occupants must comply with the Air Quality Management District requirements and Fire
Department requirements for the storage of hazardous materials.
USE PERMIT NO.93-49 WAS APPROVED BY THE ZONING
ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND CONDITIONS
OF APPROVAL. HE STATED THAT THE ACTION TAKEN BY THE ZONING
ADMINISTRATOR CAN BE APPEALED TO THE PLANNING COMMISSION
WITHIN TEN (10) WORKING DAYS.
FINDINGS FOR APPROVAL -USE PERMIT NO, 93-49:
1. The establishment, maintenance and operation of the 224 square foot waiting room
addition, a 325 square foot lube bay addition, and construction of an outdoor
waiting area deck at an existing auto care center will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity. All
vehicle repair will take place entirely within the buildings on -site, the
applicant will obtain all necessary Air Quality Management District
permits, and all previous conditions imposed under Use Permit No. 88-34
will be complied with.

b. Property and improvements in the vicinity of such use or building.
Parking for the additional square footage can be provided per the
requirements of the Huntington Beach Ordinance Code and existing
improvements to the site will not be altered as a result of this action.
2. The granting of Use Permit No. 93-49 will not adversely affect the General Plan of
the City of Huntington Beach. The addition to the existing auto care center is
consistent with the goals and objectives of the General Commercial Land Use
designation of the General Plan.
CONDITIONS OF APPROVAL - USE PERMIT NO 93-49:
1. The site plan, floor plans, and elevations received and dated July 29, 1993 shall be
the conceptually approved layout.
2. The outdoor waiting area deck shall comply with site angle requirements for vehicle
back-up visibility. The seven and one-half (7 1/2) foot triangular area formed by
the intersection at the driveway and the outdoor deck shall be maintained with
structures less than forty-two (42) inches in height.
3. The outdoor waiting area deck shall be handicapped accessible.
4. There shall be no roof -top mounted signs, pennants, or flags permitted on the site.
All other signage depicted on the plans received July 29, 1993 shall require a
separate permit.
5. All proposed block walls shall require a separate permit.
6. The applicant shall strictly adhere to any comply with all previous conditions of
approval imposed under Use Permit No. 8834/Conditional Exception (Variance) 88-
85/Tentative Parcel Map 88-275/Negative Declaration 88-22 approved by the
Planning Commission on October 4, 1988.
7. All buildings and tenants on -site, in particular Building C and its occupants shall
comply with AQMD requirements and Fire Department regulations for storage and
handling of hazardous materials.
8. The Zoning Administrator shall be notified in writing if any changes in building
height, floor area, setbacks, building elevations or open space are proposed as a
result of the plan check process. Building permits shall not be issued until the
Zoning Administrator has reviewed and approved the proposed changes. The
Zoning Administrator reserves the right to require that an amendment to the original
entitlement be processed if the proposed changes are of a substantial nature.

9. Conditions of approval shall be printed verbatim on the cover sheet of all working
drawing sets submitted for plancheck.
10. Fire Department Requirements:
A. Many of the fire lanes within the complex are less than twenty-eight feet
and therefore the following turns within the complex will require seventeen
foot by forty-five foot (17' X 45') radius turns installed pursuant to Fire
Department Specification 401.
1. The turning radius between the proposed deck and building "D"
2. The turning radius between building "A" and building "D"
3. The turning radius between the proposed deck and building "C"
4. The turning radius between building "C" and building "D"
B. Building address numbers for each building must be a minimum height of
six (6) inches with a brush stroke of 1-1/2 inches and placed in an
unobstructed location which can be easily viewed from the access roadway
serving the building.
C. The fire access gates proposed for the complex must comply with the
installation and locking requirements of Fire Department Specification 403.
D. Alteration shop drawings for changes in locations or installation of
Automatic sprinkler Systems must be submitted to the Fire Department for
approval prior to building permit release.
1. The existing fire department connection on backflow preventer needs
to be repositioned away from the park cars or one parking space will
need to b designated as no parking.
E. Fire Extinguishers must be installed per Huntington Beach Fire Code
Standards in locations approved by the Fire Department.
F. Fire lane posting is deficient and all areas must comply with Fire
Department Specification 415. Compliance will require that Fire
Department approve entry "no parking" warnings signs be posted a the
entry off Beach Blvd. and the entry located south of El Pollo Loco from
"Caps" radiator shop. Several painted curbs are also in need of stenciling
with the words "Fire Lane."
11. All repair work shall be conducted wholly within the building.

12. All building spoils, such as unusable lumber, wire, pipe, and other surplus or
unusable material, shall be disposed of at an off -site facility equipped to handle
them.
13. Proposed structures shall be architecturally compatible with existing structures.
14. If lighting is included on the outdoor waiting area deck, high-pressure sodium
vapor lamps shall be used for energy savings. All outside lighting shall be directed
to prevent "spillage" onto adjacent properties.
INFORMATION ON SPECIFIC CODE REQUIREMENTS
1. The development shall comply with all applicable provisions of the Ordinance
Code, Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
3. The applicant shall obtain the necessary permits from the South Coast Air Quality
Management District.
4. The Zoning Administrator reserves the right to revoke Use Permit No. 93-49 if any
violation of these conditions of the Huntington Beach Ordinance Code occurs.
