Mayor Winchell called the adjourned regular meetings of the City Council and the Redevelopment
Agency of the City of Huntington Beach to order at 4:30 p.m.

ABSENT: Robitaille, Silva
STUDY SESSION - DOWNTOWN MASTER PLAN AND PARKING MASTER PLAN

Downtown Design Guidelines - Distributed to Council
A fifty-seven page document entitled Downtown Design Guidelines for Public and Private
Improvements - City. of Huntington Beach was distributed to Council. A document entitled Main -
Pier Redevelopment Master Plan by 3D/International dated September, 1986 was also distributed
to Council.
Downtown History/Overview
The Community Development Director presented a videotape presentation of the Downtown
Design Guidelines filmed in 1986 which featured a Mediterranean Style design theme with arches,
tile roofs, recessed windows and multi -level set back from the street.
The Community Development Director presented a staff report on the history and overview of the
downtown area from 1955 to present using slides.

Downtown Specific Plan Rewrite - RCA
The Planning Director presented a staff report using slides outlining the Village Concept Principals
such as diversity of use, emphasize compactness, foster intensity, ensure balance of activities,
provide pedestrian accessibility and create functional linkages, and a positive identity for the
downtown area.
Annotated Chanaes to the Specific Plan
The Planning Director reported on the changes made in the Downtown Master Plan by the
Planning Commission to include boundaries for districts, reduction in density, alley widths,
reduction in lot sizes and the elimination of density incentives.
Council directed the existing Master Plan be prepared with proposed changes by outlining and all
capitals to designate changes instead of crossing out the current wording of the code.
The Superintendent of the Park, Tree and Landscape Division presented a staff report regarding
landscaping, and the required number of trees.
Discussion was held by Council and staff regarding consolidation of blocks or lots, special permits
and variances, and net site area verses gross site area calculations.
The Community Development Director responded to questions from Council.
Councilmember Bauer requested that maps for Districts Seven, Eight, Nine and Ten be included
in the material for the September 7, 1993 meeting. He also requested that Planning Commission
votes be included in the staff report.
Councilmember Leipzig requested that the tables shown during the staff report be revised to
include all districts in the downtown area as well as existing, planned and potential developments
be included.
RECESS -RECONVENE
The Mayor called a recess of Council at 6:50 p.m. The meeting was reconvened at 7:10 p.m.
Discussion Held Re: Downtown Parking Master Plan
The Planning Director presented a staff on the history of parking standards from the 1960's to
date and shared parking concept.
Herb Fauland, Assistant Planner, reported on the Downtown Land Use Master Plan, a summary
of available parking spaces on the street, in the parking structure and in lots, parking structure
utilization study. He distributed revised pages of the staff report regarding the On -Site Parking
Summary and the Parking Structure Utilization Study.

Discussion was held by Council and staff regarding the shared parking concept, acquisition of
future parking sites, cost recovery per parking space, in lieu fees, parking requirements and
existing supply of spaces.
The Community Development Director responded to questions from Council.
OCTOBER MEETING CHANGED FROM OCTOBER 18, 1993 TO OCTOBER 25, 1993
The Mayor stated that due to the California League of Cities meeting there was a need to change
the second meeting in October from the Monday, October 18, 1993 to Monday, October 25, 1993.
ADJOURNMENT - COUNCIL/REDEVELOPMENT AGENCY
Mayor Winchell adjourned the adjourned regular meetings of the City Council and the
Redevelopment Agency of the City of Huntington Beach to Tuesday, September 7, 1993, at 4:30
p.m. in Room B-8, Civic Center, Huntington Beach, California.
