Mayor Winchell called the regular meetings of the City Council and the Redevelopment Agency of
the City of Huntington Beach to order at 5:30 p.m.
FLAG SALUTE AND PLEDGE OF ALLEGIANCE
Mayor Winchell led the flag salute and pledge of allegiance.
DEDICATION OF MEETING IN MEMORY OF DON KISER, MAINTENANCE OPERATIONS
MANAGER
Mayor Winchell announced that Don Kiser, Maintenance Operations Manager died yesterday.
She stated that he had been employed with the city since 1955 and that services will be held at
Westminster Memorial Park on Thursday, September 30, 1993 at 1:00 p.m.
The audience observed a moment of silence in memory of Don Kiser.

OPTIONS FOR ASSISTANCE AND SUPPORT PROGRAMS AVAILABLE TO MOBILE HOME
TENANTS
The City Clerk presented a communication from the Economic Development Director entitled City
of Huntington Beach Options for Assistance to Mobilehome Tenants and a communication from
the Huntington Beach Mobilehome Owners Association entitled Agenda As Presented By The
Huntington Beach Mobilehome Owners Association To The City of Huntington Beach.
Also distributed to Council was a communication from the City Administrator dated
September 22, 1993 entitled Mobilehome Workshop - September 27, 1993, a communication
entitled Report to the Huntington Beach City Council from the Huntington Beach Mobilehome
Owners Association, a communication entitled Summary by Bruce E. Stanton, Golden State
Mobilehome Owners League, Incorporated Corporate Counsel, a communication entitled An
Investigative Report of Mobile Home Park Tenancy Complaints and Regulations-1983-84
Orange County Grant Jury - Interim Report dated June 26, 1984, and a communication entitled
Huntington Beach Mobile Home Park Information dated May, 1993 from Orange County
Manufactured Housing Education Trust.

The Economic Development Director presented a staff report on the format for the meeting,
options for assistance to mobile home tenants including the Fair Housing Council services (funded
by the Community Development Block Grant Funds), Legal Aid (funded by the Community
Development Block Grant Funds), proposed park inspection program, promoting the California
Department of Housing and Community Development Ombudsman program, publicizing the
Housing Rehabilitation Loan program (funded by the Community Development Block Grant
Funds) and producing a brochure as a resource guide.
RENTAL ASSISTANCE
The Economic Development Director presented a staff report on the establishment of a Mobile
Home Review Board and a possible rent stabilization ordinance initiated by the city or by voter
initiative.
PARK PURCHASE
The Economic Development Director presented a staff report on the aspects of tenant park
purchase including a consultant to determine financial feasibility of park purchase, workshops to
assist tenants to organize park purchase, the Mobilehome Park Resident Ownership Program
funded through the state, and funding assistance through the Community Development Block
Grant program.
DIRECT FINANCIAL ASSISTANCE
The Economic Development Director presented a staff report on options for financial assistance to
mobile home owners to include city purchase of parks through the issuance of bonds, provide a
Rental Assistance Program for very low income residents, and a Reverse Mortgage Program that
would provide a monthly stipend in exchange for a lien against the mobile home.
REPORT BY HUNTINGTON BEACH MOBILE HOME OWNERS ASSOCIATION - REQUEST
FOR RECOGNITION AND A MOBILE HOME REVIEW BOARD
Ron Laramie, Huntington Beach Mobile Home Owners Association President, requested that the
HBMOA be made the exclusive official representative of mobile home owners in Huntington
Beach. He also requested that a Mobile Home Review Board be established by Council to review
complaints, interpret laws and enforce laws. He spoke in opposition to park owners requiring
approval of prospective buyers of mobile homes and park owners who refuse to meet with mobile
home owners to resolve differences.
PARK PURCHASE
Gerald Gibbs, attorney, spoke in support of tenant purchase of mobile home parks. He described
different alternatives in park purchase such as city purchase of parks as a revenue source, condo
conversions and how the city could assist low income mobile home owners. He gave examples of
cities helping mobile home owners, such as San Marcos. He stated that rent stabilization is good
when not carried to an extreme.

