MINUTES: The Minutes of July 21, 28, August 4 and 11, 1993
Zoning Administrator Meeting were approved.
ITEM 1• COASTAL DEVELOPMENT PERMIT NO 93-15
APPLICANT: Kenneth E. Walsh
111 22nd Street
Huntington Beach, CA 92648
REQUEST: To designate 22nd Street between Pacific Coast Highway and Walnut Avenue
as a residential parking district. The district will allow residents to park on the
public street between 10:00 p.m. and 8:00 a.m. All parking between these
hours is currently prohibited.
LOCATION: 22nd Street between Pacific Coast Highway and Walnut Avenue.
Jane Madera, Staff Planner, reported that the request was to allow a residential parking
permit area on 22nd Street in the City of Huntington Beach between Pacific Coast
Highway and Walnut Avenue. Staff advised that approval of the request would allow
residents to purchase an annual parking permit to allow street parking between 10:00 p.m.
and 8:00 a.m. Staff concluded by recommending approval with findings and suggested
conditions of approval.
THE PUBLIC HEARING WAS OPENED.
Ken Walsh, 115 22nd Street, was present and spoke in support of the request. He said
that beach parking in front of his home results in excessive noise, people disrobing in
public, and trash thrown on his property. He said that the subject request is the first phase
of the home owner's attempt to resolve problems in the beach area.
Laurence McDonald, 111 22nd Street, was present and spoke in support of the request.
He said that they would be pursuing parking meters which would discourage parking on
the residential street.
There were no other persons present to speak for or against the request and the public
hearing was closed.
COASTAL DEVELOPMENT PERMIT NO.93-15 WAS APPROVED BY THE
ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS AND
CONDITIONS OF APPROVAL. HE ADVISED THAT THE PERMIT WILL BE
FORWARDED TO THE CITY COUNCIL TO APPROVE A RESOLUTION TO
ALLOW PERMIT PARKING. HE STATED THAT THE ACTION TAKEN BY
THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE PLANNING
COMMISSION WITHIN TEN (10) WORKING DAYS AND ANOTHER TEN (10)
WORKING DAYS TO THE COASTAL COMMISSION
FINDINGS FOR APPROVAL - COASTAL DEVELOPMENT PERMIT NO 3-15:
1. Coastal Development Permit No. 93-15 to permit the designation of a residential
parking district on 22nd Street between Pacific Coast Highway and Walnut Avenue
conforms with the plans, policies, requirements and standards of the Coastal Element
of the General Plan. The proposed residential parking district will not impact public
views or access and will increase parking opportunity in the Coastal Zone.
2. Coastal Development Permit No. 93-15 is consistent with the CZ suffix zoning
requirements, the Rl Zoning District, as well as other provisions of the Huntington
Beach Ordinance Code applicable to the property. The proposed development will
conform with all applicable City codes.
3. At the time of implementation, the proposed residential parking district will be
provided with infrastructure in a manner that is consistent with the Coastal Element of
the General Plan. All infrastructure currently exist to the site.
4. The proposed residential parking district conforms with the public access and public
recreation policies of Chapter 3 of the California Coastal Act.
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan, received and dated July 23, 1993 shall be the conceptually approved
layout.
2. The Coastal Development Permit No. 93-15 for designation of a residential parking
permit shall not be effective until the City Council of the City of Huntington Beach
acts on and approves a resolution for said residential parking district.

3. Purchase of an annual parking permit from the Public Works Department for each
vehicle to be parked in the restricted area shall be required. Permit program shall be
administered identically to other permit parking areas.
INFORMATION OF SPECIFIC CODE REQUIREMENTS:
EMENTS:
1. The development shall comply with all applicable provisions of the Ordinance Code,
Building Division, and Fire Department.
2. The applicant shall meet all applicable local, State, and Federal Fire Codes,
Ordinances, and standards.
The Zoning Administrator reserves the right to revoke Coastal Development Permit
No. 93-15 if any violation of these conditions of the Huntington Beach Ordinance
Code occurs.
ITEM 2• USE PERMIT NO 93-25 (TEMPORARY OUTDOOR EVENT)

Request: To permit a temporary outdoor event for a three day book sale,
with a tent, on August 25, 26 and 27, 1993 pursuant to Section
9730.64 of the Huntington Beach Ordinance Code.
Location: 15902 Springdale
Jane Madera, Staff Planner, reported that the request was to permit a temporary outdoor
event for a three day book sale. Staff recommended approval with findings and
suggested conditions of approval.
Ron Guysee, representating the applicant was present who agreed to the suggested
conditions of approval.
USE PERMIT NO.93-25 (TEMPORARY OUTDOOR EVENT) WAS APPROVED
BY THE ZONING ADMINISTRATOR WITH THE FOLLOWING FINDINGS
AND CONDITIONS OF APPROVAL. HE STATED THAT THE ACTION
TAKEN BY THE ZONING ADMINISTRATOR CAN BE APPEALED TO THE
PLANNING COMMISSION WITHIN TEN (10) WORKING DAYS.
FINDINGS FOR APPROVAL:

The temporary outdoor event will not be detrimental to:
a. The general welfare of persons residing or working in the vicinity. The
three (3) day book sale will not impact on -site circulation nor access to
existing businesses.
b. Property and improvements in the vicinity of such use of building. The
event is a temporary use.
2. The granting of Use Permit No. 93-25 will not adversely affect the General
Commercial Land Use designation of the General Plan of the City of
Huntington Beach which allows temporary outdoor events of this nature..
SPECIAL CONDITIONS OF APPROVAL:
1. The site plan received and dated August 8, 1993 shall be the conceptually
approved layout.
2. Fire access lanes shall be maintained. If fire lane violations occur and the
services of the Fire Department are required, the applicant will be liable for
expenses incurred.
3. Fire access lanes shall be a minimum with of (20) twenty feet.
4. A detailed site plan shall be submitted to the Huntington Beach Fire Department
for approval (show table locations, tents, barriers, etc.)
5. The applicant shall obtain all necessary Fire Department permits and comply
with all provisions of Article 32 of the Uniform Fire Code.
6. The applicant's request shall include necessary permits for temporary signs.
7. The proposed tent shall be of fire retardant material. Proof of Certification shall
be submitted to the Fire Department for approval prior to the tents installation
on the site.
8. The proposed tent shall be secured against collapsing to the satisfaction of the
Fire Department.
9. "No Smoking" signs shall be posted in conspicuous locations.
10. Fire extinguishers shall be provided in number and locations specified by the
Fire Department.
11. A minimum of two (2) exits shall a provided and maintained.

12. Stand by personnel shall be on site to safeguard premises.
13. An overnight security guard shall be provided to protect merchandise left
overnight. The Huntington Beach Police Department shall be notified 24 hours
prior to the event.

minimum of thirty (30) days prior to the event. Failure to provide adequate
notice shall result in denial of the request.