RENT STABILIZATION
Ron Laramie, Huntington Beach Mobile Home Owners President, spoke in support of rent
stabilization. He reported on mobile home depreciation, interest on mortgages and recent
foreclosures. He read a letter from Michael Hammer, Senior Vice -President, Regional Manager,
Ganis Corporation addressed to Dave Hennessy, State President of the Golden State Mobile
Home Owners League, dated May 7, 1993.
REQUEST FOR MOBILE HOME REVIEW BOARD
Gary Brown, Aid to State Assemblyman Tom Umberg, read a letter from Assemblyman Umberg
addressed to the residents and City Council in support of the creation of a Mobile Home Review
Board.
REQUEST FOR REVIEW AND UPDATE ARTICLE 927 OF THE HUNTINGTON BEACH
ORDINANCE CODE
Ron Laramie, Huntington Beach Mobile Home Owners President, spoke in support of updating
Article 927 of the Huntington Beach Ordinance Code regarding mobile homes.
HUNTINGTON BEACH MOBILE HOME PARK OWNER COMMENTS
Eric Hexberg, Mobile Home Park Owner, spoke in support of a Mobile Home Review Board with
two mobile home park owners, two mobile home owners and three Huntington Beach residents to
review complaints. He spoke in opposition to rent control.
REPORT ON MOBILE HOME PARK SURVEY - WITH RENTAL SURVEY
The Economic Development Director reported that Council requested a Mobile Home Park Survey
and the report was prepared by the Manufactured Housing Education Trust.
Vickie Tallev, Manufactured Housing Education Trust Executive Director, introduced Mobile Home
Park owners present in the audience. She presented a report with slides regarding the survey
prepared by the Manufactured Housing Education Trust, long-term lease contracts, rent
increases, number of empty spaces available in Orange County, opposition to rent control, mobile
home resale, Mobile Home Residency Law and resolving the issues on a park by park basis. Ms.
Talley referred to a report from the Berlin Research Corporation and stated she would give a copy
to Council later.
Extensive discussion was held by Council and staff regarding affordable housing requirements,
proposed mobile home park review board, arbitration of disputes, investigation of complaints, city
inspections, tenant park purchase, a proposed hot-line, rental assistance, review feasibility of a
Grand Jury's recommendation on the matter, and mechanism for park purchase to be put in place.
Steve Novarro, Huntington -By -The -Sea Mobile Home Park owner, stated that he believed a
Mobile Home Review Board was not necessary and that problems should be dealt with by
individual park owners and managers.

STAFF DIRECTED TO REPORT ON ALTERNATIVES FOR A MOBILE HOME REVIEW
BOARD - OCTOBER 25, 1993
A motion was made by Leipzig, seconded by Bauer, to direct staff to prepare a report with
alternatives for composition, function and structure of a Mobile Home Park Review Board. The
motion carried by the following roll call vote:
AYES: Bauer, Moulton -Patterson, Winchell, Sullivan, Leipzig
NOES: Silva
ABSENT: Robitaille
STAFF DIRECTED TO REVIEW HUNTINGTON BEACH ORDINANCE CODE ARTICLE 927
Mayor Winchell directed staff to review and make recommendations for any changes needed to
the Huntington Beach Ordinance Code Article 927 regarding mobile homes.
CLOSED SESSION:
The Mayor called a Closed Session of the City Council pursuant to Government Code Section
54957.6 to meet with its designated representatives regarding Labor Relations Matters - Police
and Fire Association - Meet and Confer.
RECESS -RECONVENE
The Mayor called a recess of Council. The meeting was reconvened by.the Mayor.

Redevelopment Agency of the City of Huntington Beach to Monday, October 4, 1993, at 4:30 p.m.
